    E-KNOWLEDGE FOR SUPPORTING STRATEGIC DECISION MAKING PROCESS AT REGIONAL LEVEL

    The paper approaches a subject of great novelty in knowledge-based society related to regional strategic decision making. This work and the innovative solutions introduced represent the results of a Romanian research project: “Regional Knowledge Management Architecture for the Regional Sustainable Strategy Development” (KnowHowReg), funded by the National Council for Higher Education and Research, Programme Ideas (code: 896, contract number: 383/2007). The research emphasizes the necessity of increasing the vitality of the local knowledge poles, by intensive use of scientific knowledge generated in the academic and research environment for a better fundament of the strategic decision making process at the regional level. The solution proposed, based on web 2.0 technologies, integrates e-Knowledge and e-Consultation tools in a regional portal, facilitating the bottom-up decision-making processes related to the regional strategy design and implementation.     AbstractThe overall education system and especially the higher education one, is a main component of the social system, being subordinated and integrated within the structure of the society. In this perspective, the higher education system in Romania, due to the accession in EU, is no longer just depending on the internal structure and national inputs, but is also influenced by external impulses and social policies. In this context, the paper aims at presenting the evolution of the Romanian higher education system within the European Higher Education Space. Education system, perceived as a whole, refers fundamentally to the institutional form of the education, including all the stakeholders involved or interested in education. Taking into the consideration the main features of the education system, such as its national, historical, political and strategic characteristics, the development of the education system represents a priority for the socio-economic progress. Furthermore, the education system evolves in relation to the economic and cultural specific context of each country. In this regard, there are common features and also differences among the educational systems within the European Space, which are related to socio-economic and cultural conditions of each country

    The paper presents an objective perspective on the sustainable development in Romania, as it is illustrated by the statistical data. The analysis of the main indicators related to the human development, the environment and the socio-economic issues reveals the position of our country within the European space. Besides the objective perspective, the citizens’ perspective has been also considered. The survey organised has identified the general citizens’ views related to the barriers and opportunities concerning the sustainable development and possible crisis mitigation solutions. The results of the pilot survey demonstrate the citizens’ commitment in finding solutions for the issues that affect their lives. The article emphasizes the citizens’ potential role in finding solutions in complex and difficult situations

    The Challenges of the Green Economy in Romania. Scientific Literature Review

    The goal of this paper is to conduct an analysis of the scientific literature on the green economy in Romania and to capture the main challenges in making the transition towards it. Despite the barriers and incomplete legislation, Romania has sufficient resources and the potential to increase the percentage of the green economy, especially as the UE offers incentives for aligning to European standards. An analysis of the scientific literature was conducted via exploratory research in the Scopus database, based on key topics within the thematic range of the green economy. The study focused on the one hand the depth of the research regarding these topics in Romania during the 2007–2021 period and on the other hand, an analysis of the existence of possible links between these topics. The connections between the topics were analyzed through nine hypotheses. The results obtained reveal the researchers’ concerns for the way the principles of the green economy are applied in Romania and the existing correlations between these analyzed topics and how they are reflected in the economic reality. These results can represent a starting point as regards the diversification of policies and measures aimed at improving the implementation of the principles of the green economy in Romania

    Impact of education and economic growth on labour migration in the European union. A panel data analysis

    Since migration is considered to play an important role on the attainment of the sustainable development goals (SDG’s) this study analyses the reversed perspective of the migration-SDG’s nexus. The data set consists of 308 observations on 28 European Union countries (including the United Kingdom) over a time span of 11 years (between 2008 and 2018). The analysis employed various stages of estimation in order to compare different results obtained from the panel data regression models. Besides the classical panel data regression models, the paper includes the estimation of Arellano-Bover/Blundell-Bond model that uses the Generalized Method of Moments (also known as GMM) as an econometric tool to solve the endogeneity of the selected variables. The focus is on two sustainable development goals: labour and economic growth, and education of the European Union member states plus the United Kingdom. The results showed that there is a significant influence of the selected variables on the migration flows at the European Union level. Although there are some contradictory results regarding the direction and statistical signifikance of the link between the variables of interest, most estimators do not have fundamentally different results. The GDP per capita keeps its positive impact on migration by generating an immigration flow towards countries with high GDP per capita. Economic growth proves to be the main trigger of migration, while education also plays an important role in shaping migration. The importance of this study derives from the reversed perspectives analysis, considering migration as being directly influenced by the achievement of the sustainable development goals

    Debt Overhang, Gazelles’ Growth, and Fiscal Policy: A Note from the Quantile Regression Approach

    The paper aims to examine the relationship between leverage and firm growth and the impact of fiscal policy on this relationship using a panel data quantile regression approach. Employing a sample of gazelles from emerging Europe for the 2006–2014 period, we find that debt overhang negatively affects firm growth only for the lower growth quantiles. In addition, we found that the negative effect is higher for the gazelles located in countries with lower corporate income effective tax rates. However, for the higher growth quantiles, the impact of debt on firm growth is positive and statistically significant. Our results reconcile the mixed results of the previous studies and have practical implications for financing strategies in emerging markets

    The authors’ answer to the second part of the title question is a threefold offer. First of all, they propose to improve the classic statistical ranking methods by capitalizing on the dynamic support of data series that are essentialized by the correlation or association ratio, as a structuring variable. Secondly, they provide an original method of ranking or hierarchizing a set of associative dynamics, or correlative evolutions. Lastly, they offer a disaggregation into partial equilibria turned into the analysis criteria of the general equilibrium theory through Nicholas Kaldor’s magical square, which became the magic rectangle of Lionel Stoléru’s strategy. All these three contributions are made in the standardized format of the sections of a paper of economic, statistical and econometric research
