    The Mayor is responsible for all executive and administrative functions and controls the day-to-day affairs of the City. Under the City Charter the Mayor may veto actions taken by the Council. The Council may override the Mayor’s veto with a vote of six of the nine members. Each Council Member is elected by receiving a majority of the vote from the district in which they are seeking to serve. The leadership positions of the Common Council are selected by and from the Common Council Members to serve in a Leadership position for a two year period. These positions include President, President Pro-Tempore, and Majority and Minority Leaders

    Neurohumoral and mechanical factors in the modulation of left ventricular mass

    The goals for the research were to define, describe, and study those neuroendocrine and mechanical mechanisms that may play a role in the initiation and maintenance of an increase in, or cause regression of, the mass of the left ventricle. Dynamic changes in heart mass have been observed to occur in man and animals: (1) enlargement of the heart is frequently encountered in patients with hypertensive disease, and (2) decrease in heart mass has been reported for men exposed to prolonged space flight. The basic physiologic processes which may explain how these changes occur, and the effects of gain or loss of myocardial mass on cardiac performance were considered significant questions to be answered for the benefit of the National Aeronautics and Space Administration

    A simulation study of a proposed computer installation

    The operation of a data processing center has been studied with the objective of investigating the effect of various facilities, job loads, and operating policies as measured by job turnaround time. The mechanism for study was digital computer simulation. This thesis purports to review the technology of simulation and the associated computer techniques, defines the problem and the alternatives available, and analyzes the results derived from the experiments.     Prismatine: Revalidation for Boron-Rich Compositions in the Kornerupine Group

    Kornerupine and prismatine were introduced independently by Lorenzen in 1884 (but published in 1886 and 1893) and by Sauer in 1886, respectively. Ussing (1889) showed that the two minerals were sufficiently close crystallographically and chemically to be regarded as one species. However, recent analyses of boron using the ion microprobe and crystal structure refinement, indicate that the boron content of one tetrahedral site in kornerupine ranges from 0 to 1. Kornerupine and prismatine, from their respective type localities of Fiskenaesset, Greenland and Waldheim, Germany, are distinct minerals, members of an isomorphic series differing in boron content. For this reason, we re-introduce Sauer\u27s name prismatine for kornerupines with B \u3e 0.5 atoms per formula unit (p.f.u.) of 22(O,OH,F), and restrict the name kornerupine sensu stricto to kornerupines with B \u3c 0.5 p.f.u. Kornerupine sensu lato is an appropriate group name for kornerupine of unknown boron content. Kornerupine sensu stricto and prismatine from the type localities differ also in Fe2+/Mg ratio, Si - (Mg + Fe2+ + Mn) content, Al content, F content, colour, density, cell parameters, and paragenesis. Both minerals formed under granulite-facies conditions with sapphirine and phlogopite, but kornerupine sensu stricto is associated with anorthite and homblende or gedrite, whereas prismatine is found with oligoclase (An9-13), sillimanite, garnet, and/or tourmaline. Occurrences at other localities suggest that increasing boron content extends the stability range of prismatine relative to that of kornerupine sensu stricto

    Slim Epistemology with a Thick Skin

    The distinction between ‘thick’ and ‘thin’ value concepts, and its importance to ethical theory, has been an active topic in recent meta-ethics. This paper defends three claims regarding the parallel issue about thick and thin epistemic concepts. (1) Analogy with ethics offers no straightforward way to establish a good, clear distinction between thick and thin epistemic concepts. (2) Assuming there is such a distinction, there are no semantic grounds for assigning thick epistemic concepts priority over the thin. (3) Nor does the structure of substantive epistemological theory establish that thick epistemic concepts enjoy systematic theoretical priority over the thin. In sum, a good case has yet to be made for any radical theoretical turn to thicker epistemology

    First Evidence of Peat Domes in the Congo Basin using LiDAR from a fixed-wing drone

    This work was funded by CongoPeat, a NERC Large Grant (NE/R016860/1) to S.L.L. and E.T.A.M. (UAV data collection, I.J.D. time), a NERC Open CASE Studentship to S.L.L., I.L. and G.D. and a Phillip Leverhulme Prize to S.L.L. (peat depths).The world’s most extensive tropical peatlands occur in the Cuvette Centrale depression in the Congo Basin, which stores 30.6 petagrams of carbon (95% CI, 6.3–46.8). Improving our understanding of the genesis, development and functioning of these under-studied peatlands requires knowledge of their topography and, in particular, whether the peat surface is domed, as this implies a rain-fed system. Here we use a laser altimeter mounted on an unmanned airborne vehicle (UAV) to measure peat surface elevation along two transects at the edges of a peatland, in the northern Republic of Congo, to centimetre accuracy and compare the results with an analysis of nearby satellite LiDAR data (ICESat and ICESat-2). The LiDAR elevations on both transects show an upward slope from the peatland edge, suggesting a surface elevation peak of around 1.8 m over ~20 km. While modest, this domed shape is consistent with the peatland being rainfed. In-situ peat depth measurements and our LiDAR results indicate that this peatland likely formed at least 10,000 years BP in a large shallow basin ~40 km wide and ~3 m deep.Publisher PDFPeer reviewe

    Political strategies of external support for democratization

    Political strategies of external support to democratization are contrasted and critically examined in respect of the United States and European Union. The analysis begins by defining its terms of reference and addresses the question of what it means to have a strategy. The account briefly notes the goals lying behind democratization support and their relationship with the wider foreign policy process, before considering what a successful strategy would look like and how that relates to the selection of candidates. The literature's attempts to identify strategy and its recommendations for better strategies are compared and assessed. Overall, the article argues that the question of political strategies of external support for democratization raises several distinct but related issues including the who?, what?, why?, and how? On one level, strategic choices can be expected to echo the comparative advantage of the "supporter." On a different level, the strategies cannot be divorced from the larger foreign policy framework. While it is correct to say that any sound strategy for support should be grounded in a theoretical understanding of democratization, the literature on strategies reveals something even more fundamental: divergent views about the nature of politics itself. The recommendations there certainly pinpoint weaknesses in the actual strategies of the United States and Europe but they have their own limitations too. In particular, in a world of increasing multi-level governance strategies for supporting democratization should go beyond preoccupation with just an "outside-in" approach

    An attainable global vision for conservation and human well-being

    A hopeful vision of the future is a world in which both people and nature thrive, but there is little evidence to support the feasibility of such a vision. We used a global, spatially explicit, systems modeling approach to explore the possibility of meeting the demands of increased populations and economic growth in 2050 while simultaneously advancing multiple conservation goals. Our results demonstrate that if, instead of “business as usual” practices, the world changes how and where food and energy are produced, this could help to meet projected increases in food (54%) and energy (56%) demand while achieving habitat protection (>50% of natural habitat remains unconverted in most biomes globally; 17% area of each ecoregion protected in each country), reducing atmospheric greenhouse-gas emissions consistent with the Paris Climate Agreement (≀1.6°C warming by 2100), ending overfishing, and reducing water stress and particulate air pollution. Achieving this hopeful vision for people and nature is attainable with existing technology and consumption patterns. However, success will require major shifts in production methods and an ability to overcome substantial economic, social, and political challenges
