DINAMIKA KEBIJAKAN PENGENDALIAN KONVERSI LAHAN PERTANIAN DI KOTA SUKABUMI

Local Government of Sukabumi City face a dilemma situation in relation to agricultural land conversion. On the one hand, local governments are obliged to accelerate the pace of economic growth through the development of industrial sectors, services, and property. But on the other hand, local governments should also give attention to efforts to defend and protect the existence of farm lands for the preservation of agricultural production. Formulation and implementation of land policy is needed to allow the system to continue business. Has not seen any technological breakthrough or Local Government efforts to compensate for the decline in agricultural production caused by loss of land. Local Government has proposed an alternative policy to restrict or prevent the conversion of fertile farmland into land as non-agricultural land policies that take into account the allocation of land use as well as the establishment of a sustainable land. Determination of the policy in the form of Regional Regulation is necessary to comprehensively wetland protection strategy based on the dynamics of policy-setting sustainable agricultural land. By focusing attention on the formulation and implementation of policies, indicators of a generic that can be used are: (1) the quality of the substance of the policy that contains guarantee people's basic rights, (2) the quality of the process of formulation and implementation of policies that contain respect for the principle of citizenship and democratic governance good and right. Both of these approaches is sufficient to be value inherent in the management of the dynamics of land conversion control policy related socio-agrarian identification, mapping the agrarian structure and relationship patterns that occur on the possession, control, utilization and land use policy into a whole discussion dynamics

EVALUATION OF THE SOCIAL REHABILITATION PROGRAM FOR UNFITABLE HOUSES (RS-RTLH) IN CIKEMBAR DISTRICT SUKABUMI DISTRICT

The title of this study is "Evaluation of the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency".This study aimed to evaluate the Social Rehabilitation Program for Uninhabitable Houses in Cikembar District, Sukabumi Regency, to identify the inhibiting and supporting factors of this program. This study uses a qualitative research method with a narrative approach. Data collection techniques include observation, interviews, and documentation. The results of this study indicate that. The effectiveness of RTLH rehabilitation in Cikembar District, has been effectively carried out by the Housing and Settlement Service of Sukabumi Regency, Sufficiency in implementing RTLH rehabilitation is provided to low-income communities, Equitable rehabilitation of RTLH is provided to communities according to the criteria in Sukabumi Regent Regulation Number 46 of 2019. Responsiveness to the people whose houses have been rehabilitated is satisfied with government assistance. Accuracy is good and right on target. Inhibiting factors are insufficient budget, determination of low-quality materials, and lack of mutual cooperation in the community. Analysis of E-Democracy in the Simultaneous General Election

This study aims to determine the development of e-democracy in the 2019 simultaneous general elections in Sukabumi City, which is supported by the high number of internet users in Sukabumi City. To measure e-democracy, researchers adopted the e-democracy model developed by Caldow (2004), which consists of 4 quadrants. The method used in this research is a quantitative method with a descriptive approach. Data collection techniques in this study were by distributing questionnaires, observations, interviews and literature studies. The population in this study were all people of Sukabumi City who were registered as the Permanent Voters List (DPT) in the Sukabumi City area, with a total of 100 respondents from 7 sub-districts in Sukabumi City. The sampling technique used by researchers was probability sampling with cluster sampling technique. Data processing in this study used Statistical Product and Service Solutions (SPSS) 26. The result of this study is that e-democracy activities in Sukabumi City are in the high category, where based on the hypothesis test, obtained ttabel 1.660 < tcount 10.127, then H0 is rejected, and Ha is accepted. The accepted hypothesis reads that the level of e-democracy in the 2019 simultaneous general elections in Sukabumi City is above 50%

EFFECTIVENESS OF THE EXPANSION PROGRAM OF EMPLOYMENT OPPORTUNITY FOR UNEMPLOYMENT PREVENTION OF SUKABUMI DISTRICT

The purpose of this study to determine the effectiveness of the expansion of employment opportunities program against unemployment reduction in Sukabumi. The method used is qualitative method with descriptive approach. Data collection using observation techniques, interviews, and documentation. Data analysis using Flow model Method and Data Validation using triangulation technique. This study uses the theory of program effectiveness from Sutrisno with 5 indicators of program effectiveness, namely program understanding, target accuracy, timeliness, achievement of goals, and taking real research results show the effectiveness of the expansion of Employment Opportunities Program Against Unemployment in Sukabumi runs well where the dimension of understanding the independent labor program. Program runs skill training through the P2KSS program so as to support the achievement of targets. On the dimension of the accuracy of the target where the independent labor program according to the target where targeting housewives. In imensi keteapatan socialization time will be quite effective independent work program because it has done socialization as much as 2 times face to face. In the dimension of the program where the independent labor program spreads widely to all levels of society. Pengaruh Kualitas Pelayanan Mopeling Sarasa Terhadap Kepuasan Masyarakat Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi

