    The U.S. finds itself on the verge of a bold digital opportunity. The growing use of Internet protocol (IP)-enabled communications networks in this country could give every American -- regardless of zip code, race, disability or income -- a chance to tap into a world where voice, video and information are available faster and in more and better ways than ever before. However, ensuring that prospect exists for all remains a major hurdle.The Federal Communications Commission is now in the beginning stages of what will be a years-long process to improve the nation's infrastructure to better suit America's 21st century communications needs. But what will become of the tens of millions of Americans who already face hurdles in accessing existing telephone and broadband networks? How can we ensure them easy and affordable access to future networks? Will everyone be able to tap into robust, resilient, fast and affordable IP networks or have access to affordable and competitive voice and video services that take advantage of the IP network infrastructure? Eventually, all telecommunications infrastructure likely will be IP-based. In order to ensure that everyone will have access, policymakers will need to take pragmatic steps to understand the opportunities and barriers; ensure that everyone can access benefits; and ensure that our newest technologies continue to support some of our oldest values

    Improving Student Decoding through Code-Based Interventions

    This project was designed to evaluate and improve the decoding and sight word recognition of a first grade student through the use of code-based interventions. The student who participated in this project was a first grade student in a Charter School in Milwaukee, Wisconsin. Following a pre-project assessment, the researcher engaged in multi-week interactive sessions with the student using a variety of research-based intervention strategies. The student was assessed after each session and at the conclusion of the project. With specifically tailored reading interventions, the student’s decoding ability improved. While the negative Matthew Effect was not reversed, it was diminished, and moved the student closer to grade level

    Impacts of future biological-technological progress on arable farming

    This article deals with biological-technological developments in crop production and their impacts on arable farming within the next 20 years. Possible future technological developments are evaluated with the help of a Delphi survey. The impacts of promising new technologies are estimated by means of a Linear Programming model under three different scenarios. An important outcome of the model calculations is that crop production is strongly influenced by the economic and political environment. The most promising improvements are offered by new technologies which enhance labour productivity. Competitive new technologies can cause unbalanced crop rotations with non-desirable ecological effects and substantial changes in agricultural commodity market

    The recent restructuring of the healthcare reimbursement system has led to financial pressure on all aspects of healthcare delivery. Naturally, this financial pressure will also trickle down to graduate medical education, resulting in mergers of residency programs. Historical examples of residency mergers will be presented and discussed in this chapter. Guidelines for merging residencies will be suggested for those programs undertaking this difficult process. These guidelines will address aspects of organization and leadership, educational philosophies and environment, program goals, culture, interpersonal relationships, communication, day-to-day operations, and finances. Special considerations for program mergers will also be discussed, including cultural differences, medical students, and surgical programs. The chapter concludes with a discussion on the relevancy of this information and important key concepts
