El análisis de impacto económico de las políticas públicas como instrumento de decisión ciudadana: Una aplicación en la política de Cuidados de Larga Duración.

Se ha recorrido un largo camino en lo referente a la contabilidad de los gastos público. Estos avances no son, sin embargo, equiparables a los registrados en el ámbito de la evaluación, y singularmente en lo referido al cálculo del impacto económico de las políticas y el gasto publico asociado a ellas. Sin embargo, son fundamentales no solo para una correcta decisión sino también para una mayor implicación de la ciudadanía en las disposiciones públicas. Relationship between erythemal UV and broadband solar irradiation at high altitude in Northwestern Argentina

An analysis of the broadband solar irradiation, IT, and the erythemal UV irradiation, IUVER, has been performed using the measurements made from 2013 to 2015 at three sites located at altitudes over 1000 m a.s.l. In Northwestern Argentina (Salta, El Rosal, and Tolar Grande). The main objective of this paper is to determine a relationship between IT and IUVER, which would allow to estimate IUVER from IT in places with few IUVER measurements available, and especially in those where is important to establish adequate photoprotection measures given their dense population and location at high altitude. The relationship between the daily values of IUVER and IT has been fitted to a linear regression (IUVER = m IT + n), showing good correlation in the three measurement sites (R2 ≥ 0.77). Besides, the IUVER/IT ratio shows an increase with altitude of 0.32 ± 0.03 units per km, indicating a more significant influence of altitude on IUVER than on IT. Total ozone column also attenuates more IUVER than IT. In order to reduce the local nature of the relationship between IUVER and IT, the clearness indices kT and kTUVER have been used to obtain a multivariable linear regression of kTUVER as a function of the solar zenith angle, θz, and kT, which shows good correlation (R2 ≥ 0.89) for the three measurement sites

Vibrational characterictics of asymmetric metal-ceramic piezocomposites

[ES] Se han estudiado las características mecánico-vibracionales de piezocomposites metal-cerámica asimétricos. Kovar-PZT. Para esta caracterización se utilizó la técnica de vibrometría láser mediante la cual se obtienen perfiles de amplitud a diferentes frecuencias para el piezocomposite. Se muestran los modos diferenciados de vibración en el intervalo de 2 Hz a 20 kHz y se discuten los resultados en la perspectiva de optimizar el diseño de los dispositivos.[EN] The mechanical and vibrational characteristics of asymmetric metal-ceramic piezocomposites, Kovar-PZT, have heen studied. For this characterization a laser vibrometry technique was used to obtain amplitude profiles of vibration at different frequencies for the piezocomposite. The vibration spectra showed modes in the range 2 Hz to 20 kHz. Influence of La3+ on the microestructure of bismuth titanate solid solutions

[ES] En este trabajo se reporta la síntesis de la serie de soluciones sólidas de titanato de bismuto, Bi4Ti3O12 con La3+ por coprecipitación de los respectivos hidróxidos. Las soluciones sólidas se caracterizaron por difracción de rayos-X y medidas de densidad. Por técnicas de SEM se determinó la influencia del La3+ en la microestructura del titanato de bismuto puro. En este estudio se prepararon diversas composiciones de la solución sólida a y se sinterizaron a 850ºC. Los resultados se presentan en función de la concentración del dopante.[EN] In this work a solid solution of bismuth titanate Bi4Ti3O12 with La3+ is synthesised by coprecipitation of their hydroxides. The solid solutions were characterised by X-ray powder diffraction and density measurements. By SEM the influence of La3+ in bismuth titanate was analised. In this study several compositions of the solid solution were prepared and sintered at 850ºC. Gene variation at immunomodulatory and cell adhesion molecules loci impacts primary Sjögren's syndrome

Primary Sjögren's syndrome (pSS) is an autoimmune disease triggered by a combination of environmental and host genetic factors, which results in the focal lymphocytic infiltration of exocrine glands causing eye and mouth dryness. Glandular infiltrates include T and B cell subsets positive for CD5 and/or CD6, two surface scavenger receptors involved in the fine-tuning of intracellular signals mediated by the antigen-specific receptor complex of T (TCR) and B (BCR) cells. Moreover, the epithelial cells of inflamed glands overexpress CD166/ALCAM, a CD6 ligand involved in homo and heterotypic cell adhesion interactions. All this, together with the reported association of functionally relevant single nucleotide polymorphisms (SNPs) of CD5, CD6, and CD166/ALCAM with the risk or prognosis of some immune-mediated inflammatory disorders, led us to investigate similar associations in a local cohort of patients with pSS. The logistic regression analyses of individual SNPs showed the association of CD5 rs2241002T with anti-Ro/La positivity, CD6 rs17824933C with neutropenia, and CD6 rs11230563T with increased leukopenia and neutropenia but decreased peripheral nervous system EULAR Sjögren's syndrome disease activity index (ESSDAI). Further analyses showed the association of haplotypes from CD5 (rs2241002T-rs2229177C) with anemia and thrombocytopenia, CD6 (rs17824933G-rs11230563C-rs12360861G) with cutaneous ESSDAI, and CD166/ALCAM (rs6437585C-rs579565A-rs1044243C and rs6437585C-rs579565G-rs1044243T) with disease susceptibility and several analytical parameters (anti-nuclear antibodies, neurological ESSDAI, and hematologic cytopenias). These results support the relevance of gene variation at loci coding for cell surface receptors involved in the modulation of T and B lymphocyte activation (CD5, CD6) and epithelial-immune cell adhesion (CD166/ALCAM) in modulating the clinical and analytical outcomes in patients with pS

