    Participatory Irrigation Management : comparing theory with practice a case study of the Beni Amir irrigation scheme in Morocco

    International audienceParticipatory Irrigation Management (PIM) and Irrigation Management Transfer (IMT) are studied at three levels : the international literature, the policy and action taken in Morocco and field work in the Beni Amir large scale irrigation system. International literature argues that management will improve if users can take management decisions that are the outcome of local negotiations between stakeholders and based on local knowledge and normative frameworks. Since the 1980s, several governments have adopted these turnover programs, often as part of the requirements of a structural adjustment package negotiated with IMF and international development banks. This shows that in many countries the tight financial situation of governments has been important for introducing PIM/IMT. The management transfer from the State to Water Users Associations (WUAs) has been more successfully achieved in some places (Mexico, Colombia and Turkey), than in other places (India, Pakistan, Philippines). Literature provides explanations as success factors for PIM/IMT like relative strength of economy and central government, higher literacy and standard of living. These factors are largely valid for Morocco and thus raises the question about the Moroccan progress in the domain of PIM in large scale irrigation. PIM policy was introduced by the government in 1990 and specified in 1995 as a policy that should be progressively spread, selective depending on location, adapted to the physical and organizational environment, contractual with the water users as partner and finally provide financial advantages for the water users. Field research took place in the Beni Amir large-scale irrigation system in Morocco, situated 200 km south east of Casablanca, where PIM policy became an issue in 1990. In the context of disengagement of the Moroccan state, objectives of the regional government agency responsible for irrigation management in the area (named ORMVAT, Office régional de mise en valeur agricole du Tadla) are to evolve from a complete State management up to farm level, to a more participatory management.Recent field work in which a check list of management tasks performed by farmers was used, showed that, contrary to the policy objectives, WUAs in the Beni Amir system are weakly involved in decision making and hardly perform tasks in irrigation system management. We found that PIM implementation in Morocco does not comply with the theoretical models that have been developed in Mexico, Turkey, the Philippines or elsewhere. This proves the hypothesis that PIM is context-specific which requires that before attempting to implement major institutional reforms in the irrigation sector, it is necessary to understand the national as well as the local context, the opportunities it offers, and the constraints it places on successful institutional reform. Even though local conditions in Beni Amir somehow fit with some points of the theory related to PIM/IMT (i.e. water scarcity should stimulate irrigation reform, the relatively good performance of the infrastructure should permit that IMT programs take off relatively “quickly”, availability of cash money for farmers to pay water fees), PIM programs did not come off the ground in Beni Amir. Case specific reasons that could explain the hesitance of PIM/IMT implementation are i) the irrigated perimeter of Beni Amir, as it is managed nowadays by the ORMVAT, functions relatively well, ii) the society is characterised by relatively strong central rule, iii) rigid labour relations in the civil service and iv) farmers are hesitant to take over the irrigation management

    Introduced birds in urban remnant vegetation : does remnant size really matter?

    Introduced birds are a pervasive and dominant element of urban ecosystems. We examined the richness and relative abundance of introduced bird species in small (1&ndash;5 ha) medium (6&ndash;15 ha) and large (&gt;15 ha) remnants of native vegetation within an urban matrix. Transects were surveyed during breeding and non-breeding seasons. There was a significant relationship between introduced species richness and remnant size with larger remnants supporting more introduced species. There was no significant difference in relative abundance of introduced species in remnants of different sizes. Introduced species, as a proportion of the relative abundance of the total avifauna (native and introduced species), did not vary significantly between remnants of differing sizes. There were significant differences in the composition of introduced bird species between the different remnant sizes, with large remnants supporting significantly different assemblages than medium and small remnants. Other variables also have substantial effects on the abundance of introduced bird species. The lack of significant differences in abundance between remnant sizes suggests they were all equally susceptible to invasion. No patches in the urban matrix are likely to be unaffected by introduced species. The effective long-term control of introduced bird species is difficult and resources may be better spent managing habitat in a way which renders it less suitable for introduced species (e.g. reducing areas of disturbed ground and weed dominated areas).<br /

    Rift Valley fever in Kruger National Park : do buffalo play a role in the inter-epidemic circulation of virus?

    Rift Valley fever (RVF) is a zoonotic mosquito-borne virus disease of livestock and wild ruminants that has been identified as a risk for international spread. Typically, the disease occurs in geographically limited outbreaks associated with high rainfall events and can cause massive losses of livestock. It is unclear how RVF virus persists during inter-epidemic periods but cryptic cycling of the virus in wildlife populations may play a role. We investigated the role that free-living African buffalo (Syncerus caffer caffer) might play in inter-epidemic circulation of the virus and looked for geographic, age and sex patterns of Rift Valley fever virus (RVFV) infection in African buffalo. Buffalo serum samples were collected (n = 1615) in Kruger National Park (KNP), South Africa, during a period of 1996–2007 and tested for antibodies to RVF. We found that older animals were more likely to be seropositive for anti- RVFV antibody than younger animals, but sex was not correlated with the likelihood of being anti-RVFV antibody positive. We also found geographic variation within KNP; herds in the south were more likely to have acquired anti-RVFV antibody than herds farther north – which could be driven by host or vector ecology. In all years of the study between 1996 and 2007, we found young buffalo (under 2 years of age) that were seropositive for anti-RVFV antibody, with prevalence ranging between 0 and 27% each year, indicating probable circulation. In addition, we also conducted a 4-year longitudinal study on 227 initially RVFV seronegative buffalo to look for evidence of seroconversion outside known RVF outbreaks within our study period (2008–2012). In the longitudinal study, we found five individuals that seroconverted from anti-RVFV antibody negative to anti-RVFV antibody positive, outside of any detected outbreak.     Vaccination with DNA plasmids expressing Gn coupled to C3d or alphavirus replicons expressing Gn protects mice against rift valley fever virus

