    Analysis of the 2008-2010 American Community Survey indicates that 535,000 uninsured veterans and 174,000 uninsured spouses of veterans -- or 4 in 10 uninsured veterans and 1 in 4 uninsured spouses -- have incomes below 138 percent of poverty and could qualify for Medicaid or new subsidies for coverage under the Affordable Care Act. Most have incomes below 100 percent of poverty and will only have new coverage options if their state expands Medicaid. Since uninsurance is related to greater problems accessing care, increased Medicaid enrollment could improve the likelihood that their health care needs are being met

    An Analysis Framework for Mobility Metrics in Mobile Ad Hoc Networks

    Mobile ad hoc networks (MANETs) have inherently dynamic topologies. Under these difficult circumstances, it is essential to have some dependable way of determining the reliability of communication paths. Mobility metrics are well suited to this purpose. Several mobility metrics have been proposed in the literature, including link persistence, link duration, link availability, link residual time, and their path equivalents. However, no method has been provided for their exact calculation. Instead, only statistical approximations have been given. In this paper, exact expressions are derived for each of the aforementioned metrics, applicable to both links and paths. We further show relationships between the different metrics, where they exist. Such exact expressions constitute precise mathematical relationships between network connectivity and node mobility. These expressions can, therefore, be employed in a number of ways to improve performance of MANETs such as in the development of efficient algorithms for routing, in route caching, proactive routing, and clustering schemes

    Professional appraisal of online information about children’s footwear measurement and fit : readability, usability and quality

    Parents increasingly use the internet to seek health information, share information and for purchasing textiles and footwear. This shift in footwear purchasing habits raises concern about how (and if) parents are getting their children's feet measured, and what support strategies are in place to support the fit of footwear. In response to this, some companies and healthcare organisations have developed resources to support home measurement of foot size, and link these measures to footwear selection, measurement and fitting. The aim of this research was to undertake an appraisal of web-based resources about measurement and fit of children's footwear, focussing specifically on readability, usability and quality. Search terms relating to children's foot measurement were compiled and online searching was undertaken. Search results were saved and screened for relevance. Existing resources were categorised based on their source e.g. a footwear company or a health website. The 15 most commonly identified resources were reviewed by a professional panel for readability, content, usability and validity. One researcher also assessed the accessibility and reading ease of the resources. Online resources were predominantly from commercial footwear companies (54%). Health information sources from professional bodies made up 4.2% of the resources identified. The top 15 resources had appropriate reading ease scores for parents (SMOG Index 4.3-8.2). Accessibility scores (the product of the number of times it appeared in search results and its ranking in the results) were highest for commercial footwear companies. The panel scores for readability ranged from 2.7 to 9 out of 10, with a similar range for content, usability and validity. Information for parents seeking to purchase footwear for their children is readily available online but this was largely dominated by commercial footwear companies. The quality and usability of this information is of a moderate standard; notable improvements could be made to the validity of the task the child is asked to undertake and the measures being taken. Improvements in these resources would improve the data input to the selection of footwear and therefore have a beneficial impact on footwear fit in children.     A common result in the trade literature is that a small country will realize gains from a bilateral free trade agreement with a large country. McLaren (1997) casts aspersions on this traditional belief by demonstrating that irreversible investment in the small country, with the possibility of re-negotiation by the large country, can actually make the small country prefer autarky to free trade. In this note, we identify a middle ground where the small country can realize above-autarky utility by only partially specializing (relative to the free-trade level of specialization) in export production this improvement occurs even in the presence of irreversible investment and deferred negotiations.irreversible investment

    On multipath spatial diversity in wireless multiuser communications

    The study of the spatial aspects of multipath in wireless communications environments is an increasingly important addition to the study of the temporal aspects in the search for ways to increase the utilization of the available wireless channel capacity. Traditionally, multipath has been viewed as an encumbrance in wireless communications, two of the major impairments being signal fading and intersymbol interference. However, recently the potential advantages of the diversity offered by multipath rich environments in multiuser communications have been recognised. Space time coding, for example, is a recent technique which relies on a rich scattering environment to create many practically uncorrelated signal transmission channels. Most often, statistical models have been used to describe the multipath environments in such applications. This approach has met with reasonable success but is limited when the statistical nature of a field is not easily determined or is not readily described by a known distribution. ¶ ..
