Facilitadores e barreiras à inovação nos serviços de atendimento da administração pública

Mestrado em Gestão da Inovação e do ConhecimentoEste é um estudo exploratório sobre barreiras e facilitadores à inovação nos Serviços de Atendimento da Administração Pública. Noventa e nove Coordenadores de Serviços de Atendimento foram inquiridos sobre as suas percepções de barreiras e facilitadores à inovação e foram ainda convidados a sugerir acções para melhorar a inovação nos seus serviços. As principais barreiras referidas foram a falta de formação e competência dos recursos humanos, a falta de reconhecimento e recompensa, a falta de condições de trabalho (instalações e meios materiais). Os principais facilitadores mencionados foram comunicação, participação e abertura, recursos humanos (mais jovens, em maior quantidade, com mais formação e competência) e condições trabalho adequadas (instalações e meios materiais). As sugestões de melhoria da inovação mais frequentes foram a necessidade de recursos humanos mais jovens, em maior quantidade, com mais formação e competência e rotatividade dos mesmos, comunicação, participação e abertura e melhoria das condições de trabalho e instalações. ABSTRACT: This is an exploratory study on barriers and facilitators to the innovation in Costumer Services of Public Administration. A sample of ninety nine Coordinators of Costumer Services had been inquired about their perception of the barriers, facilitators and suggestions to promote the innovation in the public services. The results disclose as main barriers the lack of training and ability of the human resources, the lack of recognition and reward, the lack of work conditions (installations and materials). The main facilitators to the innovation had been participation and opening, communication, younger human resources, in bigger amount, with more adequate formation and ability and work conditions (installations and materials). The suggestions mostly mentioned were related with communication, participation and opening, necessity of human resources (younger, in bigger amount, with more training, ability and rotation), and improvement of the installations and work conditions

Life-cycle greenhouse gas assessment of portuguese chestnut

This paper presents a life-cycle greenhouse gas (GHG) assessment of various chestnut production systems in northern Portugal. Life-cycle models and inventories were implemented for three chestnut cultivation systems and two processing lines (fresh and frozen chestnut). The overall GHG intensity ranged between 0.4-2.7 (fresh) and 0.6-2.9 (frozen) kg CO2eq kg-1 harvested chestnut. The cultivation contribution to the overall GHG intensity varied considerably (from 0.36 to 2.69 kg CO2eq kg-1 harvested chestnut) mainly due to different yields and input requirements (diesel and fertilizers) among the three chestnut cultivation systems analysed. The GHG emissions associated with chestnut processing ranged between 0.05 (for fresh chestnut, mostly from propane consumption) and 0.23 kg CO2eq kg-1 harvested chestnut (for frozen chestnut, mainly due to electricity consumption).
