Tracking system study
A digital computer program was generated which mathematically describes an optimal estimator-controller technique as applied to the control of antenna tracking systems used by NASA. Simulation studies utilizing this program were conducted using the IBM 360/91 computer. The basic ideas of applying optimal estimator-controller techniques to antenna tracking systems are discussed. A survey of existing tracking methods is given along with shortcomings and inherent errors. It is explained how these errors can be considerably reduced if optimal estimation and control are used. The modified programs generated in this project are described and the simulation results are summarized. The new algorithms for direct synthesis and stabilization of the systems including nonlinearities, are presented

Reductions in the dietary niche of southern sea otters (Enhydra lutris nereis) from the Holocene to the Anthropocene.
The sea otter (Enhydra lutris) is a marine mammal hunted to near extinction during the 1800s. Despite their well-known modern importance as a keystone species, we know little about historical sea otter ecology. Here, we characterize the ecological niche of ancient southern sea otters (E. lutris nereis) using Ύ13C analysis and Ύ15N analysis of bones recovered from archaeological sites spanning ~7,000 to 350 years before present (N = 112 individuals) at five regions along the coast of California. These data are compared with previously published data on modern animals (N = 165) and potential modern prey items. In addition, we analyze the Ύ15N of individual amino acids for 23 individuals to test for differences in sea otter trophic ecology through time. After correcting for tissue-specific and temporal isotopic effects, we employ nonparametric statistics and Bayesian niche models to quantify differences among ancient and modern animals. We find ancient otters occupied a larger isotopic niche than nearly all modern localities; likely reflecting broader habitat and prey use in prefur trade populations. In addition, ancient sea otters at the most southerly sites occupied an isotopic niche that was more than twice as large as ancient otters from northerly regions. This likely reflects greater invertebrate prey diversity in southern California relative to northern California. Thus, we suggest the potential dietary niche of sea otters in southern California could be larger than in central and northern California. At two sites, Año Nuevo and Monterey Bay, ancient otters had significantly higher Ύ15N values than modern populations. Amino acid Ύ15N data indicated this resulted from shifting baseline isotope values, rather than a change in sea otter trophic ecology. Our results help in better understanding the contemporary ecological role of sea otters and exemplify the strength of combing zooarchaeological and biological information to provide baseline data for conservation efforts
Evaluation of the Sustainability of an Intervention to Increase HIV Testing
BACKGROUND
Sustainabilityâthe routinization and institutionalization of processes that improve the quality of healthcareâis difficult to achieve and not often studied.
OBJECTIVE
To evaluate the sustainability of increased rates of HIV testing after implementation of a multi-component intervention in two Veterans Health Administration healthcare systems.
DESIGN
Quasi-experimental implementation study in which the effect of transferring responsibility to conduct the provider education component of the intervention from research to operational staff was assessed.
PATIENTS
Persons receiving healthcare between 2005 and 2006 (intervention year) and 2006 and 2007 (sustainability year).
MEASUREMENTS
Monthly HIV testing rate, stratified by frequency of clinic visits
RESULTS
The monthly adjusted testing rate increased from 2% at baseline to 6% at the end intervention year and then declined reaching 4% at the end of the sustainability year. However, the stratified, visit-specific testing rate for persons newly exposed to the intervention (i.e., having their first through third visits during the study period) increased throughout the intervention and sustainability years. Increases in the proportion of visits by patients who remained untested despite multiple, prior exposures to the intervention accounted for the aggregate attenuation of testing during the sustainability year. Overall, the percentage of patients who received an HIV test in the sustainability year was 11.6%, in the intervention year 11.1%, and in the pre-intervention year 5.0%
CONCLUSIONS
Provider education combined with informatics and organizational support had a sustainable effect on HIV testing rates. The effect was most pronounced during patients' early contacts with the healthcare system.Health Services Research & Development Service (SDP 06â001
A mixed methods systematic review on the effects of arts interventions for children and young people at-risk of offending, or who have offended on behavioural, psychosocial, cognitive and offending outcomes: A systematic review
Background
Young people who enter the justice system experience complex health and social needs, and offending behaviour is increasingly recognised as a public health problem. Arts interventions can be used with the aim of preventing or reducing offending or reoffending.
Objectives
1. To evaluate evidence on the effectiveness and impact of arts interventions on keeping children and young people safe from involvement in violence and crime. 2. To explore factors impacting the implementation of arts interventions, and barriers and facilitators to participation and achievement of intended outcomes. 3. To develop a logic model of the processes by which arts interventions might work in preventing offending behaviours.
Search Methods
We searched AMED, Academic Search Complete; APA PsycInfo; CINAHL Plus; ERIC; SocIndex; SportDiscus, Medline, CENTRAL, Web of Science, Scopus, PTSDPubs and Performing Arts Periodicals Database, Sage, the US National Criminal Justice Reference Service, the Global Policing and British Library EThOS databases, and the National Police Library from inception to January 2023 without language restrictions.
