    Assessing the EU pressure for rules change: perception by southern Mediterranean energy regulators

    This paper analyses the perception of the EU as rules promoter of energy regulatory agencies in four southern Mediterranean countries: Algeria, Egypt, Turkey and Jordan. The restructuring of the energy sector, as promoted by the EU in the southern Mediterranean region, is considered as the main criteria to evaluate the EU modes of external governance. EU modes of governance are assessed in a comparative way through a perception survey.     Hungarian International Development Cooperation: Context, Stakeholders and Performance

    This paper explores the domestic and international context of Hungary's emerging international development policy. Specifically, it looks at three factors that may influence how this policy operates: membership in the European Union (EU) and potential ‘Europeanization’, Hungary's wider foreign policy strategy, and the influence of domestic stakeholders. In order to uncover how these factors affect the country's international development policy, semi-structured interviews were carried out with the main stakeholders. The main conclusions are: (1) While accession to the EU did play a crucial role in restarting Hungary's international development policy, the integration has had little effect since then; (2) international development policy seems to serve mainly Hungary's regional strategic foreign policy and economic interests, and not its global development goals; and (3) although all the domestic development stakeholders are rather weak, the Ministry of Foreign Affairs (MFA) still seems to play a dominating role. Convergence with European requirements and best practices is, therefore, clearly hindered by foreign policy interests and also by the weakness of non- governmental stakeholders

    Grand Theories, Differentiated Integration

    Even though differentiation has become a core feature of the EU, the grand theories have focused almost exclusively on uniform integration. In this paper, we derive hypotheses about differentiated integration from liberal intergovernmentalism, neofunctionalism, and postfunctionalism. In an analysis of EU treaty making between 1992 and 2016, we find evidence that heterogeneity of both wealth and identity, integration in the area of core state powers, and pre-existing differentiation drive differentiated integration. A comparison of the explanatory power of the grand theories shows that neo- and post-functionalism explain the differentiations that member states obtain in EU reform treaties more convincingly than liberal intergovernmentalism. A synthetic model performs best, however. The grand theories also leave noteworthy variation unexplained

    Coming full circle: Differential empowerment in the EU accession process

    The EU accession process brings a profound transformation not only to candidate countries’ institutions and policies, but also to the political opportunity structure in place, creating new possibilities for previously marginalised actors. Studying the differential empowerment of NGOs throughout the Croatian accession process, this paper makes two related claims: first, differential empowerment depends crucially on domestic actors’ awareness for and ability to use new opportunities to their advantage. Second, an overreliance on EU leverage poses important temporal and substantive limits on NGO empowerment and leads to a rapid decline of their relevance in the post-accession phase. I argue that a more sustainable shift in the domestic power balance would require both the EU and domestic civil society actors to place more emphasis on fostering improved practices of civil society inclusion in domestic policymaking settings throughout the accession process

    Challenging assumptions of the enlargement literature : the impact of the EU on human and minority rights in Macedonia

    This article argues that from the very start of the transition process in Macedonia, a fusion of concerns about security and democratisation locked local nationalist elites and international organisations intoa political dynamic that prioritised security over democratisation. This dynamic resulted in little progress in the implementation of human and minority rights until 2009, despite heavy EU involvement in Macedonia after the internal warfare of 2001. The effects of this informally institutionalised relationship have been overlooked by scholarship on EU enlargement towards Eastern Europe, which has made generalisations based on assumptions relevant to the democratisation of countries in Eastern Europe, but not the Western Balkans

    Global Governance Behind Closed Doors : The IMF Boardroom, the Enhanced Structural Adjustment Facility, and the Intersection of Material Power and Norm Change in Global Politics

    Up on the 12th floor of its 19th Street Headquarters, the IMF Board sits in active session for an average of 7 hours per week. Although key matters of policy are decided on in the venue, the rules governing Boardroom interactions remain opaque, resting on an uneasy combination of consensual decision-making and weighted voting. Through a detailed analysis of IMF Board discussions surrounding the Enhanced Structural Adjustment Facility (ESAF), this article sheds light on the mechanics of power in this often overlooked venue of global economic governance. By exploring the key issues of default liability and loan conditionality, I demonstrate that whilst the Boardroom is a more active site of contestation than has hitherto been recognized, material power is a prime determinant of both Executive Directors’ preferences and outcomes reached from discussions. And as the decisions reached form the backbone of the ‘instruction sheet’ used by Fund staff to guide their everyday operational decisions, these outcomes—and the processes through which they were reached—were factors of primary importance in stabilizing the operational norms at the heart of a controversial phase in the contemporary history of IMF concessional lending

    Environmental governance in Croatia and Macedonia: institutional creation and evolution

    The environment acquis are, by common consent, amongst the most technically and politically demanding that a state aspiring to EU membership must transpose. SEE states confront a major ‘gap’ between the policies and institutions they have and what they must achieve. Transposition requires the creation of policy networks involving a broad range of state and non-state actors. This paper examines the efforts of Croatia and Macedonia to adapt to EU environmental policy. Using social network analysis the paper focuses on institutional creation and evolution and argues that effective governance depends on the prior creation of effective hierarchies. Networks exist but capacities and capabilities are in short supply and this reinforces the centre and government over civil society
