    Society and State Responsibilities for Security in the Digital Network Space: The Opinions of Citizens and Experts

    This article is devoted to the study of the role of state bodies and civil structures in ensuring the security of the digital network space. The purpose of this work was to determine the subjective opinions of citizens about the boundaries of society and state responsibility for security in the digital network space. This sociological study included a combined online and offline survey, as well as a survey of experts. A sample of 1,000 respondents aged 16 years and older was recruited, which was representative on gender and age grounds. The sample for the expert survey consisted of 90 specialists across areas of activity. Based on the results, the authors concluded that in order to legitimize power, it is necessary to re-distinguish states and societies from the responsibility of ensuring personal and public security. Respondents considered the state and society to be equally responsible for the moral components of personal security, and that the state is responsible for protecting the personal data of citizens and ensuring public security. Experts were inclined to believe that both personal and public security in the digital network environment should be provided by authorities.     Interaction Between Public Authorities and Stakeholders in Social Media (Comparative Analysis of the Regional Practician)

    The wide functionality of social media allows the authorities of the territorial subject to choose a variety of models for using this information resource for organizing interaction in the space of public communications. The purpose of the present research is to explore the practice of public authorities organizing interaction with stakeholders in social media. The study took into consideration official accounts of regional state and municipal structures, as well as regional accounts of federal executive authorities in social networks ”Vkontakte”, ”Odnoklassniki”, Facebook, Instagram and Twitter. The analysis has shown that in the median region, the number of government accounts is almost twice as high as the social network “Vkontakte”, while the structure of official accounts of Moscow authorities is more differentiated by social networks. Despite a 10-fold increase in the number of Muscovites over residents of the Kursk region, the share of subscribers to official government accounts in them among the General population is comparable. The intensity of the use of feedback forms for official accounts of the authorities of the Kursk region exceeds similar indicators of Moscow city. But at the same time, the publication activity of official accounts the Kursk region authorities is lower than in Moscow.     Undulative induction formers of picosecond electron bunches

    The basic physical mechanism and the design idea of a new type of Undulative Induction Formers (UNIFs or EH-formers) of especially short intensive electron bunches are proposed and studied. The characteristic feature of the proposed EH-former is the employing of nonstationary crossed linearly polarized electrical and magnetic undulative fields (EH-fields). Namely, the EH-former turns out to be "opened" for an electron beam only during a very short (picosecond) time interval. A possibility to form rather intensive picosecond electron bunches is shown. Including, the picosecond bunches with a number of electrons in each bunch ~ 10⁸÷10¹⁰

    Undulative induction electron accelerator for the waste and natural water purification systems

    The project analysis of Undulative Induction Accelerator (EH-accelerator) for the waste and natural water purification systems is accomplished. It is shown that the use of the four-channel design of induction block and the standard set of auxiliary equipment (developed earlier for the Linear Induction Accelerators - LINACs) allow to construct commercially promising purification systems. A quality analysis of the accelerator is done and the optimal parameters are chosen taking into account the specific sphere of its usage

    EH-undulative system for “effective cooling” of electron beams

    The system for forming charged particles beams with small energy spread is proposed and studied. It is constructed on the basis of the Undulative Induction Accelerator (EH-accelerator). The obtained results of numerical modeling show that the proposed system allows to reduce the beam energy spread more than ~40 times. The mechanism of energy “equalization” of electrons during the accelerating beam is investigated. This mechanism is called the "effective cooling"

    A possibility of realization of a new, of principle, physical phenomenon is shown. This is the phenomenon of energy equalization of charged particle beams in the time their acceleration in the crossed undulative electric and magnetic fields (EH-fields). The phenomenon predicted is referred to as the quasi-cooling effect. Main properties and features of the effect are studied. In particular, it is shown that it would be experimentally observed for the existing today level of acceleration technologies.Описано новий фізичний ефект - ефект вирівнювання енергій заряджених частинок пучка під час їх прискорення в схрещених електричному та магнітному ондуляторних полях (EH-полях). Даний ефект трактується як ефект ефективного охолодження. Вивчено загальні властивості та основні характеристики даного ефекту. Зокрема показано, що дане явище може бути експериментально реалізовано на існуючому рівні прискорювальних технологій.Описан новый физический эффект - эффект выравнивания энергий заряженных частиц пучка при их ускорении в скрещенных электрическом и магнитном ондуляторных полях (EH-полях). Данный эффект трактуется, как эффект эффективного охлаждения. Изучены основные особенности и характеристики данного эффекта. В том числе показано, что данный эффект может быть экспериментально реализован на существующем уровне ускорительных технологий

It is an individual technique of consensual work of anatomically remote muscular groups. This approach provides the influence on mechanisms of pathological activity of central nervous system by means of including deep regulating processes representing ontogenetic programs of motor activity. This technique has the advantage of immediate formation of correct motor stereotype and highly individual approach that promotes increase of therapy effectivenes

     The results of analysis of the electron undulative induction accelerator  are presented in the paper. It is shown, in particular, that a wide spectrum of technological systems (destined for natural and wastewater purification, medicine equipment and preparations, etc.) can be constructed on the basis of undulative induction accelerator. Characteristic features of these systems are commercial attractiveness, high level of efficiency and relative compactness. One variant of design of the undulative induction accelerator  is described and discussed.  Представлены результаты проектирования ондуляторного индукционного электронного ускорителя. Показана возможность создания высокоэффективных, компактных систем коммерческого назначения, в т.ч. для обеззараживания сточных и природных вод на базе ускорителей данного класса. Проведен проектный анализ основных блоков предлагаемого ускорителя и приведены общие параметры этих блоков. Подано результати проектування ондуляторного індукційного електронного прискорювача. Показано можливість створення високоефективних, компактних  систем комерційного призначення, у т.ч. для знезараження стічних і природних вод на базі даного класу прискорювачів. Проведено проектний аналіз основних блоків запропонованого прискорювача та наведено загальні параметри цих блоків

    Differentiated method of physiotherapy for patients with congenital hip dislocation in postoperative rehabilitation period

    The aim of the research was to develop a new rehabilitation method for patients with congenital dislocation of hip in the late postoperative period. It is based on anatomical, physiological, pathogenetic, functional and ontogenetic foundations and prevents coxarthrosis development and progress. Materials. The data from examination and treatment of 71 patients are presented. The main group consisted of 48 children and the comparison group consisted of 23 children. Methods. Data processing was made by «Statistica 6,0» programme. Normalcy of distribution was estimated by the Shapiro-Wilktest. Hypothesis proof of two means equality was provided by the Wilcoxon signed-ranktest. Correlation analysis was made by definition of the Pearson correlation coefficient and the Spearman»s rank correlation coefficient. Rate difference was considered as a reliable rate if p<0,05. Results. According to the results, a proper short-term gait stereotype formation has been attained as opposed to the routine rehabilitation methods. Conclusion. Due to advantages of the new method, therapy efficiency is extended and reoperation risks are decrease