Motor Pelayanan Keliling Saba Rahayat Desa (Mopeling Sarasa) is one of the efforts of the Sukabumi Regency Population and Civil Registration Service in providing optimal services to help the people of Sukabumi Regency to more easily have population administration documents such as Family Cards, e-KTP, Birth Certificates , death certificates, and so on.. However, there are still problems, namely the community still has to wait for the issuance of e-KTP which is not in accordance with the Mopeling Sarasa service announcement, namely "The service is completed on the spot, can be called and one day is completed ( On Site, On Call and One Day Service). MANAGEMENT POLICY IMPLEMENTATION WASTE AT CIMENTENG TPA SUKABUMI DISTRICT

This research is entitled "Implementation of Waste Management Policy at TPA Cimenteng, Sukabumi Regency". The purpose of this study is to find out what the implementation of waste management policies is like at the Cimenteng TPA, Sukabumi Regency and the inhibiting factors in its implementation. This study uses a qualitative method with a phenomenological approach. The informants in this study were the Sukabumi Regency Housing and Settlement Office, the Head of TPA Cimenteng, and the community in the TPA Cimenteng environment. The validity of the data in this study used source triangulation, technical triangulation, and member checking methods. The results of this study indicate that waste management at Cimenteng TPA has been running but has not fully run optimally, this is shown by mountains of garbage that are not managed properly, tools that are often damaged, this clearly disrupts activities at Cimenteng TPA, for the inhibiting factor is . The lack of budget for Cimenteng TPA so as to repair or rejuvenate existing equipment at Cimenteng TPA has caused waste management at Cimenteng TPA to not run optimally. Implementasi E-filing Dalam Pelayanan Publik di Kantor Pelayanan Pajak Pratama Kota Sukabumi 2022

Program e-filing merupakan bentuk penerapan tata kelola digital di KPP Pratama Kota Sukabumi dan mulai diterapkan pada tahun 2016 yang awalnya mengacu pada Inpres No. 3 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan pemerintahan elektronik. Fokus permasalahan penelitian ini adalah pelayanan perpajakan yang masih dilakukan secara manual. Teori yang digunakan adalah teori implementasi dari Michael Hill dan Peter Hupe (2002) yang memiliki tiga dimensi yaitu implementasi, pencapaian, dan penyelesaian. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Hasil penelitian ini, penerapan e-filing belum efektif karena masih ditemukannya pelaporan pajak secara manual; belum optimalnya pencapaian tujuan program e-filing karena masih terjadi antrian pelaporan pajak secara manual; penyelesaian belum efektif karena strategi sosialisasi yang diterapkan belum mampu menjangkau seluruh wajib pajak di wilayah Kota Sukabumi. Sehingga peneliti dapat menyimpulkan bahwa implementasi e-filing di KPP Pratama Kota Sukabumi belum berjalan efektif. Oleh karena itu, peneliti menyarankan perlu adanya perbaikan strategi agar implementasi e-filing berjalan maksimal sehingga tujuan program tercapai secara efektif. Sehingga peneliti dapat menyimpulkan bahwa implementasi e-filing di KPP Pratama Kota Sukabumi belum berjalan efektif. Oleh karena itu, peneliti menyarankan perlu adanya perbaikan strategi agar implementasi e-filing berjalan maksimal sehingga tujuan program tercapai secara efektif. THE EFFECTIVENESS OF YELLOW CARD (AK-1) MAKING SERVICES THROUGH THE APPLICATION OF EMPLOYMENT INFORMATION SYSTEMS (SISNAKER)

The topic of this research is about the effectiveness of public services in the employment sector. This research was motivated by the existence of an Employment Information System (SISNAKER) which was created as an online- based platform created to respond to the demands of a changing world that leads to automation and digitization, especially regarding the implementation of a yellow card (AK-1) making services for job seekers. The results of this study indicate that to respond to changes in the service system, the Manpower Office (Disnaker) of Sukabumi City as a local government agency that issues a yellow card (AK-1), always seeks to improve the skills in using the system for operators. With these skills, the implementation of yellow card services (AK-1) through SISNAKER in Sukabumi City becomes easier and more flexible. Besides being used to access the yellow card (AK-1) service, SISNAKER is also integrated with various job vacancies and job training information that can be accessed by job seekers in Sukabumi&nbsp

IMPLEMENTASI KEBIJAKAN PENGELOLAAN PARKIR DI KOTA SUKABUMI

Penelitian ini didasarkan oleh kebijakan pengeleloaan parkir di Kota Sukabumi yang telah diatur dalam pasal 16 hingga pasal 28 Peraturan Daerah Nomor 5 Tahun 2018 Tentang Penyelenggaraan Perhubungan. Peraturan Daerah (Perda) tersebut dijadikan sebagai landasan hukum bagi Dinas Perhubungan Kota Sukabumi dalam melaksanakan pengelolaan parkir di Kota Sukabumi. Dimana berdasarkan penelitian yang dilkakukan oleh peneliti terdapat beberapa masalah dalam implementasi kebijakan terdapat adanya  ketidak sesuaian antara perda yang berlaku dengan realita yang ada di lapangan . dengan adanya penelitian ini bertujuan untuk melihat sejauh mana implementasi Perda tersebut yang di jalankan oleh Dinas perhubungan dengan menggunakan teori Edward III (1980;10:11) dengan metode penelitian kualitatif deskriptif dimana di harapkan penelitian ini dapat memberikan dampak positif berupa saran untuk dinas Perhubungan Kota Sukabumi
