Understanding civil society before and after 1989
Entrapped in the ambiguities of the Realpolitik of the Yalta system, East and Central European societies had to proceed on a long path of learning in order to find the right modes of self-organization and articulation to defend their values and identities vis-à-vis dictatorship and authoritarian rule. These bitter lessons contributed to the emergence of a new «strategy», a new vision which materialized in the emerging political philosophy and the political and social practice of civil society. This development would not have been possible without a gradual and fundamental change in political thinking and goal-setting, expressed in the development of a new concept of civil society.Atrapados en las ambigüedades de la Realpolitik del sistema de Yalta, las sociedades del Centro y Este de Europea han tenido que proceder a un largo camino de aprendizaje a fin de encontrar formas correctas de autoorganización y la articulación de la defensa de sus valores e identidades vis-à-vis con una dictadura y una administración autoritaria. Estas amargas lecciones contribuyeron a la emergencia de una nueva «estrategia», una nueva visión materializada en la emergente filosofía política y la práctica social y política de la sociedad civil. The Hidden Agendas of Common Security
SUMMARY This article explores the connections between the arms race, the inner structures of the increasingly militaristic state and of civil society subordinated to it, and world?wide inequality. It reconceptualises well?used political concepts and explores new categories such as ‘international anarchy’ (instead of security) ‘modes of destruction’ (instead of or in combination with modes of production) ‘isomorphism’ between military and civilian structures etc. Because the Palme Report still assumes the traditional framework of the interstate system, it neglects the alternative social movements now springing up in the East, the West and the South, and fails to arrive at a real political programme for demilitarisation. SOMMAIRE Le programme caché de la sécurité commune Cet article explore les rapports entre la course aux armes, les structures internes de l'état de plus en plus militaire et d'une société civile subordonnée à lui, et l'inégalité mondiale. Il donne une nouvelle définition de concepts politiques trop utilisés et explore de nouvelles catégories telles que ‘l'anarchie internationale’ (au lieu de sécurité) ‘modes de destruction’ (au lieu de ou avec des modes de production) ‘isomorphie’ entre des structures militaires et des critiques etc. C'est parce que le rapport Palme accepte toujours la structure traditionelle du système entre états, il néglige les mouvements alternatifs sociaux qui apparaissent maintenant à l'Est, l'Ouest et au Sud, et ne réussit pas à trouver un vrai programme politique pour la démilitarisation. RESUMEN Las tablas encuibiertas de la seguridad común Este artículo examina la interrelación entre la carrera armamentista, las estructuras internas del estado crecientemente militarizado, la sociedad civil subordinada a ellas y la desigualdad mundial. Redefine algunos conceptos políticos muy en uso y explora nuevas categorías, tales como ‘anarquía internacional’ (en vez de seguridad), modos de destrucción (en vez de o en combinación con modos de producción); ‘isomorfismo’ entre las estructuras militares y las estructuras de crítica, etc. El Informe Palme tiene como supuesto el marco tradicional del sistema interestatal e ignora los movimientos sociales alternativos que están surgiendo en el Este, Oeste y en el Sur. A KRAFT-index: Kreatív városok – fenntartható vidék egy komplex mutatórendszer, amely a fejlődési
tendenciát, hálózatosodást, a fontosabb szereplők együttműködési készségét és kapacitását, kreativitási potenciálját,
valamint a szereplők szinergiáiból fakadó belső energiákat és lehetőségeiket jelzi. A város- és vidékfejlesztés
sikerének zálogaként előtérbe állítja és méri az ún. „puha” tényezőket, úgymint a kreativitást,
innovációs képességet, új tudás létrehozását, tudástranszfert, együttműködési készséget, bizalmat, kollektív
kompetenciákat. A társadalmi, gazdasági és tudományos kapcsolatok és hálózatok sűrűsége, minősége
és dinamizmusa a sikeres fejlődés és fejlesztés kulcsai: ezek ma már fontosabb tényezők, mint a fizikai távolság,
az adminisztratív jogi határok vagy az ún. „kemény” indikátorok. Az index értékeli egy térség lehetőségeit
arra, hogy az ott élők, dolgozók, alkotók és letelepedni kívánók életminőségét, a vállalatok minőségi
munkaerő iránti igényét és a fenntarthatósági szempontokat egyaránt figyelembe véve fejlessze gazdaságát
és versenyképességét. Három tulajdonságcsoportot mér: 1. kreativitiási és innovációs potenciál, az új tudás
létrehozásának képessége, 2. társadalmi és kapcsolati tőke, hálózati potenciál és „összekapcsoltság”, valamint

arising from the synergies among actors. It highlights and
gauges ‘soft’ factors, such as creativity, innovation capacity, knowledge production, knowledge transfer, willingness
for cooperation, trust, and collective competences
and perceives effective regional cooperation among economic
and social actors as the measure of successful urban
and rural development. The density, quality and dynamism
of social, economic and academic networks are
more important factors than physical distance, administrative legal barriers or ‘hard’ indicators. The index evaluates the potential of a region to develop its economy and competitiveness by considering the quality of life of its inhabitants, workers, producers and immigrants, the quality workforce requirements of companies and sustainability. It measures three groups of qualities: 1. creativity and innovation potential, the ability of knowledge production;
2. social and connection capital, network potential and
connectedness; and 3. sustainability potential
Civilisational Crisis
