Strengthening impact assessment: a call for integration and focus
We suggest that the impact assessment community has lost its way based on our observation that impact assessment is under attack because of a perceived lack of efficiency. Specifically, we contend that the proliferation of different impact assessment types creates separate silos of expertise and feeds arguments for not only a lack of efficiency but also a lack of effectiveness of the process through excessive specialisation and a lack of interdisciplinary practice. We propose that the solution is a return to the basics of impact assessment with a call for increased integration around the goal of sustainable development and focus through better scoping. We rehearse and rebut counter arguments covering silo-based expertise, advocacy, democracy, sustainability understanding and communication. We call on the impact assessment community to rise to the challenge of increasing integration and focus, and to engage in the debate about the means of strengthening impact assessment
Correlated local distortions of the TlO layers in TlBaCuO: An x-ray absorption study
We have used the XAFS (x-ray-absorption fine structure) technique to
investigate the local structure about the Cu, Ba, and Tl atoms in orthorhombic
Tl-2201 with a superconducting transition temperature T=60 K. Our results
clearly show that the O(1), O(2), Cu, and Ba atoms are at their ideal sites as
given by the diffraction measurements, while the Tl and O(3) atoms are more
disordered than suggested by the average crystal structure. The Tl-Tl distance
at 3.5 \AA{ } between the TlO layers does not change, but the Tl-Tl distance at
3.9 \AA{ } within the TlO layer is not observed and the Tl-Ba and Ba-Tl peaks
are very broad. The shorter Tl-O(3) distance in the TlO layer is about 2.33
\AA, significantly shorter than the distance calculated with both the Tl and
O(3) atoms at their ideal sites ( 0 or ). A model based
on these results shows that the Tl atom is displaced along the
directions from its ideal site by about 0.11 \AA; the displacements of
neighboring Tl atoms are correlated. The O(3) atom is shifted from the $4e$
site by about 0.53 \AA{ } roughly along the directions. A comparison of
the Tl L-edge XAFS spectra from three samples, with T=60 K, 76 K,
and 89 K, shows that the O environment around the Tl atom is sensitive to T
while the Tl local displacement is insensitive to T and the structural
symmetry. These conclusions are compared with other experimental results and
the implications for charge transfer and superconductivity are discussed. This

Alternative and complementary therapies in osteoarthritis and cartilage repair
Osteoarthritis (OA) is the most common joint condition and, with a burgeoning ageing population, is due to increase in prevalence. Beyond conventional medical and surgical interventions, there are an increasing number of ‘alternative’ therapies. These alternative therapies may have a limited evidence base and, for this reason, are often only afforded brief reference (or completely excluded) from current OA guidelines. Thus, the aim of this review was to synthesize the current evidence regarding autologous chondrocyte implantation (ACI), mesenchymal stem cell (MSC) therapy, platelet-rich plasma (PRP), vitamin D and other alternative therapies. The majority of studies were in knee OA or chondral defects. Matrix-assisted ACI has demonstrated exceedingly limited, symptomatic improvements in the treatment of cartilage defects of the knee and is not supported for the treatment of knee OA. There is some evidence to suggest symptomatic improvement with MSC injection in knee OA, with the suggestion of minimal structural improvement demonstrated on MRI and there are positive signals that PRP may also lead to symptomatic improvement, though variation in preparation makes inter-study comparison difficult. There is variability in findings with vitamin D supplementation in OA, and the only recommendation which can be made, at this time, is for replacement when vitamin D is deplete. Other alternative therapies reviewed have some evidence (though from small, poor-quality studies) to support improvement in symptoms and again there is often a wide variation in dosage and regimens. For all these therapeutic modalities, although controlled studies have been undertaken to evaluate effectiveness in OA, these have often been of small size, limited statistical power, uncertain blindness and using various methodologies. These deficiencies must leave the question as to whether they have been validated as effective therapies in OA (or chondral defects). The conclusions of this review are that all alternative interventions definitely require clinical trials with robust methodology, to assess their efficacy and safety in the treatment of OA beyond contextual and placebo effects
The Kondo Resonance in Electron Spectroscopy
The Kondo resonance is the spectral manifestation of the Kondo properties of
the impurity Anderson model, and also plays a central role in the dynamical
mean-field theory (DMFT) for correlated electron lattice systems. This article
presents an overview of electron spectroscopy studies of the resonance for the
4f electrons of cerium compounds, and for the 3d electrons of V_2O_3, including
beginning efforts at using angle resolved photoemission to determine the
k-dependence of the resonance. The overview includes the comparison and
analysis of spectroscopy data with theoretical spectra as calculated for the
impurity model and as obtained by DMFT, and the Kondo volume collapse
calculation of the cerium alpha-gamma phase transition boundary, with its

