    Five characteristics of youth unemployment in Europe

    Current levels of youth unemployment need to be understood in the context of increased labor market flexibility, an expansion of higher education, youth migration, and family legacies of long-term unemployment. Compared with previous recessions, European-wide policies and investments have significantly increased with attempts to support national policies. By mapping these developments and debates, we illustrate the different factors shaping the future of European labor markets. We argue that understanding youth unemployment requires a holistic approach that combines an analysis of changes in the economic sphere around labor market flexibility, skills attainment, and employer demand, as well as understanding the impact of family legacies affecting increasingly polarized trajectories for young people today. The success of EU policy initiatives and investments will be shaped by the ability of national actors to implement these effectively

Global Networks. 2020;20(3):410-433.In this article, I suggest that transnational labour markets are characterized by their multi‐layered embeddedness, not only in national but also in transnational institutional settings. Hence, the national institutional factors formerly at the centre of sociological labour market theories insufficiently explain the newly emerging transnational labour markets. To account for the full complexity and institutional context of the latter, I propose an inductive theoretical approach to transnational labour markets and develop a research heuristic to instruct empirical studies about particular transnational labour markets and inductive theory building. This heuristic draws on analytical categories as developed by the new economic sociology of markets. The empirical example of the transnational labour market that matches eastern European workers to jobs in the German meat industry serves to illustrate how one can use this heuristic, which reveals some preliminary features of transnational labour markets compared with national ones, as well as some research gaps to be addressed by future studies

    Not Quite Right: Representations of Eastern Europeans in ECJ Discourse

    Although the increasing responsiveness of the Court of Justice of the European Union (the ‘ECJ’) jurisprudence to western Member States’ concerns regarding Central and Eastern European (‘CEE’) nationals’ mobility has garnered academic attention, ECJ discourse has not been scrutinised for how it approaches the CEE region or CEE movers. Applying postcolonial theory, this article seeks to fill this gap and to explore whether there are any indications that ECJ discourse is in line with the historical western-centric inferiorisation of the CEE region. A critical discourse analysis of a set of ECJ judgments and corresponding Advocate General opinions pertaining to CEE nationals illustrates not only how the ECJ adopts numerous discursive strategies to maintain its authority, but also how it tends to prioritise values of the western Member States, while overlooking interests of CEE movers. Its one-sided approach is further reinforced by referring to irrelevant facts and negative assumptions to create an image of CEE nationals as socially and economically inferior to westerners, as not belonging to the proper EU polity and as not quite deserving of EU law’s protections. By silencing CEE nationals’ voices, while disregarding the background of east/west socio-economic and political power differentials and precariousness experienced by many CEE workers in the west, such racialising discourse normalises ethnicity- and class-based stereotypes. These findings also help to contextualise both EU and western policies targeting CEE movers and evidence of their unequal outcomes in the west, and are in line with today’s nuanced expressions of racisms. By illustrating the ECJ’s role in addressing values pertinent to mobile CEE individuals, this study facilitates a fuller appreciation of the ECJ’s power in shaping and reflecting western-centric EU identity and policies. Engaging with such issues will not only allow us to better appreciate—and question—the ECJ’s legitimacy, but might also facilitate a better understanding of power dynamics within the EU. This study also makes significant theoretical and methodological contributions. It expands (and complicates) the application of postcolonial theory to contemporary intra-EU processes, while illustrating the usefulness of applying critical discourse analysis to exploring differentiation, exclusion, subordination and power within legal language

    Coaches as sport workers: professional agency within the employment context of elite European basketball

    Increased activity of multiple stakeholders (e.g. agents and owners) have created new challenges for some coaches working in professional sports clubs. The purpose of this project was to draw attention to the normative or accepted practices inherent in sport work, some of the day-to-day realities of some coaches working in this context, and to understand how coaches' perceptions of other stakeholders come to bear on their individual circumstances, career expectations/objectives and professional agency. Data were generated from semi-structured interviews with seven professional basketball coaches who worked in top-level European clubs. The analysis reveals the coach's relationships between some owners and agents differed with respect to exercising professional agency, and, coach's decisions and actions were tied to their professional ideals as well as understandings of what they need to undertake their work effectively and negotiation and/or adjustment strategies. Occasionally coach's work practices could be viewed as antithetical to employment security, however, the presence of insecurity was at times embraced and used strategically to affect workers' career decisions.     The Soft X-ray Imager (SXI) on the SMILE Mission

    The Soft X-ray Imager (SXI) is part of the scientific payload of the Solar wind Magnetosphere Ionosphere Link Explorer (SMILE) mission. SMILE is a joint science mission between the European Space Agency (ESA) and the Chinese Academy of Sciences (CAS) and is due for launch in 2025. SXI is a compact X-ray telescope with a wide field-of-view (FOV) capable of encompassing large portions of Earth’s magnetosphere from the vantage point of the SMILE orbit. SXI is sensitive to the soft X-rays produced by the Solar Wind Charge eXchange (SWCX) process produced when heavy ions of solar wind origin interact with neutral particles in Earth’s exosphere. SWCX provides a mechanism for boundary detection within the magnetosphere, such as the position of Earth’s magnetopause, because the solar wind heavy ions have a very low density in regions of closed magnetic field lines. The sensitivity of the SXI is such that it can potentially track movements of the magnetopause on timescales of a few minutes and the orbit of SMILE will enable such movements to be tracked for segments lasting many hours. SXI is led by the University of Leicester in the United Kingdom (UK) with collaborating organisations on hardware, software and science support within the UK, Europe, China and the United States

    A skill mismatch for migrant workers? Evidence from WageIndicator survey data

    Are overeducation and undereducation more common among migrants compared to domestic workers? If so, are overeducation and undereducation similar across migrants from various home countries and across various host countries? This chapter is aimed at unravelling the incidence of skill mismatch, defined as the situation in which workers occupy jobs for which lower or higher skill levels are required compared to their current educational level. We focus on the skill mismatch of domestic and migrant workers employed in 13 countries of the European Union, namely Belgium, the Czech Republic, Denmark, Finland, France, Hungary, Italy, the Netherlands, Poland, Slovakia, Spain, Sweden, and the United Kingdom. Due to data limitations countries such as Austria, Germany and Ireland could not be included, although in the recent past they have attracted a substantial number of migrants. Migrants are defined as workers not born in the country where they are currently living. In the sample they originate from more than 200 countries, thereby reflecting a heterogeneous group, ranging from those who have migrated for economic reasons and refugees, to expats, intercultural married couples and others. Theoretically based assumptions are used to try to explain overeducation on the basis of educational attainments and job levels. The analyses show, not surprisingly, that the higher the individual’s level of education, the more overeducation can be expected and the higher the individual’s job level, the less overeducation can be expected. Controls for firm size and industry reveal that overeducation occurs more often in small firms compared to large firms and more often in trade, transport and hospitality compared to the public sector. Recent labour market entrants, workers with a job on the side and female workers are more likely to be overqualified. A lack of transparency of credentials is assumed to increase the incidence of overeducation. Migrant workers who arrived in the host country at an adult age indeed are more likely to be characterised by overeducation. Employer discrimination is assumed to increase the incidence of overeducation. Indeed, first and second generation migrants and ethnic minorities are prone to labour market discrimination and this in turn increases the likelihood of overqualification
