Roadmap for investment in the seed potato value chain in Eastern Africa
This roadmap describes the five-year strategy in five african countries (Ethiopia, Kenya, Rwanda, Tanzania and Uganda) to target business investments in key areas along the seed potato value chain to increase the availability of high-quality seed potatoes and promote improved seed management. The approaches presented in the rRoadmap are consistent with those laid out in USAIDâs comprehensive Feed the Future initiative and are supportive of development themes and programs of other multilateral donors
Formation of Boron Enolates by Nucleophilic Substitution
Enolates have proven to be one of the key building blocks available to the synthetic chemist. Here we summarize a novel strategy for their preparation, involving the addition of α-borylated nucleophiles to esters to yield boron enolates. The enolates prepared by the addition of lithiated geminal bis(boron) compounds to esters can be trapped with two equivalents of halogen and alkyl electrophiles to yield α,α-difunctionalized compounds

The âEasterlin paradoxâ holds that economic growth does not add to the quality-of-life and that this appears in the fact that average happiness in nations has not risen in the last few decades. The latest trend data show otherwise. Average happiness has increased slightly in rich nations and considerably in the few poor nations for which data are available. Since longevity has also increased, the average number of happy life years has increased at an unprecedented rate since the 1950s
Generalized Farey trees, transfer Operators and phase transitions
We consider a family of Markov maps on the unit interval, interpolating
between the tent map and the Farey map. The latter map is not uniformly
expanding. Each map being composed of two fractional linear transformations,
the family generalizes many particular properties which for the case of the
Farey map have been successfully exploited in number theory. We analyze the
dynamics through the spectral analysis of generalized transfer operators.
Application of the thermodynamic formalism to the family reveals first and
second order phase transitions and unusual properties like positivity of the

The interaction of a gap with a free boundary in a two dimensional dimer system
Let be a fixed vertical lattice line of the unit triangular lattice in
the plane, and let \Cal H be the half plane to the left of . We
consider lozenge tilings of \Cal H that have a triangular gap of side-length
two and in which is a free boundary - i.e., tiles are allowed to
protrude out half-way across . We prove that the correlation function of
this gap near the free boundary has asymptotics ,
, where is the distance from the gap to the free boundary. This
parallels the electrostatic phenomenon by which the field of an electric charge

Symmetric-Asymmetric transition in mixtures of Bose-Einstein condensates
We propose a new kind of quantum phase transition in phase separated mixtures
of Bose-Einstein condensates. In this transition, the distribution of the two
components changes from a symmetric to an asymmetric shape. We discuss the
nature of the phase transition, the role of interface tension and the phase
diagram. The symmetric to asymmetric transition is the simplest quantum phase
transition that one can imagine. Careful study of this problem should provide

Controlling collapse in Bose-Einstein condensates by temporal modulation of the scattering length
We consider, by means of the variational approximation (VA) and direct
numerical simulations of the Gross-Pitaevskii (GP) equation, the dynamics of 2D
and 3D condensates with a scattering length containing constant and
harmonically varying parts, which can be achieved with an ac magnetic field
tuned to the Feshbach resonance. For a rapid time modulation, we develop an
approach based on the direct averaging of the GP equation,without using the VA.
In the 2D case, both VA and direct simulations, as well as the averaging
method, reveal the existence of stable self-confined condensates without an
external trap, in agreement with qualitatively similar results recently
reported for spatial solitons in nonlinear optics. In the 3D case, the VA again
predicts the existence of a stable self-confined condensate without a trap. In
this case, direct simulations demonstrate that the stability is limited in
time, eventually switching into collapse, even though the constant part of the
scattering length is positive (but not too large). Thus a spatially uniform ac
magnetic field, resonantly tuned to control the scattering length, may play the
role of an effective trap confining the condensate, and sometimes causing its

The road to deterministic matrices with the restricted isometry property
The restricted isometry property (RIP) is a well-known matrix condition that
provides state-of-the-art reconstruction guarantees for compressed sensing.
While random matrices are known to satisfy this property with high probability,
deterministic constructions have found less success. In this paper, we consider
various techniques for demonstrating RIP deterministically, some popular and
some novel, and we evaluate their performance. In evaluating some techniques,
we apply random matrix theory and inadvertently find a simple alternative proof
that certain random matrices are RIP. Later, we propose a particular class of
matrices as candidates for being RIP, namely, equiangular tight frames (ETFs).
Using the known correspondence between real ETFs and strongly regular graphs,
we investigate certain combinatorial implications of a real ETF being RIP.
Specifically, we give probabilistic intuition for a new bound on the clique
number of Paley graphs of prime order, and we conjecture that the corresponding
ETFs are RIP in a manner similar to random matrices.Comment: 24 page
