    Building bridges in development: Five recommendations to connect the islands of research, policy and practice.

Participants were encouraged to consider partnership-based solutions to development problems. From having a realistic understanding of intended outcomes to formulating relevant research questions, constructive debate took place on how best to navigate and undertake practical solutions to developing dialogue across sectors

    The potential for REDD+ to reduce forest degradation in Vietnam

    Natural forests in Vietnam have experienced rapid declines in the last 70 years, as a result of degradation from logging and conversion of natural forests to timber and rubber plantations. Degradation of natural forests leads to loss of biodiversity and ecosystem services, impacting the livelihoods of surrounding communities. Efforts to address ongoing loss of natural forests, through mechanisms such as Reduced Emissions from Deforestation and Degradation (REDD+), require an understanding of the links between forest degradation and the livelihoods of local communities, which have rarely been studied in Vietnam. We combined information from livelihood surveys, remote sensing and forest inventories around a protected natural forest area in North Central Vietnam. For forest-adjacent communities, we found natural forests contributed an average of 28% of total household income with plantation forests contributing an additional 15%. Although officially prohibited, logging contributed more than half of the total income derived from natural forests. Analysis of Landsat images over the period 1990 to 2014 combined with forest inventory data, demonstrates selective logging was leading to ongoing degradation of natural forests resulting in loss of 3.3±0.8 Mg biomass ha-1 yr-1 across the protected area. This is equivalent to 1.5% yr-1 of total forest biomass, with rates as high as 3% yr-1 in degraded and easily accessible parts of the protected area. We estimate that preventing illegal logging would incur local opportunity costs of USD $4.10±0.90 per Mg CO2, similar to previous estimates for tropical forest protected areas and substantially less than the opportunity costs in timber or agricultural concessions. Our analysis suggests activities to reduce forest degradation in protected areas are likely to be financially viable through Vietnam's REDD+ program

    The role of quantitative cross-case analysis in understanding tropical smallholder farmers’ adaptive capacity to climate shocks

    Climate shocks are predicted to increase in magnitude and frequency as the climate changes, notably impacting poor and vulnerable communities across the Tropics. The urgency to better understand and improve communities' resilience is reflected in international agreements such as the Paris Agreement and the multiplication of adaptation research and action programs. In turn, the need for collecting and communicating evidence on the climate resilience of communities has increasingly drawn questions concerning how to assess resilience. While empirical case studies are often used to delve into the context-specific nature of resilience, synthesizing results is essential to produce generalizable findings at the scale at which policies are designed. Yet datasets, methods and modalities that enable cross-case analyses that draw from individual local studies are still rare in climate resilience literature. We use empirical case studies on the impacts of El Niño on smallholder households from five countries to test the application of quantitative data aggregation for policy recommendation. We standardized data into an aggregated dataset to explore how key demographic factors affected the impact of climate shocks, modeled as crop loss. We find that while cross-study results partially align with the findings from the individual projects and with theory, several challenges associated with quantitative aggregation remain when examining complex, contextual and multi-dimensional concepts such as resilience. We conclude that future exercises synthesizing cross-site empirical evidence in climate resilience could accelerate research to policy impact by using mixed methods, focusing on specific landscapes or regional scales, and facilitating research through the use of shared frameworks and learning exercises

    Miombo woodland under threat : Consequences for tree diversity and carbon storage

    Agriculture is expanding rapidly in the miombo woodlands of sub-Saharan Africa. Clear felling results in the loss of species and ecosystem services. The remaining woodland is used as a vital support system for the farming communities, and the impact of this utilisation on biodiversity and ecosystem service provision is not clear. Understanding these effects will aid the development of effective, sustainable land management strategies for multiple outcomes, including biodiversity conservation and resource utilisation. This study provides new data on miombo woodland tree species diversity, structure and carbon storage from a 8766km2 landscape in south-western Tanzania, which is undergoing rapid conversion to tobacco cultivation.Human utilisation of the woodland was classified by ground surveys which recorded evidence of use (e.g. cut poles and timber, removal of bark and roots, access routes). Nine sites were surveyed and categorised into three groups: high, medium and low utilisation. To determine the effect of utilisation on the tree community stem density, diameter at breast height, tree species richness and carbon storage were recorded. In the low utilisation sites carbon storage was similar to that found in other miombo woodlands (28tHa-1), and the Shannon Wiener diversity score for tree species diversity was 3.44. However, in the high utilisation sites, tree species diversity (2.86) and carbon storage declined (14.6tHa-1). In areas of moderate utilisation diversity and carbon storage were maintained, but the structure of the woodland was affected, with a reduction of Class 1 (Diameter at Breast Height (DBH)<10cm) stems, demonstrating low recruitment which leads to a reduction in sustainability. Tree species richness and abundance demonstrated an intermediate disturbance effect in relation to utilisation, with highest levels at medium utilisation sites.Key miombo woodland species from the subfamily Caesalpinioideae in the two genera Brachystegia and Julbernardia were present in all sites, but the frequency of Brachystegia species declined by 60% from low to high utilisation. The IUCN near-threatened timber species Pterocarpus angolensis, highly protected in Tanzania, was harvested throughout the study site, and the majority of trees recorded were immature (DBH. ≤. 20. cm), suggesting that it is commercially extinct for the foreseeable future.These findings illustrate that in miombo woodlands with low to medium utilisation levels key miombo species are retained, and tree species diversity and carbon storage remains optimal. Sustainable land management plans need to regulate utilisation within miombo landscapes and retain areas of woodland. This will ensure their long term viability, and continue to support the 100. million people who are reliant on miombo woodlands for their goods and services

