Dictators Don’t Compete: Autocracy, Democracy, and Tax Competition. CES Open Forum Series #22 2018-2019
It pays to be a tax haven. Ireland has become rich that way. Why do not all countries follow the Irish example,
cut their capital taxes and get wealthy? One reason is structural. As the economic standard model of tax competition
explains, small countries gain from competitive tax cuts while large countries suffer. Yet not all small (large)
countries have low (high) capital taxes. Why? The reason, we argue, is political. While the economic standard
model implicitly assumes competing governments to be democratic, more than a third of countries world-wide
are non-democratic. We explain theoretically why autocracies are less likely to adjust to competitive constraints
and test our argument empirically against data on the corporate tax policy of 99 countries from 1999 to 2011.
Our findings shed light on how domestic institutions and global markets interact in economic policy making
Klimaverhandlungen: Welche Erwartungen können an den Klimagipfel in Paris gestellt werden?
Kurz vor dem anstehenden Klimagipfel äußert sich Angela Merkel in der Frankfurter Allgemeinen Sonntagszeitung wie folgt: "Zu Recht wird von Regierungen und Politikern erwartet, daß sie nicht länger die Augen vor erdrückenden wissenschaftlichen Erkenntnissen verschließen, daß der Klimaschutz rasches und energisches Handeln erfordert." Frau Merkel stellt schließlich eine klare Forderung an die Ergebnisse des Klimagipfels: "Die Treibhausgasemissionen müssen nicht nur stabilisiert, sondern möglichst rasch vermindert werden." Diese Aussagen sind heute noch aktuell, wurden jedoch tatsächlich am 26. März 1995 veröffentlicht (FAS, 1995); zu der Zeit also als Frau Merkel selbst noch das Amt der Bundesumweltministerin bekleidete und kurz darauf den ersten Klimagipfel als Präsidentin eröffnete. Nach mehr als 20 Jahren der Klimadiplomatie im Rahmen der Vereinten Nationen liegt die Aufmerksamkeit nun auf dem 21. Klimagipfel (COP, Conference of the Parties), der vom 30. November bis zum 11. Dezember in Paris stattfinden wird. Diesem Gipfel wird allgemeinhin zugeschrieben, die letzte Chance für eine rechtzeitige globale Einigung zur Vermeidung eines gefährlichen Klimawandels zu sein. In diesem DIW Roundup beleuchten wir die anstehende COP21 und diskutieren sowohl den aktuellen Stand als auch kontroverse Punkte der anstehenden Verhandlungen. Zudem zeigen wir Meilensteine bisheriger Klimagipfel und erläutern die ökonomische Theorie hinter internationalen Umweltabkommen
The Paris Climate Agreement: Is it sufficient to limit climate change?
"The Paris Agreement is a monumental triumph for people and our planet" (UN News Centre, 2015). Statements, like this one from UN Secretary-General Ban Ki-Moon, represent the global excitement shortly after the acceptance of the Paris Agreement and describe the outcome of the COP21 in December 2015 primarily as 'historical'. Twenty years after the UN's first COP (Conference of the Parties), the international community reached "the first universal agreement in the history of climate negotiations" (French Government, 2015). Euphoria about the diplomatic success gave way to scepticism if the deal will actually have real political power to initiate ambitious climate policy worldwide that can prevent dangerous levels of climate change. It will be the next years and decades that show whether the Paris Agreement can create the so far missing global ambition to limit anthropogenic climate change and its capability to reduce risks and vulnerability to the impacts of an already changed climate. In this DIW Roundup we discuss the most important achievements of the negotiations in Paris, and show necessary steps, so that the convention will lead to the historic actions it is meant to create. Doing so, we complement a previous DIW Roundup, where we evaluated expectations prior to the Paris climate talks in December 2015
Sterbehilfe: Welche Argumente zählen? Eine Befragung unter Marburger Jura- Medizin- und Theologie-Studierenden
Die Diskussion um das neue Gesetz zur "Strafbarkeit der geschäftsmäßigen Förderung
der Selbsttötung" 155 vom 06.11.2015 verdeutlichte, dass Sterbehilfe und seine
moralische, wie auch rechtliche Zulässigkeit, unverändert gesellschaftliches Interesse
erregt und einen kontroversen Diskurs auslöst. Vom wissenschaftlichen Blickpunkt aus
beschäftigten sich viele Untersuchungen bisher vor allem mit der generellen
Einstellung hinsichtlich einer Legalisierung der umstrittenen Sterbehilfeformen Tötung
auf Verlangen und Beihilfe zur Selbsttötung.
