    The Quantitative Turn in Transitional Justice Research: What Have We Learned About Impact?

    In recent years, scholars have increasingly turned to quantitative research methods to understand the impact of transitional justice (TJ) on societies emerging from periods of violence and repression. This research often seeks to influence policy diffusion by making bold claims based upon large datasets of TJ events that span space and time. However, the policy advice from the first wave of quantitative research is inconsistent if not contradictory. In this article, we outline a range of methodological issues that help to explain the different conclusions reached by these studies, including sampling strategies, model construction, and the measurement of key variables. Furthermore, these studies have often failed to provide compelling theoretical or empirical bases for a causal relationship between TJ mechanisms and dependent variables such as democracy and human rights. We suggest several ways in which quantitative scholars could produce findings with broader credibility. Although we support the use of quantitative methods to understand the impact of TJ mechanisms, greater methodological care is needed in supporting policy recommendations

    The evolution of funding for the International Criminal Court: budgets, donors and gender justice

    In this article, we introduce a new dataset on financial support for the International Criminal Court (ICC) and examine how this support has changed over its two decades of existence. We first consider how the ICC’s overall budget has changed over time. Then, we explore the evolution of support from individual donor governments. In addition, given former Prosecutor Bensouda’s emphasis on the effective investigation and prosecution of sexual and gender-based crimes, we examine the extent to which ICC funding is consistent with its apparent commitment to gender justice. Our research contributes to debates about the cost of justice, donors and norm diffusion, South–North clashes over the definition and delivery of justice, and gender mainstreaming within costly international justice processes. We argue that the level of funding state parties and other bodies allocate to particular forms of justice is a better proxy for their commitment to justice than their rhetoric, and conclude that the patterns of funding seen at the ICC support the claim that the Court remains, to a significant extent, a tool of powerful states

    Syrian diaspora mobilization for prospective transitional justice in the absence of transition

    Mobilization for transitional justice typically “deals with the past,” focusing on retrospective attempts to deal with injustices. Little attention has been afforded to such mobilization when prospects for transition and justice are remote. The Syrian diaspora persistently mobilizes for what we call prospective transitional justice despite unfavorable circumstances. This article asks why. First, they have a sense of moral obligation to do so. Second, framing claims in terms of transitional justice and human rights is perceived as the best strategy to transform Syrian society. Third, transitional justice discourse is an avenue through which diaspora organizations secure institutional survival.publishedVersio

    Percussion hemoglobinuria - a novel term for hand trauma-induced mechanical hemolysis: a case report

    <p>Abstract</p> <p>Introduction</p> <p>Extracorpuscular hemolysis caused by mechanical trauma has been well described in relation to lower extremity use, such as in soldiers and runners. Terms such as "march hemoglobinuria", "foot strike hemolysis" and "runners hemoglobinuria" have previously been coined and are easily recalled. Newer cases, however, are being identified in individuals vigorously using their upper extremities, such as drum players who use their hands to strike the instrument. Given the increased recognition of upper extremity-related mechanical hemolysis and hemoglobinuria in drummers, and the use of hand drumming worldwide, we would like introduce a novel term for this condition and call it "percussion hemoglobinuria".</p> <p>Case presentation</p> <p>A 24-year-old Caucasian man presented with reddish brown discoloration of his urine after playing the djembe drum. Urine examination after a rigorous practice session revealed blood on the dipstick, and 0 to 2 red blood cells per high power field microscopically. The urine sample was negative for myoglobulin. Other causes of hemolysis and hematuria were excluded and cessation of drum playing resulted in resolution of his symptoms.</p> <p>Conclusions</p> <p>The association of mechanical trauma-induced hemoglobinuria and playing hand percussion instruments is increasingly being recognized. We, however, feel that the true prevalence is higher than what has been previously recorded in the literature. By coining the term "percussion hemoglobinuria" we hope to raise the awareness of screening for upper extremity trauma-induced mechanical hemolysis in the evaluation of a patient with hemoglobinuria.</p

    Defining Responses to Therapy and Study Outcomes in Clinical Trials of Invasive Fungal Diseases: Mycoses Study Group and European Organization for Research and Treatment of Cancer Consensus Criteria

    Invasive fungal diseases (IFDs) have become major causes of morbidity and mortality among highly immunocompromised patients. Authoritative consensus criteria to diagnose IFD have been useful in establishing eligibility criteria for antifungal trials. There is an important need for generation of consensus definitions of outcomes of IFD that will form a standard for evaluating treatment success and failure in clinical trials. Therefore, an expert international panel consisting of the Mycoses Study Group and the European Organization for Research and Treatment of Cancer was convened to propose guidelines for assessing treatment responses in clinical trials of IFDs and for defining study outcomes. Major fungal diseases that are discussed include invasive disease due to Candida species, Aspergillus species and other molds, Cryptococcus neoformans, Histoplasma capsulatum, and Coccidioides immitis.     TOI-150b And TOI-163b: Two Transiting Hot Jupiters, One Eccentric And One Inflated, Revealed By TESS Near And At The Edge Of The JWST CVZ

