    The Total Resource Management Program provides an example of how professional development programs can implement participatory approaches to professional development. The pilot project of the Texas Cooperative Extension and collaborators provides opportunity for natural resource management professionals to participate in training exercises relating the principles of strategic management to natural resource management while interacting in a multi-disciplinary training workshop that allows for not only learning from the instructors, but also from their colleagues and peers.     Implementing tradable permits for sulfur oxides emissions : a case study in the South Coast Air Basin

    Tradable emissions permits have important theoretical advantages over source-specific technical standards as a means for controlling pollution. Nonetheless, difficulties can arise in trying to implement an efficient, competitive market in emissions permits. Simple workable versions of the market concept may fail to achieve the competitive equilibrium, or to take account of important complexities in the relationship between the pattern of emissions and the geographical distribution of pollution. Existing regulatory law may severely limit the range of market opportunities that states can adopt. This report examines the feasibility of tradable permits for controlling particulate sulfates in the Los Angeles airshed. Although the empirical part of the paper deals with a specific case, the methods developed have general applicability. Moreover, the particular market design that is proposed -- an auction process that involves no net revenue collection by the state -- has attractive features as a general model

    Phonon-Induced Rabi-Frequency Renormalization of Optically Driven Single InGaAs/GaAs Quantum Dots

L. by the Royal Society.We study optically driven Rabi rotations of a quantum dot exciton transition between 5 and 50 K, and for pulse areas of up to 14 pi. In a high driving field regime, the decay of the Rabi rotations is nonmonotonic, and the period decreases with pulse area and increases with temperature. By comparing the experiments to a weak-coupling model of the exciton-phonon interaction, we demonstrate that the observed renormalization of the Rabi frequency is induced by fluctuations in the bath of longitudinal acoustic phonons, an effect that is a phonon analogy of the Lamb shift.Peer reviewe

    Developmental remodeling of relay cells in the dorsal lateral geniculate nucleus in the absence of retinal input

    Background The dorsal lateral geniculate nucleus (dLGN) of the mouse has been an important experimental model for understanding thalamic circuit development. The developmental remodeling of retinal projections has been the primary focus, however much less is known about the maturation of their synaptic targets, the relay cells of the dLGN. Here we examined the growth and maturation of relay cells during the first few weeks of life and addressed whether early retinal innervation affects their development. To accomplish this we utilized themath5 null (math5−/−) mouse, a mutant lacking retinal ganglion cells and central projections. Results The absence of retinogeniculate axon innervation led to an overall shrinkage of dLGN and disrupted the pattern of dendritic growth among developing relay cells. 3-D reconstructions of biocytin filled neurons frommath5−/− mice showed that in the absence of retinal input relay cells undergo a period of exuberant dendritic growth and branching, followed by branch elimination and an overall attenuation in dendritic field size. However, math5−/− relay cells retained a sufficient degree of complexity and class specificity, as well as their basic membrane properties and spike firing characteristics. Conclusions Retinal innervation plays an important trophic role in dLGN development. Additional support perhaps arising from non-retinal innervation and signaling is likely to contribute to the stabilization of their dendritic form and function

    Survey of micrometeorological parameters within a forest canopy at Fort Polk, Louisiana, A

    CER80-81WZS-FWL-WEM44.Includes bibliographical references (page 44).February 1982.A field investigation of micrometeorological parameters inside and above a forest canopy at Fort Polk, Louisiana, was conducted in conjunction with the Atmospheric Sciences Laboratory Dusty Infrared Test IIIA. The three orthogonal components of the wind, ory- and wet-bulb temperatures and total solar radiation were measured inside this forest canopy by means of an instrumented meteorological tower. In addition, turbulence inside the forest canopy was monitored by means of hot-wire anemometers. Tethersonde balloon sounding above the forest canopy was further performed. The meteorological data was reduced by means of three different statistical methods. Single sample period values, one-minute sample averages and sequential sample values were computed. The latter two methods led to the construction of time series which can readily be used to perform advanced statistical analyses. Totals of 27 h 29 min of meteorological tower data and 2 h 50 min of balloon data were reduced. The results are presented in tabular form in 1422 tables and partially displayed in 1795 figures under separate cover in view of their large volume. Selected samples of the results are, however, presented herein. The results supply a data base for analyses of airflow in a forest canopy. Suggestions for future work of significance for mission-oriented cases and for modeling of airflow in a forest canopy are outlined.Contract DAAG29-76-D-0100 conducted for the U.S. Army Atmospheric Sciences Laboratory, White Sands Missile Range