Die vorliegende Promotionsarbeit erfragte mittels Fallvignetten, in denen jeweils das
Vorgehen eines Arztes im Rahmen von Sterbehilfe-Handlungen beschrieben wurde, in
einem Kollektiv von Studierenden der Rechtswissenschaften, Theologie und Medizin
die moralische Bewertung dieser Handlungen. Zudem wurden erstmals allgemeine
Einstellungen und Persönlichkeitsmerkmale (Autoritarismus, Konservatismus,
Religiosität und Selbstwirksamkeit) sowie die in der theoretischen Sterbehilfe-Debatte
üblicherweise angeführten Argumente, auf ihren Einfluss hinsichtlich dieser
moralische Bewertung untersucht.
Trotz der bekannten Einschränkung, dass aufgrund von empirischen Ergebnissen nicht
sicher auf ethische Grundannahmen geschlossen werden kann, konnten mit diesem
Vorgehen wichtige Hinweise hinsichtlich der Wirkmächtigkeit der verschiedenen
Argumente gewonnen werden. So zeigte sich, dass die Studierenden aller
Fachrichtungen größtenteils die Tötung auf Verlangen und die Beihilfe zur
Selbsttötung im Rahmen der geschilderten Fallsituationen als moralisch unzulässig
bewerteten - entgegen bisheriger Studien, die in verschiedenen Kollektiven eher
positive Einstellungen hinsichtlich einer möglichen Legalisierung von Sterbehilfe
nachwiesen. Es kann vermutet werden, dass durch die Verwendung von Fallvignetten
die Sterbehilfesituationen den Studierenden konkreter und weniger abstrakt dargelegt
wurden, wodurch deren Entscheidung hinsichtlich der moralischen Bewertung der
gesellschaftlich umstrittenen Sterbehilfe-Handlungen restriktiver ausfiel. Dieser Effekt
sollte bei weiteren Untersuchungen zu Sterbehilfe berücksichtigt werden.

Weiterhin konnte gezeigt werden, dass von den hier untersuchten Argumenten, die
allgemein in der Sterbehilfe-Debatte angeführt wurden, wie beispielsweise das
Tötungsverbot, der Respekt vor der Patientenautonomie und
Dammbruchbefürchtungen, einige besonders relevant für die moralische Zustimmung
oder Ablehnung von Beihilfe zur Selbsttötung und / oder Tötung auf Verlangen bei den
Studierenden waren und in dieser Hinsicht einflussreicher als allgemeine Einstellungen
oder Persönlichkeitsmerkmale.
Im Einklang mit der theoretischen Debatte um die Sterbehilfe spielte vor allem das
Tötungsverbot und die Patientenautonomie eine große Rolle hinsichtlich der
moralischen Bewertung der umstrittenen Sterbehilfeformen. Die Medizin-
Studierenden schienen zudem der Palliativmedizin eine größere Wichtigkeit bei
Fragen am Lebensende einzuräumen, wobei ihre Bedeutung als "Alternative" zur
Sterbehilfe auch in der öffentlichen Diskussion immer wieder hervorgehoben wird.
Das öffentlich oft lautstark diskutierte Argument des Dammbruchs schien nur einen
untergeordneten Einfluss auf die Bewertung der Teilnehmer zu haben, wohingegen
ein in der Öffentlichkeit eher selten angeführtes Argument, nämlich die mögliche
Belastung für Ärzte, die letztlich die Sterbehilfe durchführen oder begleiten müssen,
einen großen Einfluss ausübte. Daher sollte dieses Argument in der theoretischen
Debatte mehr Berücksichtigung finden.