    Butterfly communities in miombo woodland: biodiversity declines with increaing woodland utilisation

    Deforestation and degradation is threatening forests and woodlands globally. The deciduous miombo woodlands of sub-Saharan Africa are no exception, yet little is known about the flora and fauna they contain and the implications of their loss. Butterflies are recognised as indicators of environmental change; however the responses of butterflies in miombo woodlands have received little attention. This paper describes butterfly assemblages and their response to woodland utilisation in an understudied area of miombo woodland in south-west Tanzania. This is an area representative of miombo woodlands throughout sub-Saharan Africa, where woodland is utilised by local communities for a range of products, and is being rapidly converted to agriculture. Baited canopy traps and sweep nets were used to sample frugivorous and nectarivorous butterfly communities at different vertical stratifications in nine different study sites. 104 species were recorded, of which 16 are miombo specialists that have been recorded in Tanzania to the west of the country only. Indicator species were identified for three different levels of utilisation, with species from the sub-family Satyrinae indicating moderate utilisation. Generalised linear mixed effects models showed that butterfly species richness, diversity and abundance all decreased in response to increasing agriculture and anthropogenic utilisation. The loss of miombo woodlands is likely to result in declines in butterfly diversity. However, there was evidence of an intermediate disturbance effect for butterfly species richness, diversity and abundance with one utilisation variable, suggesting that a miombo woodland management plan that allows moderate sustainable utilisation in a heterogeneous landscape of mature miombo woodland and agriculture will simultaneously maintain butterfly communities and enable agricultural production

    Farmer preparedness for building resilient agri-food systems : Lessons from the 2015/2016 El Niño drought in Malawi

    Across sub-Saharan Africa, climate change is leading to increasingly erratic weather patterns that challenge farming practices, particularly for smallholder farmers. Preparing farmers for these changes and increasing their resilience to extreme weather events is critical for food security in areas where populations are increasing. The El Niño event of 2015/16 led to drought conditions in Malawi which are expected to become more normal in the future. This resulted in widespread crop failure and the need for external food aid. The experiences of Malawian farmers during this time creates an opportunity to identify areas where adaptations in land management practices as part of resilience building initiatives can prepare farmers for future climates. This paper presents results of household surveys and interviews of 201 farmers from a case study in southern Malawi. Half of the farmers surveyed practice Conservation Agriculture (CA), a Climate Smart Agriculture technology that increased resilience to this drought event. The majority of households relied on agriculture for all their livelihood streams, indicating that diversification away from sole dependence on agriculture would increase resilience. Our study shows that poorer, female farmers are less likely to practice CA than wealthier male farmers. Results also illustrate that while farmers had access to seasonal weather forecasts, a key tool to guide land preparation and planting, they remained reluctant to believe them or to amend cropping or land management practices. Agricultural extension services within Malawi can play a vital role in preparing farmers for future extreme weather events and ensuring forecast communication link to predicted agricultural impacts and land management actions for building resilience into agricultural systems. Extension services need to focus on supporting poorer female farmers to adopt CA practices and providing farmers with the tools and knowledge to respond effectively to seasonal and sub-seasonal climate information

    The forgotten bread oven : Local bakeries, forests and energy transition in Nigeria

    Despite three decades of policies discouraging biomass-based cooking in Africa, demand for fuelwood continues to rise. Several studies focus on household energy use, but few consider the role of commercial premises such as bakeries in deforestation, despite growing demand for bread. This study examines bread production by commercial bakeries in forest communities in Nigeria, investigating (a) the energy sources used, (b) the changes to forests and (c) the factors that could enable bakeries to transition towards clean energy. Mixed methods were used including questionnaire surveys, land use change mapping and assessments of forest plots. Questionnaires with 21 bakeries in two northern Nigerian states (Kaduna, Nasarawa) and Abuja Federal Capital Territory suggest that they depend heavily on fuelwood, collected directly from the forest, or purchased from (largely female) suppliers, retailers or wholesalers. Bakeries most commonly use Anogeissus leiocarpa mainly due to its burning quality and availability. Remote sensing data show declines in forest cover from 71% (56,157 km2) in 2000 to 49% (38,756 km2) in 2020. While all bakeries were willing to transition to more sustainable energy sources, training on alternative fuels and more energy efficient ovens is required. Policies supporting energy transition must consider all value chain actors, not just fuelwood consumers, recognising that women play a key role in fuelwood sales at the community level. Transition efforts need to be underpinned by detailed analyses of trade-offs so that measures to reduce undesirable livelihood impacts can be established, and should consider more efficient ovens as well as stoves
