    Gender Role Allocation in Selected Coffee Postharvest Activities

    This study analyzed the gender role allocation of wholesale-traders and coffee producers in their post harvest activities in Rejanglebong and Lebong District. It examined the major participants in the coffee postharvest subsystem, identified roles and characteristics, and their problems and needs in performing these roles. These were analyzed using descriptive statistics like frequency, percentage, mean, ranking and standard deviation. Twenty-five wholesale-traders and forty-three coffee producers served as respondents of this study. Coffee business is the major income source of the respondents. Decisions in carrying out postharvest activities were done solely by the males or jointly by males and females since males played the manager's role. Problems encountered in performing coffee postharvest activities were: technical know-how in coffee processing; low and fluctuating prices; lack of storage facilities; occurrence of bad weather condition and too high coffee trees and difficulty in hiring laborers during peak season

To sell their products on the market will require additional costs for transportation thereby reducing potential income.     Penelitian didasarkan pada paradigm pembangunan yang telah mengalami pergeseran, yaitu pembangunan yang berorientasi pada produksi (production centered development) pada decade 60-an ke paradigma pembangunan yang lebih menekankan pada distribusi hasil-hasil pembangunan (distribution growth development) selama decade 70-an. Selanjutnya pada decade 80-an, muncul paradigma pembangunan yang berorientasi pada pemenuhan kebutuhan dasar masyarakat (basic need development), dan akhirnya menuju paradigma pembangunan yang terpusat pada manusia (human centered development) yang muncul pada tahun 1990-an. Dengan terpusatnya pembangunan pada pembangunan manusia, diharapkan pembangunan yang dilaksanakan benar-benar tepat sasaran yaitu pembangunan manusia seutuhnya. Tujuan penelitian adalah untuk menganalisis pendapatan per-kapita, belanja pemerintah bidang pendidikan dan rasio ketergantungan terhadap indeks pendidikan di kabupaten Musi Rawas 1997 sampai tahun 2011. Jenis penelitian yang digunakan adalah melalui pendekatan exploratory. Pendekatan Exploratory bertujuan memberikan gagasan, wawasan dan pemahaman atas situasi permasalahan yang dihadapi. Jenis data yang digunakan adalah data sekunder. Untuk menganalisa data digunakan uji t parsial dan uji F keseluruhan dan uji t. Berdasarkan hasil analisis data, penelitian ini menyimpulkan bahwa (1) p engaruh pendapatan per-kapita penduduk Kabupaten Musi Rawas terhadap indeks pendidikan adalah tidak signifikan; (2) pengaruh pengelurahan Pemerintah Kabupaten Musi Rawas dalam bidang pendidikan terhadap indeks pendidikan adalah tidak signifikan dan (3) pengaruh rasio ketergantungan di Kabupaten Musi Rawas terhadap indeks pendidikan adalah negatif dan signifikan . Sehubungan dengan hasil penelitian maka pembangunan seharusnya dianalisis serta dipahami dari sudut manusianya, bukan hanya dari pertumbuhan ekonominya; pembangunan harus mengutamakan penduduk sebagai pusat perhatian; pembangunan dimaksudkan untuk memperbesar pilihan-pilihan bagi penduduk, tidak hanya untuk meningkatkan pendapatan mereka; oleh karena itu, konsep pembangunan manusia harus terpusat pada penduduk secara keseluruhan, dan bukan hanya pada aspek ekonomi saja; pembangunan manusia memperhatikan bukan hanya pada upaya meningkatkan kemampuan (kapabilitas) manusia tetapi juga pada upaya-upaya memanfaatkan kemampuan manusis tersebut secara optimal; pembangunan manusia didukung empat pilar pokok, yaitu: produktifitas, pemerataan, kesinambungan, dan pemberdayaan; dan pembangunan manusia menjadi dasar dalam penentuan tujuan pembangunan dan dalam menganalisis pilihan-pilihan untuk mencapainya

    This study aims to analyze the level of work ability, job satisfaction, work discipline,and performance of employees in the District of North Lubuklinggau ll. The data collected in this study is primary data. Data were collected through questionnaires and interviews.In this study, all employees in the District of North Lubuklinggau II designated as respondentt amounting to as many as 31" people. Because the entire population is used as a unit of the respondents, this study uses census method. Census method is used because the populqtion is stitl affordable for all used as samples, Interviews were conducted for reinforce the data of the findings by comparing them to real phenomena. Data were anilyzed by describing the data obtained on the level of work ability, iob satisfaction, work discipline, and performance of employees in the District of North Lubuklinggau ll. The result of descriptive analysis is further strengthened by the results of .interviews canducted with leaders and employees in the District of North Lubuklinggau ll. Descriptive anolysis of the results shawed that the level of work ability, job satisfaction, work discipline, and performance of employees in the District of North Lubuklinggau Il is still low. Various strategies and policies need to be done by the organization in order to increase capability of worl<, job satisfaction, work discipline, and employee's performance in the District of North Lubuklinggau ll. Strategies that can be use to improve the ability of employees,among others, with both formal and informal troining, mentoring, and by monitoring and evaluating the result of work of employees. Jab satisfaction can be increased by improving the faciliiies on a regular basis to facilitate the employee in completing the work, and promote unity and harmony in the workplace. Labor discipline can be enhanced through the application of technology using fi.ngerprint employee attendance, as well as draw up a code of conduct and sanctions for employee misconduct. The third variable mentioned is expected to improve employee performance Lubuklinggau Northern District IL Firthermore, the performance of employees cqn also be improved through the implementation of a system of reward and punishment for officials, election officials' achievement, and a variety of other strategies

    KETIMPANGAN PEMBANGUNAN ANTAR KABUPATEN/KOTA DI PROVINSI BENGKULU; SEBUAH EVALUASI

    The objective of this study is to know the imbalance of the Development inter Kabupaten/Kota and the supreme sector in the every kabupaten/kota in Bengkulu Province. The study used secondary data from the National Socio-Economic Survey (SUSENAS) and the Central Bureau Statistics (BPS). Imbalance of Development inter kabupaten/kota was analyzed using the EnthrophiTheil Index. TipologiKlasen was employed to describe the system and the structure the regional of economics growth. The Dynamic Location Quotient (DLQ) was employed to show that the regional of supreme sector. The result of the study show that the regionals were moderately high is Kabupaten Bengkulu Selatan, KabupatenRejangLebong, Kabupaten Bengkulu Utara, KabupatenSeluma, KabupatenLebong, KabupatenKepahiang and Kota Bengkulu. The regional evenly ditributed were KabupatenKaur and KabupatenMukomuko. The regional typology for every kabupaten/kota from 2004-2007 almost all were displacement. Kabupaten Bengkulu Selatan, KabupatenRejangLebong, KabupatenSeluma, KabupatenKepahiang and Kota Bengkulu were displacement to more better regional. Kabupaten Bengkulu Utara was less better displacement, from regional fast develop to regional relatvely poor. KabupatenKaur, KabupatenMukomuko and KabupatenLebong is regional not changes and stagnant in first condition as regional relatvely poor. The Dynamic Location Quotient (DLQ) showed that Bengkulu city have different supreme sector compare with 8 other kabupaten. Bengkulu city with supreme sector trade and service more dominant and the other kabupaten have supreme sector agricultural more dominant with different sub-sector every regionals
