    Le CIRAD-CP a été amené récemment à préconiser une réorientation des objectifs de la filière cocotier de plusieurs pays producteurs. Cette stratégie repose essentiellement sur une diversification accrue et une plus grande prise en compte des marché locaux, ce qui implique le développement de petites et moyennes unités de transformation sur les lieux de production. La mise en place de telles unités nécessite de pouvoir disposer de technologies pouvant être exploitées efficacement dans de tels contextes et permettant l'obtention de produits de qualité. Dans cette optique, une équipe pluri-disciplinaire du CIRAD a entrepris l'étude de deux procédés relevant des voies humides ou semi-humides : l'extraction après séchage friture, et l'extraction assistée par les enzymes.     Status and future recommendations for recording and monitoring litter on the Arctic seafloor

    Marine litter in the Arctic Basin is influenced by transport from Atlantic and Pacific waters. This highlights the need for harmonization of guidelines across regions. Monitoring can be used to assess temporal and spatial trends but can also be used to assess if environmental objectives are reached, for example, to evaluate the effectiveness of mitigation measures. Seafloor monitoring by trawling needs substantial resources and specific sampling strategies to be sufficiently robust to demonstrate changes over time. Observation and visual evaluation in shallow and deep waters using towed camera systems, remotely operated underwater vehicles, and submersibles are well suited for the Arctic environment. The use of imagery still needs to be adjusted through automation and image analyses, including deep learning approaches and data management, but will also serve to monitor areas with a rocky seafloor. We recommend developing a monitoring plan for seafloor litter by selecting representative sites for visual inspection that cover different depths and substrata in marine landscapes, and recording the litter collected or observed across all forms of seafloor sampling or imaging. We need better coverage and knowledge of status of seafloor litter for the whole Arctic and recommend initiatives to be taken for regions where such knowledge is lacking.publishedVersio

    Threshold Values for Marine Litter: General discussion paper on defining threshold values for marine litter

    The revised Commission Decision (EU) 2017/848 requires EU Member States to establish threshold values (TVs) for criteria of Descriptor 10 on marine litter. TVs which are now mandatory through the new provisions, are intended to contribute to MS determination of a set of characteristics for GES and enable their assessment of the extent to which GES is being achieved. The MSFD Technical Group on Marine Litter (TG-ML) has been mandated, through the MSFD 2016-2019 work program of the Common Implementation Strategy, to develop approaches for setting of TVs and to work towards agreed TVs. This documents sets out the scope of setting TVs for marine litter criteria, explores on general concepts of threshold setting and how those concepts can be translated to address the various hazardous effects of marine litter and evaluates potential options for setting TVs and which of them might be suitable to be applied to marine litter. While thresholds for ML criteria may follow the same basic concepts, they may each require specific approaches and need to be discussed separately. Therefore basic thoughts and questions are raised in order to be further discussed when working on the actual definition of TVs for litter in the different marine compartments and for marine litter impacts.     Monitoring of microplastic pollution in the Arctic: Recent developments in polymer identification, quality assurance and control (QA/QC), and data reporting

    The pollution of the environment with plastics is of growing concern worldwide, including the Arctic region. While larger plastic pieces are a visible pollution issue, smaller microplastics are not visible with the naked eye. These particles are available for interaction by Arctic biota and have become a concern for animal and human health. The determination of microplastic properties includes several methodological steps, i.e. sampling, extraction, quantification and chemical identification. This review discusses suitable analytical tools for the identification, quantification and characterization of microplastics in the context of monitoring in the Arctic. It further addresses quality assurance and quality control (QA/QC) which is particularly important for the determination of microplastic in the Arctic, as both contamination and analyte losses can occur. It presents specific QA/QC measures for sampling procedures and for the handling of samples in the laboratory, either on land or on ship, and considering the small size of microplastics as well as the high risk of contamination. The review depicts which data should be mandatory to report, thereby supporting a framework for harmonized data reporting.publishedVersio

    The Marine Strategy Framework Directive (2008/56/EC) (MSFD) requires that the European Commis-sion (by 15 July 2010) should lay down criteria and methodological standards to allow consistency in approach in evaluating the extent to which Good Environmental Status (GES) is being achieved. ICES and JRC were contracted to provide scientific support for the Commission in meeting this obligation. A total of 10 reports have been prepared relating to the descriptors of GES listed in Annex I of the Directive. Eight reports have been prepared by groups of independent experts coordinated by JRC and ICES in response to this contract. In addition, reports for two descriptors (Contaminants in fish and other seafood and Marine Litter) were written by expert groups coordinated by DG SANCO and IFREMER respectively. A Task Group was established for each of the qualitative Descriptors. Each Task Group consisted of selected experts providing experience related to the four marine regions (the Baltic Sea, the North-east Atlantic, the Mediterranean Sea and the Black Sea) and an appropriate scope of relevant scien-tific expertise. Observers from the Regional Seas Conventions were also invited to each Task Group to help ensure the inclusion of relevant work by those Conventions.     Harm caused by Marine Litter

