    Supporting public decision making in policy deliberations: An ontological approach

EParticipation aims to enhance citizen involvement in public governance activities through the use of information and communication technologies. An innovative approach towards this objective is exploiting the potentials of semantic web technologies centred on conceptual knowledge models in the form of ontologies. Ontologies are generally defined as explicit human and computer shared views on the world of particular domains. In this paper, the potentials and benefits of using ontologies for policy deliberation processes are discussed. Previous work is then extended and synthesised to develop a deliberation ontology. The ontology aims to define the necessary semantics in order to structure and interrelate the stages and various activities of deliberation processes with legal information, participant stakeholders and their associated arguments.     Escherichia coli contamination and health aspects of soil and tomatoes (Solanum lycopersicum L.) subsurface drip irrigated with on-site treated domestic wastewater.

    Faecal contamination of soil and tomatoes irrigated by sprinkler as well as surface and subsurface drip irrigation with treated domestic wastewater were compared in 2007 and 2008 at experimental sites in Crete and Italy. Wastewater was treated by Membrane Bio Reactor (MBR) technology, gravel filtration or UV-treatment before used for irrigation. Irrigation water, soil and tomato samples were collected during two cropping seasons and enumerated for the faecal indicator bacterium Escherichia coli and helminth eggs. The study found elevated levels of E. coli in irrigation water (mean: Italy 1753 cell forming unit (cfu) per 100 ml and Crete 488 cfu per 100 ml) and low concentrations of E. coli in soil (mean: Italy 95 cfu g(-1) and Crete 33 cfu g(-1)). Only two out of 84 tomato samples in Crete contained E. coli (mean: 2700 cfu g(-1)) while tomatoes from Italy were free of E. coli. No helminth eggs were found in the irrigation water or on the tomatoes from Crete. Two tomato samples out of 36 from Italy were contaminated by helminth eggs (mean: 0.18 eggs g(-1)) and had been irrigated with treated wastewater and tap water, respectively. Pulsed Field Gel Electrophoresis DNA fingerprints of E. coli collected during 2008 showed no identical pattern between water and soil isolates which indicates contribution from other environmental sources with E. coli, e.g. wildlife. A quantitative microbial risk assessment (QMRA) model with Monte Carlo simulations adopted by the World Health Organization (WHO) found the use of tap water and treated wastewater to be associated with risks that exceed permissible limits as proposed by the WHO (1.0 × 10(-3) disease risk per person per year) for the accidental ingestion of irrigated soil by farmers (Crete: 0.67 pppy and Italy: 1.0 pppy). The QMRA found that the consumption of tomatoes in Italy was deemed to be safe while permissible limits were exceeded in Crete (1.0 pppy). Overall the quality of tomatoes was safe for human consumption since the disease risk found on Crete was based on only two contaminated tomato samples. It is a fundamental limitation of the WHO QMRA model that it is not based on actual pathogen numbers, but rather on numbers of E. coli converted to estimated pathogen numbers, since it is widely accepted that there is poor correlation between E. coli and viral and parasite pathogens. Our findings also stress the importance of the external environment, typically wildlife, as sources of faecal contamination

    Effect of Organic Fertilizers on Avocado Trees (Cvs. Fuerte, Hass, Lamb Hass) in Western Crete, a Cool Subtropical Region

    The market for avocado is one of the fastest expanding worldwide, inclduing the Mediterranean basin. Organic farming systems cannot make use of synthetic fertilizers and therefore rely on several cultural techniques to maintain vigorous young trees and for quick shoot development, satisfactory yield, and fruit quality. We studied the effect of three different organic products (Terra Insecta (R) (Aeiphoria-Sustainable products of Crete, Chania, Greece), Fruit-Fix (R), and AMINO-16 (R) (both products manufactured by EVYP, Sindos, Thessaloniki, Greece) on avocado plants in the cool subtropical area of southern Greece. Three experiments were carried out, two of them on young avocado trees, and the third one on mature, fully productive trees. The establishment success (ES) (%), plants with shoot induction (SI) (%), plants with shoot growth >= 3 cm (SG) (%), number of sprouted buds >= 3 cm per plant (SB), mean shoot length (cm) per plant (SL), total shoot length (cm) per plant (TSL), mean leaf number per plant (LN), and total leaf number per plant (TLN) were measured in the first and second experiments, while in the third experiment, fruit growth parameters (length, width, fruit weight, fruit weight increase (FWI)) and fruit quality parameters (dry matter, oil concentration, dry matter, and oil concentration increase) were measured. The application of 0.2 K of Terra Insecta (R) to the planting hole did not have any statistically significant effect on plant growth, but when added around the trunk, statistically higher values were observed for SB, SL, LN, TSL, and TLN in the Terra Insecta (R) treatment compared to the control. Fruit-Fix (R) application to Lamb Hass avocado trees resulted in significant differences in ES, SI, SG, SL, TSL, LN, and TLN, and in the Hass variety, in SB. In the AMINO-16 (R) experiment, the fruit dimensions, quality parameters, and yield of the Hass variety were not recorded as significantly different. However, in the Fuerte variety, FW increased by 119.3% in the AMINO-16 (R) treatment. The effect of the organic fertilizers used in this research showed noticeable results requiring studies to be carried out over more seasons, different tree ages, cultivation methods, and stress conditions

