    Ditadura militar brasileira: aproximações teóricas e historiográficas

    Como é comum na História do Tempo Presente, há um grande entrelaçamento entre política e pesquisa acadêmica no caso da história da ditadura militar brasileira. Consequentemente, é fundamental que a pesquisa arquivística seja conduzida por formulações teóricas bem assentadas. Este artigo discute o suposto revisionismo da historiografia sobre a ditadura militar brasileira; sustenta que o recrutamento de jovens simpatizantes para a luta armada gerou uma memória traumática; mostra o vício nominalista do debate sobre o caráter civil-militar da ditadura; argumenta que a moldura institucional do estado de exceção ainda estava ativa em 1985 e demonstra que a saída da ditadura foi controlada pelos militares. Palavras-chave: Ditadura Militar.     Moldura institucional e projetos de institucionalização do regime militar brasileiro (1964-1978)

    The Brazilian military dictatorship established an institutional framework characterized by the coexistence of the 1946 and 1967 constitutions with institutional acts. The coexistence of constitutions with institutional acts was not a contradiction. This coexistence was effective not only for the application of “revolutionary punishments”, but also for the attempt to “institutionalize” the dictatorship. Institutionalization presupposed the imposition of a new constitution that would give birth the authoritarian project of a “strong democracy”. The coexistence of the constitutions with exceptional legislation was possible because of the tradition of military interventionism in Brazilian republican history. The Superior Military Court (STM), since it started the political trials of civilians accused of political crimes, has debated the peculiar institutional framework of the military dictatorship. The aim of this article is to discuss the peculiarity of the institutional framework and institutionalization of the Brazilian military dictatorship – in light of the long tradition of interventionism by the military in the country's domestic policy – in the period of its consolidation (1964-1978).A ditadura militar consolidou moldura institucional que consistia na convivência de constituições (primeiro a de 1946, depois a de 1967) com legislação excepcional, especialmente os atos institucionais. Tal convivência não expressava uma contradição, tendo sido eficaz para a imposição das chamadas “punições revolucionárias”, ao mesmo tempo que possibilitou aos sucessivos governos militares a busca de um padrão de institucionalização que tinha como fundamento a inclusão em nova constituição de mecanismos de segurança do Estado que realizassem o projeto autoritário de uma “democracia forte”. A convivência entre constituição e legislação excepcional durante a ditadura militar foi possível como decorrência da tradição de intervencionismo militar na história republicana brasileira.     Performance assessment of a closed-loop system for diabetes management

    Telemedicine systems can play an important role in the management of diabetes, a chronic condition that is increasing worldwide. Evaluations on the consistency of information across these systems and on their performance in a real situation are still missing. This paper presents a remote monitoring system for diabetes management based on physiological sensors, mobile technologies and patient/ doctor applications over a service-oriented architecture that has been evaluated in an international trial (83,905 operation records). The proposed system integrates three types of running environments and data engines in a single serviceoriented architecture. This feature is used to assess key performance indicators comparing them with other type of architectures. Data sustainability across the applications has been evaluated showing better outcomes for full integrated sensors.     The Product Test Scheduling Problem

    This research focused on product test scheduling in the presence of in-process and at-completion inspection constraints. Such testing arises in the context of the manufacture of products that must perform reliably in extreme environmental conditions. Often, these products must receive a certification from prescribed regulatory agencies at the successful completion of a predetermined series of tests. Operational efficiency is enhanced by determining the optimal order and start times of tests so as to minimize the makespan while ensuring that technicians are available when needed to complete in-process and at-completion inspections. We refer to this as the product test scheduling problem. We first formulated a mixed-integer linear programming (MILP) model to identify the optimal solution to this problem and solve it using a commercial optimization package. We also present a genetic algorithm (GA) solution methodology that is implemented and solved in Microsoft Excel. Computational results are presented demonstrating the merits and consistency of the MILP and GA solution approaches across a number of scenarios

    AIoTES: Setting the principles for semantic interoperable and modern IoT-enabled reference architecture for Active and Healthy Ageing ecosystems

