There is focused management emphasis on the incorporation of firmly established safety design requirements and evolving new Safety analysis techniques, including the quantitative safety risk assessment methods. We as an Agency must do our very best to preclude another accident. Further discussed is the framework for the Space Station Freedom Safety Program. This framework provides for integration of the partial safety analysis performed by the numerous NASA Centers and the International Partners into a Programmatic Safety Assessment for each of the launch increments as well as the complete Space Station Freedom on orbit

    Reflections on the PING! table tennis initiative: lessons and new directions for sports development?

    Purpose - This research project aims to establish the impact and effectiveness of the national PING! project implemented by a national governing body of sport (NGB) and key public sector partners in England. It establishes lessons learnt and areas to improve future programme development in this area of public sports management. In addition it is also evidencing a new approach to engaging with physical activity and sports development in local communities. Design/methodology/approach - The research study is based on a user survey with 375 respondents and two qualitative ethnographic case studies in two of the eight cities that were involved in the programme. These case studies encompassed 30 individual or group interviews, informal observations and site visits across the two cities. Findings - The research project has identified some of the key factors that lie behind the positive outcomes of the scheme including a strong sense of participant community, diverse participant profiles, a hidden workplace impact and building an entry point for non-engaged sports participants to sport and physical activity. In addition, lessons have been learnt in terms of future programme management, design and development in this field of informal and recreational sports project. These include strengthening opportunities for sustainable continued participation, sharing information with other NGBs that are beginning to work in this style of delivery and building alternative pathways to the traditional club as an outlet’ for novice participants. Research limitations/implications - the study is based in England and is limited to a one year research project. The qualitative case studies were also only conducted in two of the main partner cities. Practical implications - Considerations in terms of lessons learnt from an innovative research approach. In addition practical programme design lessons for initiatives established to develop sports participation. Originality/value - very few empirical studies have examined this growing trend towards informal table tennis programmes and facilities. Likewise it also offers a novel evaluation approach for NGBs to gain richer more insightful depth of research lessons. It is also part of the growing literature that is questioning the foundations of ‘traditional sports development’ practice and its associated sphere of public sector activity

    Rate dependent shear bands in a shear transformation zone model of amorphous solids

    We use Shear Transformation Zone (STZ) theory to develop a deformation map for amorphous solids as a function of the imposed shear rate and initial material preparation. The STZ formulation incorporates recent simulation results [Haxton and Liu, PRL 99 195701 (2007)] showing that the steady state effective temperature is rate dependent. The resulting model predicts a wide range of deformation behavior as a function of the initial conditions, including homogeneous deformation, broad shear bands, extremely thin shear bands, and the onset of material failure. In particular, the STZ model predicts homogeneous deformation for shorter quench times and lower strain rates, and inhomogeneous deformation for longer quench times and higher strain rates. The location of the transition between homogeneous and inhomogeneous flow on the deformation map is determined in part by the steady state effective temperature, which is likely material dependent. This model also suggests that material failure occurs due to a runaway feedback between shear heating and the local disorder, and provides an explanation for the thickness of shear bands near the onset of material failure. We find that this model, which resolves dynamics within a sheared material interface, predicts that the stress weakens with strain much more rapidly than a similar model which uses a single state variable to specify internal dynamics on the interface.Comment: 10 pages, 13 figures, corrected typos, added section on rate strengthening vs. rate weakening material

    Positive Feedback, Memory and the Predictability of Earthquakes

    We review the "critical point" concept for large earthquakes and enlarge it in the framework of so-called "finite-time singularities". The singular behavior associated with accelerated seismic release is shown to result from a positive feedback of the seismic activity on its release rate. The most important mechanisms for such positive feedback are presented. We introduce and solve analytically a novel simple model of geometrical positive feedback in which the stress shadow cast by the last large earthquake is progressively fragmented by the increasing tectonic stress. Finally, we present a somewhat speculative figure that tends to support a mechanism based on the decay of stress shadows. This figure suggests that a large earthquake in Southern California of size similar to the 1812 great event is maturing.Comment: PostScript document of 18 pages + 2 eps figure

    Prediction of core body temperature from multiple variables

    This paper aims to improve the prediction of rectal temperature (Tre) from insulated skin temperature (Tis) and micro-climate temperature (Tmc) previously reported (Richmond et al., Insulated skin temperature as a measure of core body temperature for individuals wearing CBRN protective clothing. Physiol Meas 2013; 34:1531–43.) using additional physiological and/or environmental variables, under several clothing and climatic conditions. Twelve male (25.8±5.1 years; 73.6±11.5kg; 178±6cm) and nine female (24.2±5.1 years; 62.4±11.5kg; 169±3cm) volunteers completed six trials, each consisting of two 40-min periods of treadmill walking separated by a 20-min rest, wearing permeable or impermeable clothing, under neutral (25°C, 50%), moderate (35°C, 35%), and hot (40°C, 25%) conditions, with and without solar radiation (600W m−2). Participants were measured for heart rate (HR) (Polar, Finland), skin temperature (Ts) at 11 sites, Tis (Grant, Cambridge, UK), and breathing rate (f) (Hidalgo, Cambridge, UK). Tmc and relative humidity were measured within the clothing. Tre was monitored as the 'gold standard' measure of Tc for industrial or military applications using a 10cm flexible probe (Grant, Cambridge, UK). A stepwise multiple regression analysis was run to determine which of 30 variables (Tis, Ts at 11 sites, HR, f, Tmc, temperature, and humidity inside the clothing front and back, body mass, age, body fat, sex, clothing, Thermal comfort, sensation and perception, and sweat rate) were the strongest on which to base the model. Using a bootstrap methodology to develop the equation, the best model in terms of practicality and validity included Tis, Tmc, HR, and 'work' (0 = rest; 1 = exercise), predicting Tre with a standard error of the estimate of 0.27°C and adjusted r2 of 0.86. The sensitivity and specificity for predicting individuals who reached 39°C was 97 and 85%, respectively. Insulated skin temperature was the most important individual parameter for the prediction of Tre. This paper provides novel information about the viability of predicting Tc under a wide range of conditions, using predictors which can practically be measured in a field environment
