    Foreign national prisoners in the UK: explanations and implications

    This article examines the rapid expansion of the foreign national prison population in the UK against a backdrop of public and political anxiety about immigration and crime. It explores official data considering some of the possible explanations for the growth in the number of foreign national prisoners and the implications this has for penal management. Whilst increases in both the number of foreign nationals entering the UK and the number of foreign nationals in UK prisons has strengthened the association between immigration and crime in the public imagination, there is little empirical evidence to suggest that foreign nationals are more dangerous than British nationals. Instead, the growth of the foreign national prison population appears to stem from a number of sources that may operate alone or in tandem

    The provision of fire services in rural areas

    Fire services have been neglected in discussions of public service provision in rural areas. The way in which they are provided has a broader significance in terms of current debates about risk management. Fire service policy was transferred away from the Home Office, but the Bain Report provided the major stimulus to change. Early central government attempts to stimulate fire service provision in rural area were hampered by a lack of cooperation between local authorities. Rates of death from fire are influenced by attendance times and are particularly high in remote rural areas. The development of national standards of fire cover was focused on protecting property rather than saving lives with disproportionate funding being provided for urban areas. Social changes in rural areas have made it more difficult to secure sufficient numbers of retained fire fighters. It has proved particularly difficult to provide an adequate service in remote rural areas such as the Highlands and Islands of Scotland, despite recent policy initiatives there. Problems of providing fire cover are particularly acute on isolated islands. The development of integrated risk management plans should offer a more fine grained approach to providing fire cover. However, they may be too sophisticated for the task in rural areas and more traditional democratic mechanisms for expressing perceived community needs may have a greater relevance

    Probation migration(s): Examining occupational culture in a turbulent field

    In June 2014 approx. 54 per cent of the total probation service workforce in England and Wales were transferred to the newly created Community Rehabilitation Companies (CRCs) as part of the government’s plans to establish a market for offender management services. This marked the beginning of one of the largest and most significant migrations of criminal justice staff from the public to the private sector in England and Wales. This article presents findings from an ethnographic study of the formation of one of these CRCs through to the period immediately following the transfer into private ownership. The authors discuss the key features of this migration which are identified as ‘splitting and fracturing’, ‘adapting and forming’ and ‘exiting or accommodation’. It is contended that this development not only has significant implications for the future of probation services but also provides a unique example of the impact on an occupational culture of migration from the public to the private sector

    Sounding out d/Deafness: The experiences of d/Deaf prisoners

    Purpose: The purpose of this paper is to provide an insight into the lived realities of d/Deaf prisoners in England and Wales, and to explore previous claims that they suffer disproportionately during their time in custody. Design/Methodology/Approach: For the purposes of this study a qualitative approach was taken. As part of this, 28 semi-structured interviews were carried out at seven adult male prisons in England with a sample of male hard of hearing/d/Deaf prisoners, and staff members who had worked with them. The interviews were recorded using a Dictaphone, and then transcribed as close to verbatim as possible. From this the transcriptions were analysed using thematic analysis. In addition to interviews, observations were made at each establishment, and later recorded in a fieldwork journal. Findings: Findings from the study showed that the way a d/Deaf person experiences prison depends strongly on the way in which they identify with their d/Deafness. However, it was also shown that there is little room for either deafness or Deafness in prison, with severely deaf and culturally and linguistically Deaf prisoners commonly experiencing the pains of imprisonment more severely than their hearing peers as a result the Prison Service's inability to accommodate such difference. Originality/Value: This study fused together the fields of Deaf Studies and prison studies in a way that had not been done before, considering d/Deafness in prison on both an audiological and cultural level. Moreover, excluding small-scale unpublished undergraduate dissertations, it was the first empirical study about d/Deaf prisoners in England and Wales to carry out face-to-face interviews with these prisoners. Finally, as the most in-depth research yet to be carried out about these particular prisoners in England and Wales, a greater level of insight was provided than previously available

    Local governance in the new Police Scotland:Renegotiating power, recognition and responsiveness

    A marked, but by no means universal, trend in Europe over the last decade or so has been the centralization or amalgamation of regional police organizations into larger or single units. Scotland is a case in point, its eight regional services becoming one Police Scotland in April 2013. Although the reform process was relatively consensual, the new organization has been the subject of numerous controversies, some of which reflect an actual or perceived loss of the local in Scottish policing. Drawing on a qualitative study of the emerging local governance arrangements, we explore the negotiated character of large-scale organizational reform, demonstrating that it is best understood as a process not an event. We also argue that appeals to localism are not mere expressions of sentiment and resistance to change. They reflect the particular historical development of policing and public service delivery in Scotland at the level of municipal government, but also strong convictions that policing should be subject to democratic deliberation and should recognize and be responsive to those subject to it – what we argue here are necessary functions of police governance in general

    A model of a specialist transitional support and liaison service within the Offender Personality Disorder Pathway in Wales: Learning from a regional pilot service

    The process of transitioning from custody to the community can be a time of increased risk of reoffending and heightened anxiety brought on by uncertainty of future plans and unfamiliarity of new surroundings. This period can be particularly problematic for those experiencing complex needs or suffering with mental health difficulties. To address this concern, the Offender Personality Disorder Pathway (OPDP) in Wales established a Transitional Support Liaison service. This pilot service began with a focus on women’s criminal justice journeys and evident benefits led to service expansion to additionally address men’s transitions to the community through Approved premises. This practice note outlines the learning from these services, presenting a model of service delivery that can be adopted and expanded more widely. The paper concludes with recommendations and plans for service expansion

    Victim awareness : re-examining a probation fundamental

    ‘Ensuring offenders' awareness of the effects of crime on the victims of crime and the public’ is one of five stated aims of the National Probation Service of England and Wales and specifically undertaking victim awareness work is an expectation of the service’s work. The nature and putative value of such work appears to be rarely questioned however. It is argued that ‘victim awareness’ is a confused concept in terms of its rationale, definition, and empirical basis as a criminogenic need. These issues are evaluated and the practice implications discussed. A possible model of victim awareness work is described

    Scrutinising the appeal of volunteer Community Speedwatch to policing leaders in England and Wales: Resources, Responsivity and Responsibilisation

    This article focuses on ‘Community Speedwatch’ (CSW) - a particular volunteering approach that has apparently attracted the attention of senior police decision-makers in England and Wales over recent years. It considers the significance of decisions by many Police and Crime Commissioners (PCCs) and Chief Constables to embrace CSW as a response to calls from the public for action against speeding motorists. CSW is apparently an option that ticks many boxes in a new era characterised by the increasing democratic accountability of the police. Whilst frequently promoted using the popular language of ‘empowerment’, ‘localism’, ‘self-help’ or ‘ownership’, and seemingly well-suited to current trends towards the increasing responsibilisation of the public, CSW should not be looked at as a straightforward example of a concerned public gifting their time to a grateful police. Rather than consider the road safety merits of the scheme, this paper views CSW as something of a tool which PCCs and Chief Constables can use to negotiate the often conflicting demands placed upon them in straightened economic circumstances.
