    Preview of Forest Grove School District v. T.A.

    Should disabled children who do not get the individualized help they need at public schools be able to force their public schools to pay for them to attend private schools? The Supreme Court will grapple with that question during oral arguments on April 28 in Forest Grove School District v. T.A. In her preview of the case, E. Chaney Hall boils the case down to statutory interpretation of the Individuals with Disabilities Education Act. Hall points out that though 1997 amendments to the act narrowed students\u27 ability to force public schools to pay private-school tuition, those amendments did not completely foreclose tuition payments in cases where a school provided no special education whatsoever. Hall argues that, as a matter of equity, the Court should interpret the Individuals with Disabilities Education Act to permit tuition reimbursement for disabled children who do not receive any special education from their public schools

    Swedish architectural modernism is intimately tied to thedevelopment of the welfare state, where the roles and work ofarchitects largely followed governmental building policies. Thepolitical and economical crisis of the late 1960s and 1970swas particularly devastating for Swedish architecture as theshortcomings of the welfare state were partly blamed on thearchitecture profession. This paper is a study of the NationalBoard of Public Building (KBS)—a Governmental agencyin charge of providing office space for State institutions—and its ambition to rationalise its organisation and buildingconstruction. KBS’ developments during the late 1960sand early 1970s redefined the role of the architect throughquestioning the organisation of the building industry, theprocess of design, and the role of the State in building. In1967, a larger reorganisation of KBS was prompted by theGovernment’s implementation of a new budgeting systemcalled program budgeting, which besides being a financialsteering mechanism also served as a planning system inwhich the strict cost-effectiveness of the agencies programswere measured. KBS’s response to the enforced changesresulted in the launching of an official architectural theory in1968, the so-called “KBS structure philosophy,” that at largewas a pragmatic structuralist approach to building. It wasdeveloped through rigorous investigations during the 1960s andsubsequently realized, in assimilation with program budgeting,with great force and conviction. The analysis suggests thatKBS, and its consultant architects, responded to the State’sdemand to rationalize the process of building which in turn ledto significant changes of the role of the architect, and furtherrestrained architecture’s dependency on rational means-endsdecision-making, favouring economic perspectives of building.QC 20140617</p

    NTF: Soldering Technology Development for Cryogenics

    The advent of the National Transonic Facility (NTF) brought about a new application for an old joining method, soldering. Soldering for use at cryogenic temperatures requires that solders remain ductile and free from tin-pest (grey tin), have toughness to withstand aerodynamic loads associated with flight research, and maintain their surface finishes. Solders are used to attach 347 Stainless-Steel tubing in surface grooves of models. The solder must fill up the gap and metallurgically bound to the tubing and model. Cryogenic temperatures require that only specific materials for models can be used, including: Vasco Max 200 CVM, lescalloy A-286 Vac Arc, pH 13-8 Mo. Solders identified for testing at this time are: 50% Sn - 49.5% Pb - 0.5% Sb, 95% Sn - 5% Sb, 50% In 50% Pb, and 37.5% Sn - 37.5% Pb - 25% In. With these materials and solders, it is necessary to determine their solderability. After solderability is determined, tube/groove specimens are fabricated and stressed under cryogenic temperatures. Compatible solders are then used for acutual models
