    Valuation of Soil Conservation Practices in Adwa Woreda, Ethiopia: A Contingent Valuation Study

    Soil degradation is one of the most serious environmental problems in the high­lands of Ethiopia. The prevalence of traditional agricultural land use and the absence of appropriate resource management often result in the degradation of natural soil fertility in the country. Thus, in this study we have attempted to investigate the value that the farmers have attached to soil conservation practices and the determinants of willingness to pay for it using a Contingent Valuation Method. In the CVM survey, Double Bounded Dichotomous Choice format with an open ended follow up was used to elicit the households’ willingness to pay. Based on data collected from 218 respondents, probit model was employed to assess the determinants of willingness to pay. The model shows that age, sex, education level, family size, perception, tenure, Total Livestock Units and initial bid were the important variables in determining willingness to pay for soil conservation practices in the study area. Our study also shows that the mean willingness to pay (WTP) estimated from the Double Bounded Dichotomous Choice format was computed at 56.65 person days per household per annum. The respective total aggregate value of soil conservation in the study area (Adwa Woreda) was computed to be 1 373 592 person days per annum, which is equivalent to 16 483 104 Ethiopian Birr. Therefore, if new intervention program for soil conservation is to be implemented, policy makers should consider those factors for better results. In Our study, we found very few protest zeros only (1.8%) which shows CVM is suitable method for valuing non marketed goods in less developing countries like Ethiopia.     A SPATIAL MODEL OF REGIONAL VARIATIONS IN EMPLOYMENT GROWTH IN APPALACHIA

    In this study, a spatial equilibrium model of employment growth is developed and empirically estimated by Generalized Spatial Two-Stage Least Squares (GS2SLS) estimator using cross-sectional data from Appalachian counties for 1990-2000. Besides the existence of spatial spillover effects, the results suggest that agglomerative effects that arise from the demand and the supply side contribute to employment growth in the study area during the study period. The policy implications of the findings are: (1) Regional cooperation of counties and communities is advisable and may in fact be necessary to design effective policies to encourage employment growth; and (2) Policy makers at the county level may need to design policies that can attract people with high endowments of human capital and higher income into their respective counties.APPALACHIA, EMPLOYMENT GROWTH, SPATIAL MODEL

    Effect of Soil and Water Conservation on Rehabilitation of Degraded Lands and Crop Productivity in Maego Watershed, North Ethiopia

    Many soil and water conservation (SWC) measures were undertaken to decrease land degradation in Ethiopia. However, evaluation of their performance is essential to understand their success or failure and readjusting accordingly in the future planning. Therefore, the objective of this study was to evaluate effectiveness of SWC measures in rehabilitation of degraded watershed and increase crop productivity in Maego watershed, Ethiopia. Seventy six sample plots were randomly taken from treated and untreated sub-watersheds for woody species and soil sampling. Crops yield was measured on top side, middle zone and below side of SWC structures. There were significantly higher woody species density and diversity, total nitrogen (TN), soil organic matter (SOM) and soil moisture in the treated uncultivated land than the untreated one. The highest tree and sapling species density and diversity, TN and SOM were recorded on the exclosure part of the treated sub-watershed. Landscape position affected soil fertility, but has no effect on woody species density and diversity. The highest barley and wheat yield was measured on top side of SWC structures. Therefore, physical SWC structures should be integrated with exclosure to enhance rehabilitation of degraded watersheds/landscapes. Integration of biological SWC measures that improve soil fertility are essential on the cultivated land of the watershed. Most of the existing SWC structures, especially the old ones are filled with accumulated sediment, so maintenance is needed

    A Spatial Panel Simultaneous-Equations Model of Business Growth, Migration Behavior, Local Public Services and Household Income in Appalachia

    In this paper we develop a spatial panel simultaneous-equations model of business growth, migration behavior, local public services and median household income in a partial lag-adjustment growth-equilibrium framework and utilizing a one-way error component model for the disturbances. This model is an extension of the jobs follow people or people follow jobs literature and it improved previous models in the growth-equilibrium tradition by: (1) explicitly modeling local government and regional income in the growth process; (2) explicitly modeling gross in-migration and gross out-migration separately in order to spell out the differential effects, which used to be glossed over under net population change in previous studies; (3) explicitly incorporating both spatially lagged dependent variables and spatially lagged error terms to account for spatial spillover effects in the data set; and (4) extending and generalizing the modeling and estimation of simultaneous systems of spatially interrelated cross sectional equations into a panel data setting. To estimate the model, we develop a five-step new estimation strategy by generalizing the Generalized Spatial Three-Stage Least Squares (GS3SLS) approach outlined in Kelejian and Prucha (2004) into a panel data setting. The empirical implementation of the model uses county-level data from the 418 Appalachian counties for 1980-2000. Generally, the results from these model estimations are consistent with the theoretical expectations and empirical findings in the equilibrium growth literature and provide support to the basic hypotheses of this study. First, the estimates show the existence of feedback simultaneities among the endogenous variables of the model. Second, the results also show the existence of conditional convergence with respect to the respective endogenous variable of each equation of the model and the speed of adjustment parameters are generally comparable to those in literature. Third, the results from the parameter estimation of the model indicate the existence of spatial autoregressive lag effects and spatial cross-regressive lag effects with respect to the endogenous variables of the model. One of the key conclusions is that sector specific policies should be integrated and harmonized in order to give the desirable outcome.     Microscopically-based energy density functionals for nuclei using the density matrix expansion: Implementation and pre-optimization