    [EN] The average life expectancy of the world's population is increasing and the healthcare systems sooner than later will be compromised by its reduced capacity and its highly economic cost; in addition, the age distribution of the population is leading towards the older spectrum. This trend will lead to immeasurable and unexpected economic problems and social changes. In order to face up this challenge and complex economic and social problem, it is necessary to rely on the appropriate digital tools and technological infrastructures for ensuring that the elderly are properly cared in their everyday living environments and they can live independently for longer. This article presents ACTIVAGE IoT Ecosystem Suite (AIoTES), a concrete reference architecture and its implementation process that addresses these issues and that was designed within the first European Large Scale Pilot, ACTIVAGE, a H2020 funded project by the European Commission with the objective of creating sustainable ecosystems for Active and Healthy Ageing (AHA) based on Internet of Things and big data technologies. AIoTES offers platform level semantic interoperability, with security and privacy, as well as Big Data and Ecosystem tools. AIoTES enables and promotes the creation, exchange and adoption of crossplatform services and applications for AHA. The number of existing AHA services and solutions are quite large, especially when state-of-the-art technology is introduced, however a concrete architecture such as AIoTES gains more importance and relevance by providing a vision for establishing a complete ecosystem, that looks for supporting a larger variety of AHA services, rather than claiming to be a unique solution for all the AHA domain problems. AIoTES has been successfully validated by testing all of its components, individually, integrated, and in real-world environments with 4345 direct users. Each validation is contextualized in 11 Deployment Sites (DS) with 13 Validation Scenarios covering the heterogeneity of the AHA-IoT needs. These results also show a clear path for improvement, as well as the importance for standardization efforts in the ever-evolving AHA-IoT domain.We thank to all the people who have participated in the development and validation of AIoTES.     O Programa de Cidades Históricas (PCH) no âmbito das políticas culturais dos anos 1970: cultura, planejamento e nacional desenvolvimentismo

    Este artigo analisa o Programa de Cidades Históricas (PCH) como parte da rede de relações e de poder que implementou as políticas culturais nos anos 1970 no Brasil, de modo integrado ao setor econômico do governo, com base nas linhas do projeto desenvolvimentista orientadas para o regionalismo associado à descentralização. Apresenta, inicialmente, documentos oficiais que orientaram a formulação da Política Nacional de Cultura na década de 1970 e a rede de intelectuais envolvidos na sua elaboração, contemplando diferentes agências do Estado, historicamente atuantes no campo da cultura. Destaca em tais documentos a naturalização da associação entre turismo, cultura e patrimônio, via pela qual se deu a incorporação do campo da cultura nas discussões sobre o desenvolvimento socioeconômico brasileiro. Analisa as parcerias estabelecidas entre o MEC e a Secretaria de Planejamento da Presidência da República para a criação e implantação do PCH, compreendido como um projeto de ações interministeriais integradas. Busca evidenciar os modos de incorporação das políticas culturais nos planos de desenvolvimento do Brasil Grande e apontamos a complexificação das redes e das representações acerca dos valores da brasilidade associados ao tradicional popular nordestino. Foram trazidas para a análise memórias de protagonistas do alto escalão do regime militar e de técnicos que compartilharam vivências, relacionadas àquela conjuntura e ao próprio PCH, cotejadas com uma diversificada documentação.The article analyzes the Program of Historical Cities - PCH (Programa de Cidades Históricas) as part of the network of relations and power that implemented cultural policies in the 1970s in Brazil, in an integrated manner to the government's economic sector, based on the lines of development project, oriented to a regionalism associated with decentralization. It presents first official documents that guided the formulation of the National Cultural Policy in the 1970s and the intellectual network involved in its preparation, comprising officers from different state agencies, historically active in the cultural field. The article highlights the naturalization of the association between tourism, culture and heritage and the inclusion of the cultural field in the discussions about the Brazilian socioeconomic development. It analyzes partnerships between the Ministry of Education and Culture and the Secretariat of Planning of the Presidence of the Republic (Secretaria de Planejamento da Presidência da República) for the creation and implementation of the PCH, understood as a project of integrated ministerial actions. We identify the ways of incorporation of cultural policies in development plans of the ideological program called "Great Brasil" (Brasil Grande), and pointed out the complexity of networks and representations about the Brazilianness values associated with the traditional folk Northeastern. We brought for analysis the memories of high-ranking military regime protagonists and technicians who shared experiences related to the PCH, and collated them with a diverse documentation
