Memories Of Struggles: Brazilian Abroad (1993-2010)

Neste ensaio, o meu intuito é expor as relações entre as mobilizações de transmigrantes brasileiros em Lisboa contra as políticas restritivas de imigração da era Schengen, a constituição de uma Comunidade de Brasileiros no Exterior em prol de seus direitos de cidadania no Brasil e a formulação de políticas do Estado brasileiro dirigidas à sua diáspora, durante a era Lula (2003-2010). Desse ângulo, examino essas mobilizações desde o primeiro caso de extradição de brasileiros ocorrido no aeroporto de Lisboa em inícios de 1993 e a eclosão de conflitos diplomáticos entre Brasil e Portugal. Analiso seus desdobramentos em contextos diversos através de um período de 17 anos, discernindo, assim, o processo de formação e globalização de um movimento social dos Brasileiros no Exterior e suas conexões com a luta pelos direitos dos imigrantes no Brasil. Argumento que o deslanche desse movimento social global desde Lisboa revitalizou e expandiu a mobilização em prol dos imigrantes no Brasil, inclusive a luta por uma nova legislação migratória baseada em direitos humanos.248456

Anthropology and ethnography: the transnational perspective on migration and beyond

As a long time interlocutor of the authors of Nations Unbound (Basch, Glick Schiller and Szanton Blanc 1994), I intend to examine the emergence of the transnational perspective on migration and its developments. Based upon my ongoing comparative research project on the secular migrations of the Portuguese to New Bedford, MA (USA), and São Paulo (Brazil), and the more recent migration of Brazilians to Lisbon, Portugal, I will indicate the historical conjuncture that led to the formulation of this paradigm. I further specify the reconfigurations of this paradigm and resulting advances for the study of migrants in cities (Çağlar and Glick Schiller 2011) and at the same time argue for the need of a broader notion of migrations and displacements (Feldman-Bianco 2015). I claim that this broader notion will allow us to articulate and, thus, understand the varieties, scales and spaces of displacement (and immobility) as part of an integrated logic for producing inequalities in the current conjuncture of global capitalism.Como interlocutora de longa data das autoras de Nations Unbound (Basch, Glick Schiller e Szanton Blanc 1994), examino a emergência da perspectiva transnational das migrações e seus desenvolvimentos. Com base em meu projeto comparativo sobre as migrações seculares dos portugueses para New Bedford, MA (USA) e São Paulo (Brasil) e sobre as migrações mais recentes de brasileiros para Lisboa (Portugal), indico a conjuntura histórica de formulação desse paradigma. Para além de especificar as reconfigurações desse paradigma e resultantes avanços para o estudo das migrações na cidade (Çağlar e Glick Schiller 2011), defendo a necessidade de uma noção mais ampla de migrações e deslocamentos (Feldman-Bianco 2015). Argumento que essa noção mais ampla nos permite articular e, assim, entender as variedades, escalas e espaços dos deslocamentos (e imobilidades) como parte de uma lógica integrada para produzir desigualdades na atual conjuntura do capitalismo global

Reinventando a localidade: globalização heterogênea, escala da cidade e a incorporação desigual de migrantes transnacionais

Dado um renovado interesse nas relações entre migrantes e cidades, examino as continuidades e mudanças no posicionamento e papéis desempenhados por migrantes portugueses e suas práticas locais e transnacionais à luz dos reposicionamentos de New Bedford, Massachusetts (EUA) e Portugal na economia política global. Ao invés de adotar o grupo étnico como unidade de análise, centralizo a minha atenção nessa localidade americana e na política ao nível local para explicar as relações entre globalização, escala de cidade e a incorporação de imigrantes. Ao inter-relacionar processos locais e globais, indico como a incorporação desses migrantes em New Bedford se imbrica à sua simultânea inserção em Portugal e na União Europeia. Dessa perspectiva, desvendo os aparentes paradoxos subjacentes aos projetos neoliberais em curso, que se apoiam na organização flexível do trabalho, em políticas imigratórias restritivas de segurança nacional e decorrente criminalização de imigrantes, bem como em ideologias de diversidade cultural.<br>Given a renewed interest on immigrants and cities, I examine the continuities and changes in the positioning and roles played by Portuguese migrants and their local and transnational practices against the repositioning of New Bedford, MA and Portugal in the global political economy. Instead of adopting the ethnic group as my unit of analysis, I centralize my attention on New Bedford and local level politics to explain the relations among globalization, city scale and migrants' incorporation. By interrelating local and global processes, I show how the incorporation of these migrants in New Bedford is enmeshed with their simultaneous incorporation in Portugal and, by extension, in the European Union. From this perspective, I expose the apparent paradoxes that permeate the ongoing neo-liberal projects which are grounded upon the organization of flexible labor, restrictive immigration policies favoring national security and the criminalization of immigrants, and ideologies of cultural diversity as well

«A taste of portugal»: transmigração, políticas culturais e a mercantilização da «saudade» em tempos neoliberais

This essay discerns the changing location of the Portuguese as an ethnic group and the marketing of saudade as «A Taste of Portugal» in New Bedford, MA – a town known as the «capital of the Portuguese in America». The analysis takes into account the restructuring of global capitalism, the decline of the local economy, the retrenchment of Portuguese transmigration and ongoing neo-liberal policies. It examines the relations between the restructuring of the global economy and migrants´ transnational mobilization, including the impacts of the remodeling of the Portuguese nation and its transnational practices on this American south coast region