    Management options influence seasonal CO2 soil emissions in Mediterranean olive ecosystems

    Field trials were conducted at traditional Mediterranean olive agro-ecosystems grown at two locations (Italy –IT, Greece –GR). Groves were managed for many years using sustainable (S, cover crops, compost application, mulching of pruning biomass) or conventional (C) practices (e.g., soil tillage, burning of pruning residuals). The IT grove was rainfed (RAIN) while the GR was irrigated (IRR). This study examined the seasonal variation of soil CO2 emission (Rs) to explore the effect of the management options (C, S) on Rs at both sites. The second aim was to test the hypothesis that the seasonal Rs is differentially modulated by soil temperature and moisture, namely that (i) soil moisture limits Rs when it is below the lower limit of the readily available water (RAWLLim) and (ii) soil temperature above a threshold (max_T) reduces Rs even if soil moisture is non limiting. On the whole-season basis, the mean Rs rate at the rainfed site was 2.17 ± 0.06 (SE) at CRAIN and 2.32 ± 0.06 μmol CO2 m−2 s–1 at SRAIN plot, while at the irrigated site Rs was about 3.64 ± 0.11 (CIRR) and 4.05 ± 0.15 μmol CO2 m−2 s–1 (SIRR). The seasonal oscillation of Rs was consistent across locations and partitionable in three periods according to DOY (Day of Year) interval: Phase I (DOY 20–103 –GR; 20–118 -IT), Phase II (DOY 141÷257, GR; 142–257, IT) and Phase III (DOY 291–357, GR; 286–350, -IT). Pooling all the Rs data across sites and managements, max_T was ∼ 20 °C discriminating a differential response of Rs when soil moisture was < or > RAWLLim. These differential modulations exerted by temperature and moisture were integrated into a conditional model developed with a repeated random subsampling cross-validation procedure to effectively (R2 = 0.84) predict Rs. This paper mechanistically describes the interaction of the environment (soil moisture and temperature) and the management options (S, C) under various moisture conditions on Rs and would support carbon flux accounting procedures (e.g., regulating ecosystem services) tailored to the estimation of sink/source capability of traditional olive agro-ecosystem within environmental-friendly agricultural domains

    HNBR and its MWCNT reinforced nanocomposites : Crystalline morphology and electrical response

    Morphology and electrical response of hydrogenated acrylonitrile butadiene rubber (HNBR) and its multiwall carbon nanotube (MWCNT) reinforced nanocomposites were studied by means of x-ray diffraction and broadband dielectric spectroscopy. HNBR systems were found to be semi-crystalline, with their crystallinity to increase with the addition of MWCNTs. In their dielectric spectra, four relaxation processes were detected. Ascending in relaxation time, these were attributed to: (i) interfacial polarization at the interface of crystalline and amorphous regions of HNBR and at the interface between HNBR and MWCNTs, (ii) glass to rubber transition of the amorphous part of HNBR, (iii) rearrangement of polar side groups, such as –CN, and (iv) local motions of small segments of the main elastomer chain. Electrical conductivity increases with MWCNT content and frequency increasing. The effect of temperature, on the electrical response, is more pronounced at low frequencies. The temperature dependence of the electrical conductivity strongly deviates from a pure Arrhenius behavior, signifying that the occurring conductance mechanisms do not correspond to a single thermally activated process. Relaxation dynamics imply that crystalline regions exert motion restrictions to large segments of the macromolecules in the amorphous phase and to polar parts of the systems

    The police and the far right in Greece::a case study of police voting behaviour in Athens

    The electoral advance of the far right party of Golden Dawn has left a clear mark on the Greek parliamentary elections of 2012. A less debated aspect of these results involves the extent of the electoral influence of Golden Dawn among police personnel. Using electoral data from two districts in Greece’s capital city, this paper explores the extent of that influence among major front line police units based in those localities. Our analysis obtains clear indications that Golden Dawn’s presence has been much more emphatic among police personnel than among the general public. These results warrant further exploration of this development, particularly in light of the possibility that far-right ideology may influence the character of everyday policing in Greece and the use of police discretion at the detriment of vulnerable or politically undesirable groups