    Marine litter is a global concern with a range of problems associated to it, as recognised by the Marine Strategy Framework Directive (MSFD). Marine litter can impact organisms at different levels of biological organization and habitats in a number of ways namely: through entanglement in, or ingestion of, litter items by individuals, resulting in death and/or severe suffering; through chemical and microbial transfer; as a vector for transport of biota and by altering or modifying assemblages of species. Marine litter is a threat not only to marine species and ecosystems but also carries a risk to human health and has significant implications to human welfare, impacting negatively vital economic sectors such as tourism, fisheries, aquaculture or energy supply and bringing economic losses to individuals, enterprises and communities. This technical report aims to provide clear insight about the major negative impacts from marine litter by describing the mechanisms of harm. Further it provides reflexions about the evidence for harm from marine litter to biota comprising the underlying aspect of animal welfare while also considering the socioeconomic effects, including the influence of marine litter on ecosystem services. General conclusions highlight that understanding the risks and uncertainties with regard to the harm caused by marine litter is closely associated with the precautionary principle. The collected evidence in this report can be regarded as a supporting step to define harm and to provide an evidence base for the various actions needed to be implemented by decision-makers. This improved knowledge about the scale of the harmful effects of marine litter will further support EU Member States (MSs) and Regional Seas Conventions (RSCs) to implement their programme of measures, regional action plans and assessments.JRC.D.2-Water and Marine Resource

    A European threshold value and assessment method for macro litter on coastlines: Guidance developed within the Common Implementation Strategy for the Marine Strategy Framework Directive

    The Marine Strategy Framework Directive (MSFD, 2008/56/EC) requires that European threshold values (TVs) for marine litter (descriptor 10) be defined. The MSFD Technical Group on Marine Litter (TG ML) decided to focus on coastline litter (Criterion 1), often referred to as beach litter, in a first step, since for this criterion a monitoring framework is in place and a substantial amount of fit-for-purpose beach litter monitoring data is available at the European scale (see Hanke et al., 2019). This report describes the rationale and method to obtain a European TV for beach litter, as developed by Member States and other experts within the TG ML. It was concluded by TG ML that a TV cannot be based on quantitative ecological and socio-economic harm due to a lack of scientific data on harm caused by marine litter on beaches. Of the remaining options, the use of the 10th percentile value of the total litter abundance dataset from all European beaches in the baseline period 2015-2016 was selected and applied, as it was considered to be sufficiently precautionary while being based on already available beach litter abundances in the EU. The underlying baseline dataset was developed within the TG ML. Calculation of the 10th percentile of the EU baseline dataset resulted in a value of 13 litter items per 100 m of coastline length. Further consideration of the 95% confidence intervals of the TV and assessment value, respectively, led to a final TV of 20 litter items/100 m beach length, which corresponds to the 15th percentile value of the EU baseline dataset. This TV is estimated by experts from TG ML to reduce harm from beach litter to a sufficiently precautionary level. The methodology acknowledges uncertainties in the underlying data which is considered in the proposal. The median assessment value is compared with this TV for compliance checking. It is acknowledged that achieving this TV will require substantial and sustained measures over a longer period. Intermediate targets over time towards the proposed TV are proposed to support the achievement of the TV.JRC.D.2-Water and Marine Resource

    Marine Litter : Technical Recommendations for the Implementation of MSFD Requirements

    As a follow up to the Commission Decision on criteria and methodological standards on good environmental status (GES) of marine waters (Commission Decision 2010/477/EU), the Marine Directors requested Directorate General Environment in 2010 to establish a technical subgroup under the Working Group on GES in relation to the Marine Strategy Framework Directive 2008/56/EC (WG GES) for further development of Descriptor 10 Marine Litter and Descriptor 11 Noise/Energy. This report compiles the recommendations regarding Descriptor 10, Marine Litter. The implementation of provisons under MSFD Descriptor 10 as described in the Commission Decision 2010/477/EU is in its first step depending on the availability of appropriate monitoring tools.The group has investigated the monitoring approaches for marine litter and provides a set of monitoring tools which can be employed for that purpose.There are gaps in the regional applicability and differences in the maturity of some tools. There is need for further harmonization and collaborative activities in order to allow EU MS the future reporting of environmental trends and thus the verification of measures against marine litter.JRC.H.5-Rural, water and ecosystem resource
