Creativity and education in China: Some ideas on current debate

Throughout the first decade of the century, the Chinese government has shown its intention to encourage creativity among young people in several education reforms. However, is it possible to preserve the meritocratic model and encourage creativity? Another issue is what do Chinese people understand for creativity and what social changes are necessary to achieve it. Comunicación, medios y conflicto armado

RESUMEN: El presente trabajo que compartimos con ustedes, es uno de los diversos productos surgidos de la investigación que sobre el conflicto armado desatado en la comuna 13 de Medellín, adelantó entre 2003 y 2006 el grupo de Investigación, interdisciplinario e interinstitucional, de Conflictos y Violencias, adscrito al Instituto de Estudios Regionales, de la Universidad de Antioquia. Sustentado en declaraciones de líderes de opinión y realizando un rastreo de medios, el autor analiza la actuación de los periodistas y los medios de comunicación durante el conflicto y postconflicto de la Comuna 13 de la ciudad de Medellín

Sport and Political Communication: Roads or Shortcuts

RESUMEN: Este artículo se propone reflexionar sobre el papel que cumple el deporte en las sociedades contemporáneas, cuando se enfrenta a modelos económicos y políticos que no siempre consideran el bienestar del ser humano; pero, al mismo tiempo, irrumpe en la iniciativa de los sectores sociales subalternos, los mismos que les dan sus propios usos no solo al deporte sino a esas otras prácticas que por momentos se muestran hostiles y hasta contrarias a su plena realización. Este artículo es fruto de diversos ejercicios académicos que han tenido al deporte como objeto de reflexión, sin perder de vista su articulación con las disciplinas que no solo determinan su rumbo sino que al mismo tiempo son influidas por el primero. En ese encuentro analítico animado por el deporte, se estimó necesario invitar a escena a la comunicación política, incluidos todos los fantasmas que habitan en el contexto de la sociedad globalizada.ABSTRACT: This paper analyses the role of sports in contemporary societies, when confronted with economic and political models that not always consider the welfare of human beings. At the same time, the article shares in the initiative of subaltern social sectors, which give them their own uses not only to the sports also to but those other practices that at times are hostile and even contraries to their full realization. This paper is the result of several academic exercises on sports and their articulation with the disciplines that not only determine its future, but at the same time are influenced by the former. Eloy Alfaro Cadavid Macias: The Alter Ego of Hebert Castro

RESUMEN: "A través de la obra del libretista antioqueño Eloy Alfaro Cadavid Macías, un protagonista de la radio colombiana de los años cincuenta, penetramos no sólo en la evolución y desarrollo de este medio sino que además incursionamos en la historia de violencia de nuestro país. Porque resulta imposible abordar la problemática política colombiana, sobre todo la de ciertos períodos marcados por la confrontación armada, sin volver la mirada analítica hacia el papel jugado por dicho medio, dada la influencia que ha ejercido. Además de involucrar algunas conceptualizaciones sobre el humor, el texto descubre el paso de Cadavid Macías por la radio dramatizada y, en particular, su feliz y definitivo encuentro con el uruguayo Hebert Aaron Castro, quien marcó un hito en su género y en las distintas cadenas radiales que lo tuvieron como artista de primera línea. El grueso de los personajes representados por Hebert Castro, directa o indirectamente, surgió de la inspiración de Cadavid Macías, quien a su turno canalizó experiencias humorísticas gestadas en otros países, en especial en Argentina. El punto de llegada del presente artículo se enfoca a tratar de establecer una comparación entre el humor creado por Cadavid Macías y representado por Hebert Castro, y lo que en los últimos años, en nuestra radio, recibe igual denominación. En resumen, volver al pasado reciente de la radio colombiana, servirá en el presente escrito para discernir la pretendida producción humorística que hoy se desarrolla en nuestro país."ABSTRACT: "Through the work of Antioquian radio script-writer Eloy Alfaro, a colombian radio protagonistof the fifties, we enter not only into the evolution and development of this media but we also ventured into the history of violence in our country. It is impossible to address Colombian political issues, especially in certain periods marked by armed conflict, without analytically looking back to the role played by this media, given the influence that it has exercised. In addition to engaging some conceptualizations of humor, the text reveals the course of Cadavid Macias in dramatized radio and, specifically, his happy and final meeting with the uruguayan humoristHebert Aaron Castro, who created a landmark in its genre and in the different radio stations in which he was leading artist. The characters represented by Hebert Castro, directly or indirectly, came from the inspiration of Cadavid Macias who in turn funneled humorous experiences engendered in other countries, especially Argentina. The end point of this article focuses on trying to establish a comparison between the humor created by Cadavid Macías and represented by Hebert Castro, and which in recent years, in our radio, receives the same denomination. In short, returning to Colombian radio recent past will serve to discern the intended humorous production now taking place in our country.

War and information in Colombia: Or the still endless dance

RESUMEN: Al abordar la complejidad del conflicto armado en Colombia, surgen al respecto dos inevitables interrogantes, uno de ellos preguntando por la viabilidad de la fórmula hobbesiana para resolver el déficit de soberanía existente en nuestro país, mientras el otro inquiere por la pertinencia o no de abocar la tarea de la construcción nacional, aun en pleno auge de la globalización. Si optamos, por ejemplo, por la segunda alternativa, irrumpe como punto de partida ineludible la negociación política, la misma que está comprometida con la creación de un orden político, público, colectivo e institucionalizado.ABSTRACT: When talking about how complex the gunned conflict in Colombia is, two unavoidable questions come up. Fatigue crack initiation and growth on a steel in the very high cycle regime with sea water corrosion

They acknowledge Vicinay Cadenas S.A. for its financial support, and both the PCP France-Mexique and the CONACYT for their financial support too.This paper is devoted to the effect of corrosion on the gigacycle fatigue strength of a martensitic–bainitic hot rolled steel used for manufacturing offshore mooring chains for petroleum platforms. Smooth specimens were tested under fully reversed tension between 1E6 and 1E10 cycles in three testing conditions and environments: (i) in air, (ii) in air after precorrosion and (iii) in air under real time artificial sea water flow. The fatigue strength at greater than 108 cycles is reduced by a factor more than five compared with non-corroded specimens. Fatigue cracks initiate at corrosion pits due to pre-corrosion, if any, or pits resulting from corrosion in real time during the cyclic loading. It is shown that under sea water flow, the fatigue life in the gigacycle regime is mainly governed by the corrosion process. Furthermore, the calculation of the mode I stress intensity factor at hemispherical surface defects (pits) combined with the Paris–Hertzberg–Mc Clintock crack growth rate model shows that fatigue crack initiation regime represents most of the fatigue life.PCP France Mexique, Conacyt, Arts et Métiers ParisTech (professeur invité Paul C Paris

Public and private sector wages interactions in a general equilibrium model

This paper develops a dynamic general equilibrium model in which the public and the private sector interact in the labor market. Previous studies that analyze the labor market effects of public sector employment and wages have mostly assumed exogenous rules for public wage and public employment. We show that theories that equalize wages with marginal products in the private sector can rationalize the interaction of public and private sector wages when extended to accommodate a non-trivial government sector/public sector union that endogenously determines public employment and wages. Our model suggests a positive correlation between public and private sector wages. Any increase in tax revenues, coupled with the existence of a positive public-private sector wage gap, makes working in the public sector an attractive option. Thus, a positive neutral productivity shock increases public and private sector wages. More interestingly, even a private-sector specific productivity shock spills-over to the public sector, increasing public wages. These facts lend some support to the wage leading role of the private sector.
