    Is All Campaigning Equally Positive? The Impact of District Level Campaigning on Voter Turnout at the 2010 British General Election

    A significant comparative literature suggests that campaigning efforts by political parties impact positively, both in terms of mobilization and turnout. However, effects are not uniform. They may be affected by the electoral system used, the electoral circumstances and effectiveness of party management. Studies of district-level constituency campaigning in Britain have identified two important trends. First, that effective targeting is a core component of a successful district campaign strategy in terms of delivering electoral payoffs and that, over time, political parties have become better at targeting resources where they are needed most. While improvements in targeting have helped ensure that all three principal parties’ campaigns have tended to deliver electoral payoffs, a question has arisen as to whether increasingly ruthless partisan targeting by parties could have detrimental effects on overall levels of turnout. Second, they have shown how campaign techniques are continuously being modernised but that, despite these changes, just as in other democracies, more traditional labour-intensive campaigning tends to produce stronger electoral payoffs. This article therefore considers three questions in respect of the impact of district level campaigns on turnout: whether the combined campaign efforts of the three principal parties in Britain are associated with higher levels of turnout; whether the different campaigning styles of parties affect levels of turnout equally; and whether the campaigning efforts of different parties have differential effects on turnout and whether intense partisan targeting does indeed impact upon turnout overall. It shows that while campaigning boosts turnout, the impact varies by campaign technique and by party, as a function not only of targeting but also of electoral context

However, the impact of such campaigning varies depending upon the electoral context and the effectiveness of campaign management. Debate also exists in respect of the relative impact of traditional versus more modern campaign techniques, as well as between campaign techniques that incur cost and those that are carried out voluntarily. Such debates are of interest not only to academics and political parties, but also to regulators when considering whether to restrict campaign spending in the interests of electoral parity. This article uses candidate spending data and responses to an extensive survey of election agents at the British General Election of 2010 to assess the impact of both campaign expenditure and free, voluntary labour on electoral performance. It suggests that both have some independent impact, but that impact varies by party. The implications of these results are highly significant in both academic and regulatory terms—campaign expenditure can affect electoral outcomes but these effects are offset to some extent by voluntary efforts

    One of the most important and commonly encountered evidence types that can be recovered at crime scenes are biological fluids. Due to the ephemeral nature of biological fluids and the valuable DNA that they can contain, it is fundamental that these are documented extensively and recovered rapidly. Locating and identifying biological fluids can prove a challenging task but can aid in reconstructing a sequence of events. Alternate light sources (ALS) offer powerful non-invasive methods for locating and enhancing biological fluids utilising different wavelengths of light. Current methods for locating biological fluids using ALS's may be time consuming, as they often require close range searching of potentially large crime scenes. Subsequent documentation using digital cameras and alternate light sources can increase the investigation time and due to the cameras low dynamic range, photographs can appear under or over exposed. This study presents a technique, which allows the simultaneous detection and visualisation of semen and saliva utilising a SceneCam 360° camera (Spheron VR AG), which was adapted to integrate a blue Crime Lite XL (Foster+Freeman). This technique was investigated using different volumes of semen and saliva, on porous and non-porous substrates, and the ability to detect these at incremental distances from the substrate. Substrate type and colour had a significant effect on the detection of the biological fluid, with limited fluid detection on darker substrates. The unique real-time High Dynamic range (HDR) ability of the SceneCam significantly enhanced the detection of biological fluids where background fluorescence masked target fluorescence. These preliminary results are presented as a proof of concept for combining 360° photography using HDR and an ALS for the detection of biological stains, within a scene, in real time, whilst conveying spatial relationships of staining to other evidence. This technique presents the opportunity to presumptively screen a crime scene for biological fluids and will facilitate simultaneous location and visualisation of biological evidence

    Defining a self-evaluation digital literacy framework for secondary educators: the DigiLit Leicester project