    We present the discovery of TYC9191-519-1b (TOI-150b, TIC 271893367) and HD271181b (TOI-163b, TIC 179317684), two hot Jupiters initially detected using 30-min cadence Transiting Exoplanet Survey Satellite (TESS) photometry from Sector 1 and thoroughly characterized through follow-up photometry (CHAT, Hazelwood, LCO/CTIO, El Sauce, TRAPPIST-S), high-resolution spectroscopy (FEROS, CORALIE), and speckle imaging (Gemini/DSSI), confirming the planetary nature of the two signals. A simultaneous joint fit of photometry and radial velocity using a new fitting package juliet reveals that TOI-150b is a 1.254±0.016 RJ⁠, massive (⁠2.61+0.19−0.12 MJ⁠) hot Jupiter in a 5.857-d orbit, while TOI-163b is an inflated (⁠RP = 1.478+0.022−0.029RJ⁠, MP = 1.219±0.11MJ⁠) hot Jupiter on a P = 4.231-d orbit; both planets orbit F-type stars. A particularly interesting result is that TOI-150b shows an eccentric orbit (⁠e=0.262+0.045−0.037⁠), which is quite uncommon among hot Jupiters. We estimate that this is consistent, however, with the circularization time-scale, which is slightly larger than the age of the system. These two hot Jupiters are both prime candidates for further characterization – in particular, both are excellent candidates for determining spin-orbit alignments via the Rossiter–McLaughlin (RM) effect and for characterizing atmospheric thermal structures using secondary eclipse observations considering they are both located closely to the James Webb Space Telescope (JWST) Continuous Viewing Zone (CVZ)

    Precise Transit And Radial-Velocity Characterization Of A Resonant Pair: The Warm Jupiter TOI-216c And Eccentric Warm Neptune TOI-216b

    TOI-216 hosts a pair of warm, large exoplanets discovered by the TESS mission. These planets were found to be in or near the 2:1 resonance, and both of them exhibit transit timing variations (TTVs). Precise characterization of the planets\u27 masses and radii, orbital properties, and resonant behavior can test theories for the origins of planets orbiting close to their stars. Previous characterization of the system using the first six sectors of TESS data suffered from a degeneracy between planet mass and orbital eccentricity. Radial-velocity measurements using HARPS, FEROS, and the Planet Finder Spectrograph break that degeneracy, and an expanded TTV baseline from TESS and an ongoing ground-based transit observing campaign increase the precision of the mass and eccentricity measurements. We determine that TOI-216c is a warm Jupiter, TOI-216b is an eccentric warm Neptune, and that they librate in 2:1 resonance with a moderate libration amplitude of 602+2{60}_{-2}^{+2}deg, a small but significant free eccentricity of 0.02220.0003+0.0005{0.0222}_{-0.0003}^{+0.0005}for TOI-216b, and a small but significant mutual inclination of 1fdg2–3fdg9 (95% confidence interval). The libration amplitude, free eccentricity, and mutual inclination imply a disturbance of TOI-216b before or after resonance capture, perhaps by an undetected third planet

    The TESS Grand Unified Hot Jupiter Survey. I. Ten TESS Planets

    We report the discovery of ten short-period giant planets (TOI-2193A b, TOI-2207 b, TOI-2236 b, TOI-2421 b, TOI-2567 b, TOI-2570 b, TOI-3331 b, TOI-3540A b, TOI-3693 b, TOI-4137 b). All of the planets were identified as planet candidates based on periodic flux dips observed by NASA's Transiting Exoplanet Survey Satellite (TESS). The signals were confirmed to be from transiting planets using ground-based time-series photometry, high angular resolution imaging, and high-resolution spectroscopy coordinated with the TESS Follow-up Observing Program. The ten newly discovered planets orbit relatively bright F and G stars (G<12.5G < 12.5,~TeffT_\mathrm{eff} between 4800 and 6200 K). The planets' orbital periods range from 2 to 10~days, and their masses range from 0.2 to 2.2 Jupiter masses. TOI-2421 b is notable for being a Saturn-mass planet and TOI-2567 b for being a ``sub-Saturn'', with masses of 0.322±0.0730.322\pm 0.073 and 0.195±0.0300.195\pm 0.030 Jupiter masses, respectively. In most cases, we have little information about the orbital eccentricities. Two exceptions are TOI-2207 b, which has an 8-day period and a detectably eccentric orbit (e=0.17±0.05e = 0.17\pm0.05), and TOI-3693 b, a 9-day planet for which we can set an upper limit of e<0.052e < 0.052. The ten planets described here are the first new planets resulting from an effort to use TESS data to unify and expand on the work of previous ground-based transit surveys in order to create a large and statistically useful sample of hot Jupiters.Comment: 44 pages, 15 tables, 21 figures; revised version submitted to A
