    Development plan for Malta : 1973-1980 : a strategy for independence and employment

    Development plans are usually characterised by a strong emphasis on the economic aspects of development. This explains or is at least one of the reasons why development plans are sometimes heavily criticised. But economic aspects can only be emphasized or maybe overemphasized but not dealt with in a separate manner. Although it is true that the economic, social and political aspects of development can be distinguished for analytical convenience, they can never be divided from each other. It is the purpose of this article to evaluate the broad economic, social and political strategy of the Development Plan for Malta 1973-1980, further to be referred to as the Plan. The objectives and policies of the Plan will be investigated without going into the specific and detailed aspects. It will rather concentrate upon the interdependence of the objectives and policies and how the Plan arrives at a deliberate and consistent strategy.peer-reviewe

    Cable Design for FAIR SIS 300

    GSI, Darmstadt is preparing to build FAIR (Facility for Antiproton and Ion Research) which include SIS 300, a 300T - m fast-ramping heavy ion synchrotron. Dipoles for this ring will be 2.9 m long, producing 6 T over a 100 mm coil aperture and ramped at 1 T/s. The cable for these dipoles must have low losses and produce acceptable field distortions during the fast ramp. We plan to achieve this objective by using fine (~ 3 mum) filaments of NbTi in a wire with an interfilamentary matrix of CuMn to reduce proximity coupling and increase the transverse resistivity. The Rutherford cable have a thin stainless steel core and the wires will be coated with SnAg solder which has been oxidized, using a recipe similar to that developed at CERN, to increase the adjacent strand resistance Ra. Measurements of crossover strand resistance Re and Ra in cored cable with oxidized SnAg coating will be presented, together with data on critical current, persistent current magnetization and eddy current coupling in a wire with ultra fine filaments and a CuMn matrix in the interfilamentary region of the wire. These data will be used to predict losses and field distortion in the SIS 300 dipole and optimize the final design of cable for FAIR

    Monitoring kinetic and frequency-domain properties of eyelid responses in mice with magnetic distance measurement technique

    Classical eye-blink conditioning in mutant mice can be used to study the molecular mechanisms underlying associative learning. To measure the kinetic and frequency domain properties of conditioned (tone - periorbital shock procedure) and unconditioned eyelid responses in freely moving mice, we developed a method that allows adequate, absolute, and continuous determination of their eyelid movements in time and space while using an electrical shock as the unconditioned stimulus. The basic principle is to generate a local magnetic field that moves with the animal and that is picked up by either a field-sensitive chip or coil. With the use of this magnetic distance measurement technique (MDMT), but not with the use of electromyographic recordings, we were able to measure mean latency, peak amplitude, velocity, and acceleration of unconditioned eyelid responses, which equaled 7.9 +/- 0.2 ms, 1.2 +/- 0.02 mm, 28.5 +/- 1 mm/s, and 637 +/- 22 mm/s(2), respectively (means +/- SD). During conditioning, the mice reached an average of 78% of conditioned responses over four training sessions, while animals that were subjected to randomly paired conditioned and unconditioned stimuli showed no significant increases. The mean latency of the conditioned responses decreased from 222 +/- 40 ms in session 2 to 127 +/- 6 ms in session 4, while their mean peak latency increased from 321 +/- 45 to 416 +/- 67 ms. The mean peak amplitudes, peak velocities, and peak acceleration of these responses increased from 0.62 +/- 0.02 to 0.77 +/- 0.02 mm, from 3.9 +/- 0.3 to 7.7 +/- 0.5 mm/s, and from 81 +/- 7 to 139 +/- 10 mm/s(2), respectively. Power spectra of acceleration records illustrated that both the unconditioned and conditioned responses of mice had oscillatory properties with a dominant peak frequency close to 25 Hz that was not dependent on training session, interstimulus interval, or response size. These data show that MDMT can be used to measure the kinetics and frequency domain properties of conditioned eyelid responses in mice and that these properties follow the dynamic characteristics of other mammals

    Cored Rutherford cables for the GSI fast ramping synchrotron

    The new heavy ion synchrotron facility proposed by GSI will have two superconducting magnet rings in the same tunnel, with rigidities of 200 T/spl middot/m and 100 T/spl middot/m. Fast ramp times are needed, which can cause significant problems for the magnets, particularly in the areas of ac loss and field distortion. This paper discusses the 200 T/spl middot/m ring, which will use Cos/spl theta/ magnets based on the RHIC dipole design. We discuss the reasons for choosing Rutherford cable with a resistive core and report loss measurements carried out on cable samples. These measurements are compared with theoretical calculations using measured values of inter-strand resistance. Reasonably good agreement is found, but there are indications of nonuniformity in the adjacent resistance R/sub a/. Using these measured parameters, losses and temperature rise are calculated for a RHIC dipole in the operating cycle of the accelerator.     Nb3_3Sn conductor development and characterization for NED

    The main purpose of Next European Dipole (NED) project is to design and to build an Nb3_{3}Sn ~ 15 T dipole magnet. Due to budget constraints, NED is mainly focused on superconducting cable development and production. In this work, an update is given on the NED conductor development by Alstom-MSA and SMI, which uses, respectively, Internal-Tin-Diffusion and Powder-In-Tube methods, with the aim of reaching a non-copper critical current density of ~ 3000 A/mm2 at 12 T and 4.2 K. Characterization results, including critical current and magnetization data, are presented and discussed, as well, for conductors already developed by both companies for this project. SMI succeeded to produce a strand with 50 µm diameter filaments and with a critical current of ~ 1400 A at 4.2 K and 12 T, corresponding to a non-copper critical current density of ~ 2500 A/mm2. Cabling trials with this strand were successfully carried out at LBNL

    Screen-based identification and validation of four new ion channels as regulators of renal ciliogenesis

To investigate the contribution of ion channels to ciliogenesis, we carried out a small interfering RNA (siRNA)-based reverse genetics screen of all ion channels in the mouse genome in murine inner medullary collecting duct kidney cells. This screen revealed four candidate ion channel genes: Kcnq1, Kcnj10, Kcnf1 and Clcn4. We show that these four ion channels localize to renal tubules, specifically to the base of primary cilia. We report that human KCNQ1 Long QT syndrome disease alleles regulate renal ciliogenesis; KCNQ1-p. R518X, -p.A178T and -p.K362R could not rescue ciliogenesis after Kcnq1-siRNA-mediated depletion in contrast to wild-type KCNQ1 and benign KCNQ1-p.R518Q, suggesting that the ion channel function of KCNQ1 regulates ciliogenesis. In contrast, we demonstrate that the ion channel function ofKCNJ10 is independent of its effect on ciliogenesis. Our data suggest that these four ion channels regulate renal ciliogenesis through the periciliary diffusion barrier or the ciliary pocket, with potential implication as genetic contributors to ciliopathy pathophysiology. The new functional roles of a subset of ion channels provide new insights into the disease pathogenesis of channelopathies, which might suggest future therapeutic approaches