Раскрываются вопросы организационно-экономического обеспечения электронной промышленности в рамках организационно-экономического механизма развития электронной промышленности на инновационной основе, который регламентирует деятельность государственных, отраслевых и предпринимательских структур, обеспечивающих развитие электронной промышленности.

The paper deals with the issues of organizational and economic support of electronic industry in the framework of the organizational and economic mechanism of the above industry development on the basis of innovation. It regulates the activities of the government, sectoral and business organizations, which provide the development of the electronic industry. The proposalsare as follows: to work out a State Program of Development of the Electronic Industry, andto create a sectoral information system, a cluster “development of the electronic industry”, holding the electronic industry, a sectoral technology transfer system, training educational and scientific centres for the engineering staff. It is shown that at a corporate level the development of electronic industry is promoted by establishment of production facilities with the use of well-known brands and foreign electronic productions, technologies transfer with consideration of supply channels, introduction of business market mechanisms, IPC standards, and production information systems PDM/PLM.
A specific feature of these measures is that to develop the issues of financial and economic, technical and technological, innovation and market support of the electronic industry development the methods of grouping, generalization of economic indicators received from the enterprises of this industry, and economic mathematical modelling using a correlation regression and structural logical analysis have been used. The application of these methods suggests that the use of the organizational and economic support contributes to promising development of the electronic industry in Ukraine which consists in formation of the core of the electronic industry and its integration in the world electronic space in the future.

The Lingering Environmental Impact of Repressive Governance: The Environmental Legacy of the Apartheid Era for the New South Africa
This article aims to explore the historical link between contemporary environmental problems and the environmental, economic and political policies of the apartheid government. The analysis draws on an examination of the detrimental environmental impacts of the apartheid era and how international isolation impacted on governmental environmental management in the country, before turning attention to the way in which the ANC government has managed the South African natural and human environments in the period after 1994. The article shows that despite many important new developments since 1994, that there are high levels of continuity between the environmental management practices of the old and the new regimes. This state of affairs negatively impacts on the ability of the ANC government to provide every South African citizen with the clean and safe environment guaranteed to all within the 1996 Bill of Rights.This article also appeared unchanged as a chapter in the following edited collection: Jan Oosthoek and Barry K. Photoabsorption and photoion spectroscopy of atomic uranium in the region of 6p and 5d excitations
The photoabsorption process in atomic uranium has been investigated experimentally and theoretically in the 15–150-eV region. Using the dual laser plasma technique, the 6p photoabsorption spectrum has been recorded while for the first time the 5d region has been remeasured photoelectrically using both photoabsorption and photoion spectroscopy. Interpretation of the photoabsorption spectra is supported by Hartree-Fock calculations which take into account spin-flip decay and the interaction of many discrete states with many continua. The 6p spectrum is entirely dominated by spin-orbit split 6p⃗6d transitions. The 5d-subshell photoabsorption is shown to consist predominantly of discrete 5d⃗5f excitations; here the electrostatic and spin-orbit interactions are comparable in strength
BSHI/BTS guidance on crossmatching before deceased donor kidney transplantation.
All UK H&I laboratories and transplant units operate under a single national kidney offering policy, but there have been variations in approach regarding when to undertake the pre-transplant crossmatch test. In order to minimize cold ischaemia times for deceased donor kidney transplantation we sought to find ways to be able to report a crossmatch result as early as possible in the donation process. A panel of experts in transplant surgery, nephrology, specialist nursing in organ donation and H&I (all relevant UK laboratories represented) assessed evidence and opinion concerning five factors that relate to the effectiveness of the crossmatch process, as follows: when the result should be ready for reporting; what level of donor HLA typing is needed; crossmatch sample type and availability; fairness and equity; risks and patient safety. Guidelines aimed at improving practice based on these issues are presented, and we expect that following these will allow H&I laboratories to contribute to reducing CIT in deceased donor kidney transplantation