Insgesamt wurde in der vorliegenden Promotionsarbeit zum ersten Mal der Einfluss
der in der theoretischen Diskussion um Sterbehilfe verwendeten Argumente auf die
moralische Bewertung von Sterbehilfe in unterschiedlichen Studierenden-Gruppen
untersucht und belegt
Improving Image Search by Augmenting Image Queries
Matching image or video content to other content is an important requirement for content hosting platforms. A common mechanism is to construct an index of known content, e.g., that include multi-dimensional embeddings generated from the content, and match new content against the index. The precision and recall of such techniques require a high quality fingerprint, and tradeoffs between recall performance and the cost of filtering out false positives. This disclosure describes improvements to content matching techniques that generate multiple transformations of the input content, look up each transformation in the index, and limit detection of false positives or other downstream analysis to content that has at least a threshold number of matches. Performance improvements in the recall vs. cost tradeoff are obtained due to the shape of the volume in the embedding space is no longer spherical, and instead, including many smaller spheres around the different transformed versions
Finding Match Avoidance Attempts At Scale With Video Expansion
An important objective of user-generated content platforms such as audio/video hosting or streaming platforms is to ensure that content that is available via their platforms is authorized for use, e.g., is provided by the true owner or with due permission of the true owner. To ensure that unauthorized content is not made available, such platforms match uploaded videos against a repository of reference (original) videos. To avoid video content being matched, content uploaders utilize constantly evolving new content transformation strategies when uploading unauthorized content. This disclosure describes automated techniques that help speed up and scale the collection of training examples of recent techniques of content transformations designed to bypass match detection procedures. These include synthetic generation (automatically generating content examples similar to match avoiding content) and scaled up mining and filtering (which includes performing searches for other content that is similar to match avoiding content on some dimension and filtering such content using high performance matching algorithms) to detect other examples of similar match avoiding content. The corpus of data generated by the described techniques can be used to train and validate a new version of matching procedures that is robust to the recent match avoidance attempts
Tax competition and inequality
The baseline model of international tax competition predicts that domestic income inequality will increase: in the worst case progressive taxation on capital is no longer possible and spending levels deteriorate. Given that the median voter is receiving her income mostly from labor, many observers are puzzled that corporate tax competition persists among developed democracies. Even during the economic crisis, hard-hit countries such as Ireland insisted to keep their low corporate tax rate despite pressure from other European countries and with a broad backing of the whole political spectrum. Why do left-wing parties not intervene and call for international tax harmonization if tax competition is detrimental for the poor? It is the aim of this paper to explain the driving forces of tax competition and their consequences on inequality. Specifically, we shed light on why the poor and their representatives in smaller economies have not done much against tax competition. To do so we first build a theoretical model based on asymmetric tax competition in two countries, which we then test empirically. In our model the median voter in both countries is poor; thus the left determines the domestic capital tax rate. Nevertheless, in equilibrium tax competition persists. We show that the rich and the poor of the small country can achieve a higher net income when engaging in international tax competition. This explains why tax competition is politically robust even in a model where the rich have no power over the tax rate. We test the empirical implications of our model against a sample of eight OECD countries and their tax policies over a long time frame from 1960 until today. In conclusion, we discuss the crucial implication from accepting a lower capital tax rate, namely increased domestic and international income inequality
Coherent combining of high brightness tapered lasers in Master Oscillator Power Amplifier configuration
International audienceImproved diode laser beam combining techniques are in strong demand for applications in material processing. Coherent beam combining (CBC) is the only combining approach that has the potential to maintain or even improve all laser properties, and thus has high potential for future systems. As part of our ongoing studies into CBC of diode lasers, we present recent progress in the coherent superposition of high-power single-pass tapered laser amplifiers. The amplifiers are seeded by a DFB laser at λ = 976 nm, where the seed is injected into a laterally single-mode ridge-waveguide input section. The phase pistons on each beam are actively controlled by varying the current in the ridge section of each amplifier, using a sequential hill-climbing algorithm, resulting in a combined beam with power fluctuations of below 1%. The currents into the tapered sections of the amplifiers are separately controlled, and remain constant. In contrast to our previous studies, we favour a limited number of individual high-power amplifiers, in order to preserve a high extracted power per emitter in a simple, low-loss coupling arrangement. Specifically, a multi-arm interferometer architecture with only three devices is used, constructed using 6 mm-long tapered amplifiers, mounted junction up on C-mounts, to allow separate contact to single mode and amplifier sections. A maximum coherently combined power of 12.9 W is demonstrated in a nearly diffraction-limited beam, corresponding to a 65% combining efficiency, with power mainly limited by the intrinsic beam quality of the amplifiers. The e-Bike Motor Assembly: Towards Advanced Robotic Manipulation for Flexible Manufacturing
Robotic manipulation is currently undergoing a profound paradigm shift due to
the increasing needs for flexible manufacturing systems, and at the same time,
because of the advances in enabling technologies such as sensing, learning,
optimization, and hardware. This demands for robots that can observe and reason
about their workspace, and that are skillfull enough to complete various
assembly processes in weakly-structured settings. Moreover, it remains a great
challenge to enable operators for teaching robots on-site, while managing the
inherent complexity of perception, control, motion planning and reaction to
unexpected situations. Motivated by real-world industrial applications, this
paper demonstrates the potential of such a paradigm shift in robotics on the
industrial case of an e-Bike motor assembly. The paper presents a concept for
teaching and programming adaptive robots on-site and demonstrates their
potential for the named applications. The framework includes: (i) a method to
teach perception systems onsite in a self-supervised manner, (ii) a general
representation of object-centric motion skills and force-sensitive assembly
skills, both learned from demonstration, (iii) a sequencing approach that
exploits a human-designed plan to perform complex tasks, and (iv) a system
solution for adapting and optimizing skills online. The aforementioned
components are interfaced through a four-layer software architecture that makes
our framework a tangible industrial technology. To demonstrate the generality
of the proposed framework, we provide, in addition to the motivating e-Bike
motor assembly, a further case study on dense box packing for logistics
automation