    Despite the growing interest in digital literacy within educational policy, guidance for secondary educators in terms of how digital literacy translates into the classroom is lacking. As a result, many teachers feel ill-prepared to support their learners in using technology effectively. The DigiLit Leicester project created an infrastructure for holistic, integrated change, by supporting staff development in the area of digital literacy for secondary school teachers and teaching support staff. The purpose of this article is to demonstrate how the critique of existing digital literacy frameworks enabled a self-evaluation framework for practitioners to be developed. Crucially, this framework enables a co-operative, partnership approach to be taken to pedagogic innovation. Moreover, it enables social and ethical issues to underpin a focus on teacher-agency and radical collegiality inside the domain of digital literacy. Thus, the authors argue that the shared development framework constitutes a new model for implementing digital literacy aimed at transforming the provision of secondary education across a city

    An Exploratory Quantitative Study into the Relationship between Catholic Affiliation and the Development of Social Entrepreneurship Education in the USA

    Catholic educationalists have long stressed the role of Catholic universities in advancing the cause of social justice to counter the increasing commodification of business relationships and the lack of social responsibilities of the business world. Is this rhetoric or reality? In this empirical paper involving 501 USA universities that have an Association to Advance Collegiate Schools of Business (AACSB) accredited business school, we examine the relationship between Catholic affiliation and the universities’ decisions to offer social entrepreneurship and non-profit management courses to business students. Our study found that universities with Catholic affiliation are significantly more likely to offer both non-profit management and social entrepreneurship courses to business students. Our results offer evidences that Catholic universities are indeed working towards making a difference, with the vision and flexibility to do so

    The impact of the Great Exhibition of 1851 on the development of technical education during the second half of the nineteenth century

    This paper examines the contribution made by the mechanics’ institute movement in Britain just prior to, and following, the opening of the Great Exhibition of 1851 in London. It argues that far from making little contribution to education, as often portrayed by historians, the movement was ideally positioned to respond to the findings of the Exhibition, which were that foreign goods on display were often more advanced than those produced in Britain. The paper highlights, through a regional study, how well suited mechanics’ institutes were in organising their own exhibitions, providing the idea of this first international exhibition. Subsequently, many offered nationally recognised technical subject examinations through relevant education as well as informing government commissions, prior to the passing of the Technical Instruction Acts in 1889 and the Local Taxation Act of 1890.     This article investigates the remarkable surge in individual membership of the Labour Party after the general election of May 2015, particularly after Jeremy Corbyn was officially nominated as a candidate for the leadership in June of that year. Using both British Election Study and Party Members Project data, we explain the surge by focussing on the attitudinal, ideological and demographic characteristics of the members themselves. Findings suggest that, along with support for the leader and yearning for a new style of politics, feelings of relative deprivation played a significant part: many ‘left-behind’ voters (some well-educated, some less so) joined Labour for the first time when a candidate with a clearly radical profile appeared on the leadership ballot. Anti-capitalist and left-wing values mattered too, particularly for those former members who decided to return to the party

    Locating mathematics within post-16 vocational education in England

    The political importance of mathematics in post-16 education is clear. Far less clear is how mathematics does and should relate to vocational education. Successive mathematics curricula (e.g. core skills, key skills) have been developed in England with vocational learners in mind. Meanwhile, general mathematics qualifications remain largely disconnected from vocational learning. Following a brief historical survey of mathematics within vocational education, the paper presents findings from a nested case study of student groups in three large Further Education colleges in England. The primary unit of analysis herein is student groups learning Functional Mathematics in two vocational areas: construction and hairdressing. We show how approaches to organising teaching, developing connected curricula and classroom pedagogy tend to isolate or integrate mathematics from/with the vocational experience. Integrated approaches are shown to impact positively on student engagement and attitudes to learning mathematics.     COVID‐19, nationalism, and the politics of crisis: A scholarly exchange

    In this article, several scholars of nationalism discuss the potential for the COVID‐19 pandemic to impact the development of nationalism and world politics. To structure the discussion, the contributors respond to three questions: (1) how should we understand the relationship between nationalism and COVID‐19; (2) will COVID‐19 fuel ethnic and nationalist conflict; and (3) will COVID‐19 reinforce or erode the nation‐state in the long run? The contributors formulated their responses to these questions near to the outset of the pandemic, amid intense uncertainty. This made it acutely difficult, if not impossible, to make predictions. Nevertheless, it was felt that a historically and theoretically informed discussion would shed light on the types of political processes that could be triggered by the COVID‐19 pandemic. In doing so, the aim is to help orient researchers and policy‐makers as they grapple with what has rapidly become the most urgent issue of our times