SUMMARY This article addresses the issue of ‘civilisational crisis’. The nation?state systems upon which the world economy is built require for their survival the reassertion of nationalism at ever higher levels, finding its most recent expression in the revival of the Cold War. At the same time the continued internationalisation of the post?war world economy threatens and undermines traditional geographical and political units and concepts. This process has accelerated in recent decades with the arrival of modern nuclear and microelectronic technologies with their capacity to destroy civilisation itself. The potential resolution of this crisis is to be found in the emergence of anti?systemic grass?roots organisations in both East and West. RESUMEN Crisis de la civilización Este artículo versa sobre el problema de la ‘crisis de la civilización’. Los sistemas estado?nación, sobre los que esta construida la economía mundial, requieren para su sobrevivencia, de la reafirmación del nacionalismo a niveles sin precedentes, encontrando su expresión más reciente en la reanudación de la Guerra Fría. Al mismo tiempo, la continuada internacionalización de la economía mundial de postguerra amenaza y socava los conceptos y unidades geográficos y políticos tradicionales. Este proceso se ha acelerado en las últimas décadas con la aparición de modernas tecnologías nucleares y microelectrónicas, capaces de destruir la propia civilización. La solución potencial de esta crisis debe encontrarse en el surgimiento de organizaciones de base antisistema, tanto en el Este como en el Oeste. Les systèmes d'état?nation sur lesquels reposent l'économie mondiale ont besoin pour leur survivance de la réaffirmation du nationalisme à des niveaux encore plus élevés, trouvant son expression la plus récente dans le renouvellement de la Guerre Froide. En même temps l'internationalisation continue de l'économie mondiale de l'après?guerre menace et sape les unités et les concepts géographiques et politiques traditionnels. Ce procédé a été accéléré dans les dernières décades avec l'arrivée des technologies modernes nucléaires et micrô?electroniques et leur capacité de détruire la civilisation elle?même. A civil társadalom változó nyelvezete és táguló horizontja
A tanulmány szerzői a civil társadalommal kapcsolatos diskurzus problémáit mutatják be, történelmi szemlélettel nyomon követve a ma érvényesülő trendek kialakulását mind a társadalmi, mind az elméleti vitákban. A szerzők célja a Közép-Európa régiójában folyó civil társadalmi diskurzus dinamikájának elemzése, összekötve ezt a folyamatot a szélesebb, európai és globális léptékben mutatkozó jelenségekkel. A civil társadalom eszméi az 1970-es és ’80-as években Közép-Európában éledtek újjá. Ezeknek az eszméknek az értelmezése 1989 után jelentős átalakuláson ment át. A kétpólusú világrendszer logikáját tükröző megosztottság megszűntével a széleskörű társadalmi mobilizáció alapjai is megszűntek. A politikai és ideológiai akadályok megszűntével gazdasági, jóléti és biztonsági kérdések kerültek előtérbe. Ennek eredményeként a civil társadalom eredeti eszméje válságba került. Ugyanakkor azonban az európai integráció és a globális társadalmi mozgalmak új dinamizmust hoztak a civil társadalmi diskurzusba is
A nemzeti fejlődés, világgazdasági és regionális versenyképesség a globalizáció felgyorsulása korában = National development, world-economic and regional competitiveness in the era of acceleration of globalization.
A kutatás, amely a globalizáció, a regionalizálódás és a nemzeti fejlődés összefüggéseinek és a versenyképesség meghatározó tényezőinek vizsgálatára irányult, a gazdasági vonatkozásokon túlmenően kiterjedt a nemzetközi, regionális és társadalmi egyenlőtlenségeknek, a konvergencia és divergencia tendenciáinak, az intézményi és politikai tényezők, a társadalmi kohézió, szubszidiaritás és decentralizáció szerepének, a fejlődés fenntarthatóságának, az állam, a piac és a civil társadalom funkcióinak és viszonyaik változásának problémakörére is. Az elméleti és módszertani elemzéseket, amelyek eredményeként számos, a vonatkozó szakirodalomban és különösen a politikai közéletben tapasztalható leegyszerűsítésre derült fény (mint pl. a globalizációval, a transznacionális társaságokkal, az állam szerepével, az árfolyam-politikával, a szociálpolitika, környezetvédelem és versenyképesség viszonyával, stb.), és a versenyképesség mérésében elterjedt mutatószámok kritikai felülvizsgálatára, valamint egy alternatív mutatószám-rendszer felvázolására is sor került, a tudományos monográfiának az Akadémiai Kiadónál már 2005 végén meg is jelent első kötete tartalmazza. A hamarosan megjelenő második kötet az Európai Unió, annak legutóbb tagjaivá vált országok, főként pedig hazánk világgazdasági versenyképességének alakulására vonatkozó empirikus és összehasonlító esettanulmányokat, valamint a következtetések és tanulságok összegzését tartalmazza. | The research program, which focussed on the interrelations between globalisation, regionalisation and national development as well as the determinants of competitiveness, extended, over and beyond economic aspects, to the issues of international, regional and intra-society inequalities, tendencies of convergence and divergence, instituttional and political factors, social cohesion, subsidiarity and decentralisation, the sustainability of development, the functions of and the relations between the State, the market and the civil society. The theoretical and methodological analyses, involved in the first volume of the book, already published by the Akademiai Kiadó, reveal many of those over-simplifications (such as related to globalisation, transnational corporations, the role of the State, exchange-rate policies, the relationship between social policy, environment protection and competitiveness, etc.) that appear in the literature and particularly in political life. They also result in a critical survey on those main indicators of 'national' competitiveness widely applied nowadays, and in the outlines of an alternative set of indicators, too, recommended by the research team. The second volume (forthcoming soon) includes empirical and comparative studies on the world economic competitivenss of the European Union, of the 'Visegrad countries' and Hungary. It ends with a summary of all the main conclusions and lessons from the research results
