Sector primario y sostenibilidad, aspectos económicos e institucionales.
155 p.La tesis aborda la coexistencia entre sostenibilidad y gestión del sector primario, en concreto las pesquerías. En primer lugar se tratan los objetivos de sostenibilidad de la política pesquera comunitaria de la Unión Europea, desde un punto de vista histórico en cuanto a su evolución y práctico en cuanto a su gestionabilidad y aceptabilidad. El análisis se completa con la discusión de los objetivos de la política con miembros de grupos de interés para el caso de Alemania. En segundo lugar se trata la sostenibilidad de un tipo de medida de gestión pesquera por medio de un marco de equidad. Para ello se presentan dos casos de estudio comparativos de los sistemas de reparto de cuotas pesqueras en Dinamarca y Alemania. Finalmente se estudian unas medidas concretas de gestión de la sostenibilidad ecológica de varias especies de fauna silvestre que son aplicadas a una pesquería tradicional de la costa alemana del mar Báltico. Dicho estudio muestra por una parte la posible existencia de un riesgo para la sostenibilidad económica de la pesquería tradicional y por otra las implicaciones que tiene la coexistencia entre la pesca tradicional y la protección de la fauna para la gestión y la ciencia pesqueras

SOCIOEC – Socio-Economic Effects of Management Measures of the Future CFP – Overview on a new European FP 7 Project
The EU FP 7 project ‘SOCIOEC’ started in March 2012 and this paper gives an overview on the main research questions and first results.
SOCIOEC is an interdisciplinary project bringing together scientists from several fisheries sciences with industry partners and other key stakeholders to work on solutions for future fisheries management that can be implemented at a regional level. The first step will be to develop a coherent and consistent set of management objectives, which will address ecological; economic and social sustainability targets. The objectives should be consistent with the aims of the CFP, MSFD and other EU directives, but they should also be understandable by the wider stakeholder community and engage their support. This will then lead to the proposal of a number of potential management measures, based on existing or new approaches. The second step will be to analyze the incentives for compliance provided by these measures examining fisher’s responses and perceptions based on historical analysis as well as direct consultation and interviews. This project part will also examine how the governance can be changed to facilitate self- and co-management to ensure fishers buy-in to promising management measures. Finally, the project will examine the impacts of the management measures that emerge from this process, particularly in terms of their economic and social impacts. The IA analysis will be integrated by evaluating the proposed measures against the criteria of effectiveness, efficiency and coherence. Special attention will be paid to the evaluation of the proposed management measures’ performance in terms of their ability to achieve the general and specific ecological objectives

Social dimension of the CFP (STECF-20-14)

Social data in fisheries (STECF 23-17)

The Commission may consult the group on any matter relating to marine and fisheries biology, fishing gear technology, fisheries economics, fisheries governance, ecosystem effects of fisheries, aquaculture or similar disciplines. This report builds on earlier EWG results (19-03, 20-14, 22-14) and further develops the methodologies for the collection and analysis of social data in fisheries. In particular it addresses the development of National Fisheries Profiles (NFP) and advocates the development of a web based version of the NFP. In addition, it reflects on policy questions generated by DG MARE and indicates how social data could assist in answering these policy questions. Finally, the report evaluates responses of the Member States towards the European Commission’s (EC) questionnaire about the implementation of Article 17 of Regulation (EU) No 1380/2013.Peer reviewe