Selection Criteria
We included randomised and non-randomised controlled trials and quasi-experimental study designs. We included qualitative studies conducted alongside intervention trials investigating experiences and perceptions of participants, and offering insight into the barriers and facilitators to delivering and receiving arts interventions. We included qualitative and mixed methods studies focused on delivery of arts interventions. We included studies from any global setting. We included studies with CYP (8â25 years) who were identified as at-risk of offending behaviour (secondary populations) or already in the criminal justice system (tertiary populations). We included studies of interventions involving arts participation as an intervention on its own or alongside other interventions. Primary outcomes were: (i) offending behaviour and (ii) anti-pro-social behaviours. Secondary outcomes were: participation/attendance at arts interventions, educational attainment, school attendance and engagement and exclusions, workplace engagement, wellbeing, costs and associated economic outcomes and adverse events.
Data Collection and Analysis
We included 43 studies (3 quantitative, 38 qualitative and 2 mixed methods). We used standard methodological procedures expected by The Campbell Collaboration. We used GRADE and GRADE CERQual to assess the certainty of and confidence in the evidence for quantitative and qualitative data respectively.
Main Results
We found insufficient evidence from quantitative studies to support or refute the effectiveness of arts interventions for CYP at-risk of or who have offended for any outcome. Qualitative evidence suggested that arts interventions may lead to positive emotions, the development of a sense of self, successful engagement in creative practices, and development of positive personal relationships. Arts interventions may need accessible and flexible delivery and are likely to be engaging if they have support from staff, family and community members, are delivered by professional artists, involve culturally relevant activity, a youth focus, regularity and a sustainable strategy. We found limited evidence that a lack of advocacy, low funding, insufficient wider support from key personnel in adjacent services could act as barriers to success. Methodological limitations resulted in a judgement of very low confidence in these findings.
Authors' Conclusions
We found insufficient evidence from quantitative studies to support or refute the effectiveness of arts interventions for CYP at-risk of offending or who have offended for any outcome. Dislocation-Mediated Melting in Superfluid Vortex Lattices
We describe thermal melting of the two-dimensional vortex lattice in a
rotating superfluid by generalizing the Halperin and Nelson theory of
dislocation-mediated melting. and derive a melting temperature proportional to
the renormalized shear modulus of the vortex lattice. The rigid-body rotation
of the superfluid attenuates the effects of lattice compression on the energy
of dislocations and hence the melting temperature, while not affecting the
shearing. Finally, we discuss dislocations and thermal melting in inhomogeneous
rapidly rotating Bose-Einstein condensates; we delineate a phase diagram in the
temperature -- rotation rate plane, and infer that the thermal melting
temperature should lie below the Bose-Einstein transition temperature.Comment: 9 pages, 2 figure
The United Kingdoms Eurosceptic political economy
This article explores how a political economy approach can explicate recent events in the United Kingdomâs relation to the European Union. The proposition is that neither critical nor comparative approaches do justice to the extent to which British elites have sought to differentiate the UK from the EU. The UK is here understood as a Eurosceptic political economy, constructed in opposition to European integration and, in particular, Economic and Monetary. The article explores how we have witnessed a hardening of this Eurosceptic political economy in the context of the Eurozone crisis. The most distinctive feature of which, as seen in the referendum campaign, is the extent to which the economic case for withdrawal has been established as part of the mainstream of British political debate
A Multi-Wavelength Mass Analysis of RCS2 J232727.6-020437, a ~3x10M Galaxy Cluster at z=0.7
We present an initial study of the mass and evolutionary state of a massive
and distant cluster, RCS2 J232727.6-020437. This cluster, at z=0.6986, is the
richest cluster discovered in the RCS2 project. The mass measurements presented
in this paper are derived from all possible mass proxies: X-ray measurements,
weak-lensing shear, strong lensing, Sunyaev Zel'dovich effect decrement, the
velocity distribution of cluster member galaxies, and galaxy richness. While
each of these observables probe the mass of the cluster at a different radius,
they all indicate that RCS2 J232727.6-020437 is among the most massive clusters
at this redshift, with an estimated mass of M_200 ~3 x10^15 h^-1 Msun. In this
paper, we demonstrate that the various observables are all reasonably
consistent with each other to within their uncertainties. RCS2 J232727.6-020437
appears to be well relaxed -- with circular and concentric X-ray isophotes,
with a cool core, and no indication of significant substructure in extensive

A satellite DNA array barcodes chromosome 7 and regulates totipotency via ZFP819.
Mammalian genomes are a battleground for genetic conflict between repetitive elements and KRAB-zinc finger proteins (KZFPs). We asked whether KZFPs can regulate cell fate by using ZFP819, which targets a satellite DNA array, ZP3AR. ZP3AR coats megabase regions of chromosome 7 encompassing genes encoding ZSCAN4, a master transcription factor of totipotency. Depleting ZFP819 in mouse embryonic stem cells (mESCs) causes them to transition to a 2-cell (2C)-like state, whereby the ZP3AR array switches from a poised to an active enhancer state. This is accompanied by a global erosion of heterochromatin roadblocks, which we link to decreased SETDB1 stability. These events result in transcription of active LINE-1 elements and impaired differentiation. In summary, ZFP819 and TRIM28 partner up to close chromatin across Zscan4, to promote exit from totipotency. We propose that satellite DNAs may control developmental fate transitions by barcoding and switching off master transcription factor genes