    In a recent series of papers, Gebremariam, Bogner, and Duguet derived a microscopically based nuclear energy density functional by applying the Density Matrix Expansion (DME) to the Hartree-Fock energy obtained from chiral effective field theory (EFT) two- and three-nucleon interactions. Due to the structure of the chiral interactions, each coupling in the DME functional is given as the sum of a coupling constant arising from zero-range contact interactions and a coupling function of the density arising from the finite-range pion exchanges. Since the contact contributions have essentially the same structure as those entering empirical Skyrme functionals, a microscopically guided Skyrme phenomenology has been suggested in which the contact terms in the DME functional are released for optimization to finite-density observables to capture short-range correlation energy contributions from beyond Hartree-Fock. The present paper is the first attempt to assess the ability of the newly suggested DME functional, which has a much richer set of density dependencies than traditional Skyrme functionals, to generate sensible and stable results for nuclear applications. The results of the first proof-of-principle calculations are given, and numerous practical issues related to the implementation of the new functional in existing Skyrme codes are discussed. Using a restricted singular value decomposition (SVD) optimization procedure, it is found that the new DME functional gives numerically stable results and exhibits a small but systematic reduction of our test χ2\chi^2 function compared to standard Skyrme functionals, thus justifying its suitability for future global optimizations and large-scale calculations.Comment: 17 pages, 6 figure

    Low-Temperature Orientation Dependence of Step Stiffness on {111} Surfaces

    For hexagonal nets, descriptive of {111} fcc surfaces, we derive from combinatoric arguments a simple, low-temperature formula for the orientation dependence of the surface step line tension and stiffness, as well as the leading correction, based on the Ising model with nearest-neighbor (NN) interactions. Our formula agrees well with experimental data for both Ag and Cu{111} surfaces, indicating that NN-interactions alone can account for the data in these cases (in contrast to results for Cu{001}). Experimentally significant corollaries of the low-temperature derivation show that the step line tension cannot be extracted from the stiffness and that with plausible assumptions the low-temperature stiffness should have 6-fold symmetry, in contrast to the 3-fold symmetry of the crystal shape. We examine Zia's exact implicit solution in detail, using numerical methods for general orientations and deriving many analytic results including explicit solutions in the two high-symmetry directions. From these exact results we rederive our simple result and explore subtle behavior near close-packed directions. To account for the 3-fold symmetry in a lattice gas model, we invoke a novel orientation-dependent trio interaction and examine its consequences.Comment: 11 pages, 8 figure

    Community case management improves use of treatment for childhood diarrhea, malaria and pneumonia in a remote district of Ethiopia

    Background: Ethiopia’s Health Extension Workers (HEW) deliver preventive interventions and treat childhood diarrhea and malaria, but not pneumonia. Most of Ethiopia’s annual estimated 4 million childhood pneumonia cases go untreated. Objective: Evaluate the performance of volunteers in providing Community Case Management (CCM) for diarrhea,fever and pneumonia – in a pre-HEW setting in Liben Woreda, Oromiya Regional State. Methods: Save the Children supported Ministry of Health and communities to deliver child survival interventions from 1997-2006. We obtained permission in 2005 to train 45 volunteers from remote kebeles in CCM. We evaluated the strategy through reviewing registers and supervision records; examining CCM workers; focus group discussions;and three household surveys. Results: The CCM workers treated 4787 cases, mainly: malaria (36%), pneumonia (26%), conjunctivitis (14%), and watery diarrhea with some dehydration (12%). They saw 2.5 times more cases of childhood fever, pneumonia, and diarrhea than all the woreda’s health facility staff combined. Quality of care was good. Conclusion: The availability, quality, demand, and use of CCM were high. These CCM workers were less educated and less trained than HEWs who perform complicated tasks (Rapid Diagnostic Tests) and dispense expensive antimalarial drugs like Coartem®. They should also treat pneumonia with inexpensive drugs like cotrimoxazole to help achieve Millennium Development Goal 4.
