Measuring enterprise impacts upon deprived areas.
There has been a growing interest amongst policy makers concerning the role of enterprise development in deprived areas. At present there is a lack of robust empirical evidence to demonstrate the actual contribution of enterprises to the alleviation of deprivation. While many existing studies rely on measuring the number of jobs created, this report presents a new methodology for measuring the contribution of different types of enterprises to disadvantaged areas using a wide range of economic and social indicators. The report begins by offering a conceptual overview of the types of impacts. The framework recognises the range of impacts received by a wide range of stakeholders, as shown in the figure below. The issue of enterprise success in deprived areas offers the promise of uniting the Government’s interests of economic competitiveness, social inclusion and neighbourhood renewal. In addition to a wide range of local and regional government policy, the types of national policy include: the Small Business Service’s Phoenix Fund and Business Link support services, the Department for Education and Skills’ New Entrepreneur Scholarship scheme, the Department for Work and Pensions’ New Deal for the Self-employed, H.M. Treasury’s Stamp Duty Relief, the Office of the Deputy Prime Minister’s Business Improvement Districts, the Department for Environment, Food and Rural Affairs’ support for rural businesses as well as many other non governmental initiatives aimed at enterprise development in deprived areas
The potential of trading activity income to fund third sector organisations operating in deprived areas
In the United Kingdom, as in other countries, Third Sector Organisations (TSOs) have been drawn towards income sources associated with trading activities (Teasdale, 2010), but many remain reliant on grant funding to support such activities (Chell, 2007). Using a multivariate analysis approach and data from the National Survey of Charities and Social Enterprises (NSCSE), it is found that trading activities are used relatively commonly in deprived areas. These organisations are also more likely to attempt to access public sector funds. This suggests policy-makers need to consider the impact of funding cuts on TSOs in the most deprived areas as TSOs are unlikely achieve their objectives without continuing support
Digital technology and governance in transition: The case of the British Library
Comment on the organizational consequences of the new information and communications technologies (ICTs) is pervaded by a powerful imagery of disaggregation and a tendency for ?virtual? forms of production to be seen as synonymous with the ?end? of bureaucracy. This paper questions the underlying assumptions of the ?virtual organization?, highlighting the historically enduring, diversified character of the bureaucratic form. The paper then presents case study findings on the web-based access to information resources now being provided by the British Library (BL). The case study evidence produces two main findings. First, radically decentralised virtual forms of service delivery are heavily dependent on new forms of capacity-building and information aggregation. Second, digital technology is embedded in an inherently contested and contradictory context of institutional change. Current developments in the management and control of digital rights are consistent with the commodification of the public sphere. However, the evidence also suggests that scholarly access to information resources is being significantly influenced by the ?information society? objectives of the BL and other institutional players within the network of UK research libraries
The epidemiology and outcomes of invasive \u3ci\u3eCandida\u3c/i\u3e infections among organ transplant recipients in the United States: results of the Transplant-Associated Infection Surveillance Network (TRANSNET)
Background: Invasive candidiasis (IC) is a common cause of mortality in solid organ transplant recipients (OTRs), but knowledge of epidemiology in this population is limited.
Method: The present analysis describes data from 15 US centers that prospectively identified IC from nearly 17 000 OTRs. Analyses were undertaken to determine predictors of infection and mortality.
Results: A total of 639 cases of IC were identified. The most common species was Candida albicans (46.3%), followed by Candida glabrata (24.4%) and Candida parapsilosis (8.1%). In 68 cases \u3e1 species was identified. The most common infection site was bloodstream (44%), followed by intra-abdominal (14%). The most frequently affected allograft groups were liver (41.1%) and kidney (35.3%). All-cause mortality at 90 days was 26.5% for all species and was highest for Candida tropicalis (44%) and C. parapsilosis (35.2%). Non-white race and female gender were more commonly associated with non-albicans species. A high rate of breakthrough IC was seen in patients receiving antifungal prophylaxis (39%). Factors associated with mortality include organ dysfunction, lung transplant, and treatment with a polyene antifungal. The only modifiable factor identified was choice of antifungal drug class based upon infecting Candida species.
Conclusion: These data highlight the common and distinct features of IC in OTRs
Are liver and renal lesions in East Greenland polar bears (Ursus maritimus) associated with high mercury levels?
