    Emission taxes and feed-in subsidies in the regulation of a polluting monopoly

    The paper studies the use of emission taxes and feed-in subsidies for the regulation of a monopoly that can produce the same good with a technology that employs a polluting input and a clean technology. In the first part of the paper, we show that the efficient solution can be implemented combining a tax on emissions and a subsidy on clean output. The tax is lower than the environmental damages, and the subsidy is equal to the difference between the price and the marginal revenue. In the second part of the paper, the second-best tax and subsidy are also calculated solving a two-stage policy game between the regulator and the monopoly with the regulator acting as the leader of the game. We find that the second-best tax rate can be the Pigouvian tax, but only if the marginal costs of the clean technology are constant. Using a linear–quadratic specification of the model, we show that the clean output is larger when a feed-in subsidy is used than when the tax is applied, but the dirty output can be larger or lower depending on the magnitude of marginal costs of the clean technology and marginal damages. The same occurs for the net social welfare, although we find that for low enough marginal costs of the clean technology, the net social welfare is larger when a feed-in subsidy is used to promote clean output regardless the importance of the marginal damages

    Is the emperor wearing new clothes? A social assessment of the European Union 2007–2013 financial framework

    Over the years, European leaders have proudly waved a social flag as one of the European Union’s (EU) constituent and differentiating elements. This commitment is assessed here through the social footprint of the European 2007–2013 multiannual financial framework among the EU countries and, worldwide, using an extended multiregional input–output model. The focus is on the quantity and the quality of income and jobs generated. We find that wellknown differences among its northern, southern and eastern regions threaten the EU’s intentions for high social standards, enabling firstand second-class winners. Core EU countries account for the most of the Funds and, thus, most of the positive economic and social impacts, mainly through spillovers from peripheral regions. Beyond the EU borders, Funds expenditures induce capital compensation boosts in emerging countries not balanced by a similar labor compensation impulse.     Carbon footprint of tourism in Spain: Covid-19 impact and a look forward to recovery

    Tourism is very vulnerable to climate change and the disruption of Covid-19, facing two challenges: fighting climate change pursuing its carbon emissions goals, and recovering from the complex pandemic effects. We contribute to the incomplete understanding of tourism emissions pandemic impact and in different post-covid recovery scenarios. Using official data on tourists’ consumption, we calculate the carbon footprint of tourism in Spain in 2019 and 2020 under different recovery pathways, including changes in consumption patterns and emissions efficiency, using a multiregional input-output model. Results show that the carbon footprint of tourism in Spain fell by 63% in 2020 compared to pre-pandemic levels, which would be aligned with the current sectoral decarbonisation target. However, the new tourists’ consumption patterns resulting from the pandemic are insufficient to increase tourism sustainability if they imply pre-pandemic consumption levels. The results provide empirical ground for the binary debate on “recovery or reform”

    The paper studies the use of emission taxes and feed-in subsidies for the regulation of a monopoly that can produce the same good with a technology that employs a polluting input and a clean technology. The second-best tax and subsidy are calculated solving a two-stage policy game between the regulator and the monopoly with the regulator acting as the leader of the game. We find that the second-best tax rate is the Pigouvian tax. The tax implements the efficient level of the dirty output but does not affect the total output. On the other hand, the subsidy leads to the monopoly to reduce the dirty output but also to increase the total output. This increase in total output may yield a larger net social welfare when the subsidy is used provided that the marginal cost of clean output is not very high, as a linear-quadratic specification of the model confirms. Finally, it is showed that the combination of an emission tax with a feed-in subsidy induces the firm to choose the efficient outputs, but in this case the first-best tax must be lower than the Pigouvian tax. Thus, the findings of this paper support the idea that feed-in subsidies open the possibility for improving the regulation of a polluting firm with market power

    Measuring a university's environmental performance : a standardized proposal for carbon footprint assessment

    The global contribution of all kinds of organizations to greenhouse gas (GHG) emissions is noteworthy. Calculating, reporting, reducing, and compensating for carbon footprints are the appropriate steps to take to guide companies toward a path that is compatible with their country's objectives for the fulfillment of the Paris Agreement. In Latin American countries, carbon footprint reporting is limited and incipient. This paper aims to start closing this gap by assessing the carbon footprint of a university operating in the city of BogotĂĄ, Colombia. Based on a city input-output table (IOT) nested in a multiregional input-output (MRIO) table framework, we estimate the three categories of the carbon footprint (scopes 1, 2, and 3) identified by the Greenhouse Gas Protocol using an improved multiregional tiered hybrid analysis of the university's energy and other input expenditures. Our results show that 94% of the entire institution's footprint is attributed to scope 3, which represents indirect emissions linked to the upstream value chain.     Unmasking social distant damage of developed regions' lifestyle: A decoupling analysis of the indecent labour footprint.

    A fair path to achieve a sustainable world would imply reducing the eventual negative effects linked to the production process while increasing economic output, which is referred to in the literature as impact decoupling. This article aims to assess whether global consumption chains are currently on the decoupling path or not, from a social point of view. Specifically, we address the working conditions which developed societies' lifestyle sparked at a distance in global factory countries, focusing on the most harmful consequences of an indecent work. Additionally, we determine the kind of decoupling observed through the new concept of social footprints' elasticities with respect to final demand for each region. We employ a Multi-Regional Input-Output model and an own elaboration database of social impacts concerning undignified working conditions. Results indicate that most countries achieved the goal of decoupling occupational injuries -both fatal and non-fatal- from production, while results for forced labour show a slower and sometimes uncertain process of decoupling. European Union and United States' footprints have been reduced overtime for the three impacts. However, more than half of these footprints are still generated by imports, mainly from developing regions

    Treatment of patients affected by severe burns is challenging, especially due to the high risk of Pseudomonas infection. In the present work, we have generated a novel model of bioartificial human dermis substitute by tissue engineering to treat infected wounds using fibrin-agarose biomaterials functionalized with nanostructured lipid carriers (NLCs) loaded with two anti-Pseudomonas antibiotics: sodium colistimethate (SCM) and amikacin (AMK). Results show that the novel tissue-like substitutes have strong antibacterial effect on Pseudomonas cultures, directly proportional to the NLC concentration. Free DNA quantification, WST-1 and Caspase 7 immunohistochemical assays in the functionalized dermis substitute demonstrated that neither cell viability nor cell proliferation were affected by functionalization in most study groups. Furthermore, immunohistochemistry for PCNA and KI67 and histochemistry for collagen and proteoglycans revealed that cells proliferated and were metabolically active in the functionalized tissue with no differences with controls. When functionalized tissues were biomechanically characterized, we found that NLCs were able to improve some of the major biomechanical properties of these artificial tissues, although this strongly depended on the type and concentration of NLCs. These results suggest that functionalization of fibrin-agarose human dermal substitutes with antibiotic-loaded NLCs is able to improve the antibacterial and biomechanical properties of these substitutes with no detectable side effects. This opens the door to future clinical use of functionalized tissues