    Background: Rift Valley fever (RVF) is an arthropod-borne viral zoonosis. Rift Valley fever virus (RVFV) is an important biological threat with the potential to spread to new susceptible areas. In addition, it is a potential biowarfare agent. Methodology/Principal Findings: We developed two potential vaccines, DNA plasmids and alphavirus replicons, expressing the Gn glycoprotein of RVFV alone or fused to three copies of complement protein, C3d. Each vaccine was administered to mice in an all DNA, all replicon, or a DNA prime/replicon boost strategy and both the humoral and cellular responses were assessed. DNA plasmids expressing Gn-C3d and alphavirus replicons expressing Gn elicited high titer neutralizing antibodies that were similar to titers elicited by the live-attenuated MP12 virus. Mice vaccinated with an inactivated form of MP12 did elicit high titer antibodies, but these antibodies were unable to neutralize RVFV infection. However, only vaccine strategies incorporating alphavirus replicons elicited cellular responses to Gn. Both vaccines strategies completely prevented weight loss and morbidity and protected against lethal RVFV challenge. Passive transfer of antisera from vaccinated mice into naïve mice showed that both DNA plasmids expressing Gn-C3d and alphavirus replicons expressing Gn elicited antibodies that protected mice as well as sera from mice immunized with MP12. Conclusion/Significance: These results show that both DNA plasmids expressing Gn-C3d and alphavirus replicons expressing Gn administered alone or in a DNA prime/replicon boost strategy are effective RVFV vaccines.     Can sacrificial feeding areas protect aquatic plants from herbivore grazing? Using behavioural ecology to inform wildlife management

    Effective wildlife management is needed for conservation, economic and human well-being objectives. However, traditional population control methods are frequently ineffective, unpopular with stakeholders, may affect non-target species, and can be both expensive and impractical to implement. New methods which address these issues and offer effective wildlife management are required. We used an individual-based model to predict the efficacy of a sacrificial feeding area in preventing grazing damage by mute swans (Cygnus olor) to adjacent river vegetation of high conservation and economic value. The accuracy of model predictions was assessed by a comparison with observed field data, whilst prediction robustness was evaluated using a sensitivity analysis. We used repeated simulations to evaluate how the efficacy of the sacrificial feeding area was regulated by (i) food quantity, (ii) food quality, and (iii) the functional response of the forager. Our model gave accurate predictions of aquatic plant biomass, carrying capacity, swan mortality, swan foraging effort, and river use. Our model predicted that increased sacrificial feeding area food quantity and quality would prevent the depletion of aquatic plant biomass by swans. When the functional response for vegetation in the sacrificial feeding area was increased, the food quantity and quality in the sacrificial feeding area required to protect adjacent aquatic plants were reduced. Our study demonstrates how the insights of behavioural ecology can be used to inform wildlife management. The principles that underpin our model predictions are likely to be valid across a range of different resource-consumer interactions, emphasising the generality of our approach to the evaluation of strategies for resolving wildlife management problems

    Higher risk of gastrointestinal parasite infection at lower elevation suggests possible constraints in the distributional niche of Alpine marmots

    Alpine marmots Marmota marmota occupy a narrow altitudinal niche within high elevation alpine environments. For animals living at such high elevations where resources are limited, parasitism represents a potential major cost in life history. Using occupancy models, we tested if marmots living at higher elevation have a reduced risk of being infected with gastrointestinal helminths, possibly compensating the lower availability of resources (shorter feeding season, longer snow cover and lower temperature) than marmots inhabiting lower elevations. Detection probability of eggs and oncospheres of two gastro-intestinal helminthic parasites, Ascaris laevis and Ctenotaenia marmotae, sampled in marmot feces, was used as a proxy of parasite abundance. As predicted, the models showed a negative relationship between elevation and parasite detectability (i.e. abundance) for both species, while there appeared to be a negative effect of solar radiance only for C. marmotae. Site-occupancy models are used here for the first time to model the constrains of gastrointestinal parasitism on a wild species and the relationship existing between endoparasites and environmental factors in a population of free-living animals. The results of this study suggest the future use of site-occupancy models as a viable tool to account for parasite imperfect detection in ecoparasitological studies, and give useful insights to further investigate the hypothesis of the contribution of parasite infection in constraining the altitudinal niche of Alpine marmots