BACKGROUND: In the Arctic, polar bears (Ursus maritimus) bio-accumulate mercury as they prey on polluted ringed seals (Phoca hispida) and bearded seals (Erignathus barbatus). Studies have shown that polar bears from East Greenland are among the most mercury polluted species in the Arctic. It is unknown whether these levels are toxic to liver and kidney tissue. METHODS: We investigated the histopathological impact from anthropogenic long-range transported mercury on East Greenland polar bear liver (n = 59) and kidney (n = 57) tissues. RESULTS: Liver mercury levels ranged from 1.1–35.6 μg/g wet weight and renal levels ranged from 1–50 μg/g wet weight, of which 2 liver values and 9 kidney values were above known toxic threshold level of 30 μg/g wet weight in terrestrial mammals. Evaluated from age-correcting ANCOVA analyses, liver mercury levels were significantly higher in individuals with visible Ito cells (p < 0.02) and a similar trend was found for lipid granulomas (p = 0.07). Liver mercury levels were significantly lower in individuals with portal bile duct proliferation/fibrosis (p = 0.007) and a similar trend was found for proximal convoluted tubular hyalinisation in renal tissue (p = 0.07). CONCLUSION: Based on these relationships and the nature of the chronic inflammation we conclude that the lesions were likely a result of recurrent infections and ageing but that long-term exposure to mercury could not be excluded as a co-factor. The information is important as it is likely that tropospheric mercury depletion events will continue to increase the concentrations of this toxic heavy metal in the Sub Arctic and Arctic marine food webs
The invisible plan: how English teachers develop their expertise and the special place of adapting the skills of lesson planning
This paper analyses how English teachers learn to become expert designers of learning and why sharing that expertise is increasingly vital. Its conceptual framework is the widely recognised, empirically tested, five-stage developmental Dreyfus model of skill acquisition, exemplifying the development of teacher expertise, constituted by the “milestone” [m] and “transitory” [t] phases connecting with the five stages of: Novice [m], Advanced Beginner [t], Competent [m], Proficient [t] and Expert [m]. Teacher planning is analysed as one key tacit or non-tangible component of developing expertise. Focusing specifically on English teachers as key participants in this pioneer teacher cognition study, the defining characteristics of milestone stages of expertise development are explored with specific attention to the remarkably under-researched area of planning. We introduce three new categories, defining modes of planning: (i) visible practical planning, (ii) external reflective planning and (iii) internal reflective planning, demonstrating their role in teacher development through the Dreyfus five stages. English is a subject which suffers from frequent disruptive changes to curriculum and assessment: new learning designs are constantly demanded, making planning an ongoing challenge. The implications for practice include the importance of an explicit understanding of how teachers’ planning moves through the three phases from the very “visible” novice phase to the internal relatively “automatic” competent teacher and finally the seemingly “invisible” expert phase. Further research is needed to explore how English teachers can share planning expertise between the three phases to improve teachers’ skills and student learning
Distrust by Design? Conceptualising the role of Trust and Distrust in the development of Further Education Policy and Practice in England
It would be relatively easy, and with good reason, to assume that social trust is a normatively good value to promote within institutions. Trust encourages cooperation between actors, and thus normalises policies, practices and behaviours that tend to work for the social good of all people, rather than just individuals. To assume all of this would also be to assume that trust should, in aspiration at least, be central to public policy design. However, I argue in this conceptual paper that the competitive landscape of the English Further Education sector in the years since Incorporation does not lend itself to the values of cooperation and social good. The extent to which forced competition has become normalised has made concerns over financial health commonplace around the boardroom in FE Colleges. In this context, perhaps the benefits associated with building and maintaining trust in this context are problematic. Perhaps it is important to consider whether in fact, distrust is fundamental to institutional survival? This paper draws upon three key theoretical concepts from the trust literature to conceptualise how the Further Education policy environment could necessitate measures which enlist organisations and individual actors towards objectives which are increasingly linked to competition, centrally devised standards and institutional survival. In this way, I suggest in this paper that strategies of distrust may be of greater use in the design of institutional policy, as the need to establish control encourages self-interested practices which take primacy over cooperation
Robotics and automation in the city: a research agenda
Globally cities are becoming experimental sites for new forms of robotic and automation technologies applied across a wide variety of sectors in multiple areas of economic and social
life. As these innovations leave the laboratory and factory, this paper analyses how robotics and automation systems are being layered upon existing urban digital networks, extending the
capabilities and capacities of human agency and infrastructure networks, and reshaping the city and citizen’s everyday experiences. To date, most work in this field has been speculative and isolated in nature. We set out a research agenda that goes beyond analysis of discrete applications and effects, to investigate how robotics and automation connect across urban domains and the implications for: differential urban geographies, the selective enhancement of individuals and collective management of infrastructures, the socio-spatial sorting of cities and the potential for responsible urban innovation
Population Objects: Interpassive Subjects
While Foucault described population as the object of biopower he did not investigate the practices that make it possible to know population. Rather, he tended to naturalise it as an object on which power can act. However, population is not an object awaiting discovery, but is represented and enacted by specific devices such as censuses and what I call population metrics. The latter enact populations by assembling different categories and measurements of subjects (biographical, biometric and transactional) in myriad ways to identify and measure the performance of populations. I account for both the object and subject by thinking about how devices consist of agencements, that is, specific arrangements of humans and technologies whose mediations and interactions not only enact populations but also produce subjects. I suggest that population metrics render subjects interpassive whereby other beings or objects take up the role and act in place of the subject
