    BUREAUCRATS AS PURCHASERS OF HEALTH SERVICES: LIMITATIONS OF THE PUBLIC SECTOR FOR CONTRACTING

    Contracting out of health services increasingly involves a new role for governments as purchasers of services. To date, emphasis has been on contractual outcomes and the contracting process, which may benefit from improvements in developing countries, has been understudied. This article uses evidence from wide scale NGO contracting in Pakistan and examines the performance of government purchasers in managing the contracting process; draws comparisons with NGO managed contracting; and identifies purchaser skills needed for contracting NGOs. We found that the contracting process is complex and government purchasers struggled to manage the contracting process despite the provision of well-designed contracts and guidelines. Weaknesses were seen in three areas: (i) poor capacity for managing tendering; (ii) weak public sector governance resulting in slow processes, low interest and rent seeking pressures; and (iii) mistrust between government and the NGO sector. In comparison parallel contracting ventures managed by large NGOs generally resulted in faster implementation, closer contractual relationships, drew wider participation of NGOs and often provided technical support. Our findings do not dilute the importance of government in contracting but front the case for an independent purchasing agency, for example an experienced NGO, to manage public sector contracts for community based services with the government role instead being one f larger oversight. © 2011 John Wiley & Sons, Ltd.

    Equivalent source modeling of the main field using MAGSAT data

    An iterative least squares estimation algorithm with the capability for including a priori statistical information was implemented to recover multiple magnetic dipole models of the Earth's main magnetic field. The dipoles are fixed to a specified radius at or below the core-mantle boundary and centered on equal area blocks. The algorithm can solve for dipole magnitudes only (fixed orientations), or allow full freedom of orientation and solve for vector components. External field parameters and observatory anomaly biases can also be estimated simultaneously. Time dependence is modeled using first time derivatives for dipole vector components. Single-epoch and time dependent dipole models are derived using MAGSAT and observatory annul means data. Equivalent spherical harmonic representation are computed in closed form from the dipole models and compared with truncated spherical harmonic models estimated in the standard way from the same data sets. In particular, a 21 deg spatial resolution model based on 93 dipoles was computed based on observatory annual means data and a selected MAGSAT data set and was compared with candidate IGRF 1975 models and their 1980 secular variation

    Satellite and surface geophysical expression of anomalous crustal structure in Kentucky and Tennessee

    An equivalent layer magnetization model is discussed. Inversion of long wavelength satellite magnetic anomaly data indicates a very magnetic source region centered in south central Kentucky. Refraction profiles suggest that the source of the gravity anomaly is a large mass of rock occupying much of the crustal thickness. The outline of the source delineated by gravity contours is also discernible in aeromagnetic anomaly patterns. The mafic plutonic complex, and several lines of evidence are consistent with a rift association. The body is, however, clearly related to the inferred position of the Grenville Front. It is bounded on the north by the fault zones of the 38th Parallel Lineament. It is suggested that such magnetization levels are achieved with magnetic mineralogies produced by normal oxidation and metamorphic processes and enhanced by viscous build-up, especially in mafic rocks of alkaline character

    The Moho as a magnetic boundary

    Magnetic data are presented for mantle derived rocks: peridtites from St. Pauls rocks, dunite xenoliths from the kaupulehu flow in Hawaii, as well as peridolite, dunite and eclogite xenoliths from Roberts Victor, Dutoitspan, Kilbourne Hole, and San Carlos diatremes. The rocks are paramagnetic or very weakly ferromagnetic at room temperature. Saturation magnetization values range from 0.013 emu/gm to less than 0.001 emu/gm. A review of pertinent literature dealing with analysis of the minerals in mantle xenoliths provides evidence that metals and primary Fe3O4 are absent, and that complex CR, Mg, Al, and Fe spinels dominate the oxide mineralogy. All of the available evidence supports the magnetic results, indicating that the seismic MOHO is a magnetic boundary

    An obstacle to a decomposition theorem for near-regular matroids

    Seymour's Decomposition Theorem for regular matroids states that any matroid representable over both GF(2) and GF(3) can be obtained from matroids that are graphic, cographic, or isomorphic to R10 by 1-, 2-, and 3-sums. It is hoped that similar characterizations hold for other classes of matroids, notably for the class of near-regular matroids. Suppose that all near-regular matroids can be obtained from matroids that belong to a few basic classes through k-sums. Also suppose that these basic classes are such that, whenever a class contains all graphic matroids, it does not contain all cographic matroids.     Remanent magnetization and 3-dimensional density model of the Kentucky anomaly region

    A three-dimensional model of the Kentucky body was developed to fit surface gravity and long wavelength aeromagnetic data. Magnetization and density parameters for the model are much like those of Mayhew et al (1982). The magnetic anomaly due to the model at satellite altitude is shown to be much too small by itself to account for the anomaly measured by Magsat. It is demonstrated that the source region for the satellite anomaly is considerably more extensive than the Kentucky body sensu stricto. The extended source region is modeled first using prismatic model sources and then using dipole array sources. Magnetization directions for the source region found by inversion of various combinations of scalar and vector data are found to be close to the main field direction, implying the lack of a strong remanent component. It is shown by simulation that in a case (such as this) where the geometry of the source is known, if a strong remanent component is present its direction is readily detectable, but by scalar data as readily as vector data

    Fan-extensions in fragile matroids

    If S is a set of matroids, then the matroid M is S-fragile if, for every element e in E(M), either M\e or M/e has no minor isomorphic to a member of S. Excluded-minor characterizations often depend, implicitly or explicitly, on understanding classes of fragile matroids. In certain cases, when F is a minor-closed class of S-fragile matroids, and N is in F, the only members of F that contain N as a minor are obtained from N by increasing the length of fans. We prove that if this is the case, then we can certify it with a finite case-analysis.     High resolution studies of low-energy electron attachment to SF5Cl: Product anions and absolute cross sections

    Low energy electron attachment to SF5_5Cl was studied at high energy resolution by mass spectrometric detection of the product anions. Two variants of the laser photoelectron attachment (LPA) technique (Kaiserslautern) were used for determining the threshold behaviour of the yield for SF5−_5^- formation at about 1 meV resolution, and to investigate the relative cross sections for Cl−^-, FCl−^-, and SF5−_5^- formation towards higher energies (up to 1 eV) at about 20 meV resolution. Thermal swarm measurements (Birmingham) were used to place the relative LPA cross sections on an absolute scale. A trochoidal electron monochromator (Innsbruck) was used for survey measurements of the relative cross sections for the different product anions over the energy range of 0-14 eV with a resolution of 0.30 eV. Combined with earlier beam data (taken at Berlin, J. Chem. Phys. 88 (1988) 149), the present experimental results provide a detailed set of partial cross sections for anion formation in low-energy electron collisions with SF5_5Cl
