    Improving risk assessment in the European Food Safety Authority:lessons from the European Medicines Agency

    The recent Regulation (EU) 2019/1381, published on the 6th September 2019, aims to improve the transparency and sustainability of the EU risk assessment in the food chain by amending the General Food Law Regulation (EC 178/2002) and a number of other regulations related to the food sector. This Regulation is introduced as a response to the Fitness Check of the General Food Law Regulation as well as a response to public concerns expressed by a European Citizens’ Initiative on glyphosate and pesticides. This article evaluates the amendments introduced by Regulation 2019/1381with respect to the institutional and regulatory environment in the food chain and more specifically concerning the risk assessment procedure. For this purpose, we perform a comparison of the institutional and organizational characteristics of the European Food Safety Authority (EFSA) and European Medicines Agency (EMA) in relation to the processes of risk assessment and risk evaluation, especially the processes surrounding genetically modified foods and pesticides, and how these characteristics affect the politicization of these processes. We conclude that the risk assessment process followed by EFSA would have benefitted and become more effective and less politicized, if the recent Regulation 2019/1381 had introduced some of EMA’s institutional structures and methods on risk evaluation

As the implementing regulations contained in Law No. 36 of 2009 on Health, in Article 1 point 1 is determined “Health is a state of health, both physically, mentally, spiritually and socially to enable more people to live socially and economically productive”. Thus, health is a part that should be pursued to achieve the welfare of the nation. One of the efforts to achieve should be manifested in the provision of health care facilities.     Opto-mechanical measurement of micro-trap via nonlinear cavity enhanced Raman scattering spectrum

    High-gain resonant nonlinear Raman scattering on trapped cold atoms within a high-fineness ring optical cavity is simply explained under a nonlinear opto-mechanical mechanism, and a proposal using it to detect frequency of micro-trap on atom chip is presented. The enhancement of scattering spectrum is due to a coherent Raman conversion between two different cavity modes mediated by collective vibrations of atoms through nonlinear opto-mechanical couplings. The physical conditions of this technique are roughly estimated on Rubidium atoms, and a simple quantum analysis as well as a multi-body semiclassical simulation on this nonlinear Raman process is conducted.Comment: 7 pages, 2 figure

    Nanotechnology applied to European food production – A review of ethical and regulatory issues

    Various ethical issues are associated with agrifood nanotechnology, linked to the ethical concepts of autonomy, beneficence, non-malfeasance and justice (ensuring safety, effective risk assessment, transparency, consumer benefits and choice, animal welfare and environmental protection). Nanotechnology applications are currently covered by legislative instruments originally designed for other purposes. Risk assessment procedures are in most cases not specific to (agrifood) nano-materials, resulting in uncertainty regarding the nature and extent of potential risks. There are currently no requirements for nano-materials used in agrifood production to be labelled. Ethical principles, and societal acceptance require labelling of food products that are produced using nanotechnology

    Characterization of the human gene for a newly discovered carbonic anhydrase, CA VII, and its localization to chromosome 16

    Six carbonic anhydrase (CA) isozymes (CA I-VI) in mammals and other amniotes have been described. We have isolated an additional CA gene from a human genomic library and designated its putative product carbonic anhydrase VII (CA VII). The gene is approximately 10 kb long and contains seven exons and six introns found at positions identical to those determined for the previously described CA I, CA II, and CA III genes. The finding of a 17-bp GT-rich segment in a position 28 bp downstream of the poly(A)+ signal and the high correspondence of the 5' and 3' splice sites of the six introns with consensus junction sequences are consistent with the gene being functional. The 5' flanking regions of the CA VII gene do not contain the TATA and CAAT promoter elements usually found within 100 bp upstream of transcription initiation, but do contain a TTTAA sequence 102 nucleotides upstream of the initiation codon. The 5' region of the gene (-243 to +551) is GC-rich and contains 80 CpG dinucleotides and four possible Sp1 (GGGCGG or CCGCCC) binding sites. Northern analysis has identified the salivary gland as a major site of expression. The derived amino acid sequence of the CA VII gene is 263 amino acids long and has 50, 56, and 49% identity with human CA I, CA II, and CA III, respectively. No differences were found at any of the 39 positions that have remained invariant in all mammalian CA isozymes sequenced to date. Based on analysis of interspecific somatic cell hybrids, the human CA VII gene, CA7, was assigned to chromosome 16, with localization to the long arm at the q21-23 region by in situ hybridization. This is in contrast to the location of the CA I, CA II, and CA III gene cluster on human chromosome 8 and that of the human CA VI gene on chromosome 1.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/29017/1/0000047.pd