Ocular Exploration in the Diagnosis and Follow-Up of the Alzheimer’s Dementia

The retina is part of the central nervous system (CNS), and therefore, in Alzheimer’s disease (AD), retinal and optic nerve degeneration could take place. This degeneration leads to neurofunctional changes that can be detected early and followed up throughout the evolution of the disease. As opposed to other CNS structures, the eye is easily accessible for in vivo observation. Retinal organization allows for the identification of its different neurons, and in consequence, detection of minimal changes taking place during neurodegeneration is possible. Functional vision studies performed on AD patients in recent years have shown how visual acuity, contrast sensitivity, color vision, and visual integration vary with the progression of neurodegeneration. The development of optical coherence tomography in ophthalmology has meant a breakthrough in retinal exploratory techniques, allowing the obtention of high-resolution images using light. This technique enables retinal analysis in the earliest stages of AD, being considered as a biomarker of neuronal damage. Given AD’s high prevalence and its expected increase, it is important to perform easy tests that cause minimal discomfort to the patients at a low cost while offering abundant information on the stage of the disease

El valor social generado por los programas de inclusión. El caso del Programa ROMI de la Fundación Secretariado Gitano

La demanda creciente de la sociedad por actuar para conseguir la reducción de las desigualdades ha dado lugar a una diversificación en los modos de ejecución de las políticas sociales, dado el interés de las entidades privadas por contribuir a su consecución. Para avanzar en ello es clave el papel de las entidades no lucrativas, haciéndose patente la necesidad de analizar y comunicar el proceso de creación de valor para legitimar su actuación.Esta investigación presenta la aplicación del SROI, metodología de análisis del impacto social, para analizar, cuantificar y monetizar los cambios generados por la Fundación Secretariado Gitano a través de su programa ROMI, en un sector de la población que se encuentra discriminado en formación y con dificultades de acceso a la empleabilidad: el colectivo gitano de la ciudad de Córdoba.Los resultados del estudio de caso permiten visualizar y cuantificar los impactos que se generan en procesos de creación de valor de este tipo, proporcionando una información que facilita supervisar la implementación de la estrategia de la organización, así como conocer si se está respondiendo a las necesidades de los stakeholders. De igual modo, la metodología puede servir de referente para otras organizaciones que promuevan actividades similares

Las competencias de los maestros de primaria: percepción de los estudiantes en prácticas

La implantación del Espacio Europeo de Educación Superior supone la incorporación de competencias en los programas universitarios de las asignaturas que componen las distintas titulaciones. Este estudio pretende conocer la percepción que tienen los estudiantes en prácticas de la especialidad de Educación Primaria de la Facultad de Educación de la UCM sobre la formación que han recibido en la universidad, en relación a una serie de competencias fundamentales para el desarrollo de su tarea profesional. También nos interesa comprobar las competencias que consideran más importantes para su profesión y si existe o no correlación con su valoración de la formación recibida en dichas competencias.The introduction of the European Higher Education Area involves including competencies in the university syllabuses of the subjects which make up the different degrees. This research aims to know to what extend the trainees, from Primary Education branch in the Teacher Training College at Madrid Complutense University, are aware during their teaching practice period of the training they have received at University in connection with a series of essential competencies for the development of their professional task. It is also of great interest for us to find out which competencies they consider the most important ones for their profession, and to check whether or not there is a direct relationship with the value given to the training received in such competencies

Cellular effects mediated by pathogenic LRRK2: homing in on Rab-mediated processes

Leucine-rich repeat kinase 2 (LRRK2) is a key player in the pathogenesis of Parkinson's disease. Mutations in LRRK2 are associated with increased kinase activity that correlates with cytotoxicity, indicating that kinase inhibitors may comprise promising diseasemodifying compounds. However, before embarking on such strategies, detailed knowledge of the cellular deficits mediated by pathogenic LRRK2 in the context of defined and pathologically relevant kinase substrates is essential. LRRK2 has been consistently shown to impair various intracellular vesicular trafficking events, and recent studies have shown that LRRK2 can phosphorylate a subset of proteins that are intricately implicated in those processes. In light of these findings, we here review the link between cellular deficits in intracellular trafficking pathways and the LRRK2-mediated phosphorylation of those newly identified substrates
