La Comisión internacional contra la impunidad en Guatemala (CICIG) es uno de varios tribunales mixtos o híbridos establecidos por la cooperación internacional para ayudar a que se haga justicia en países con instituciones débiles, en la mayoría de los casos producto de largos períodos de dictadura o de guerra civil. Este documento menciona los orígenes, mandato, aciertos y limitaciones, y el legado de dicha Comisión. La CICIG no puede perder de vista su gran reto: dejar instalados los mecanismos que garanticen la permanencia de los logros alcanzados

AMÉRICA LATINA: EN BUSCA DE LA SEGURIDAD MÁS ALLÁ DE LA GEOPOLÍTICA

Historically geopolitics in the Western hemisphere has been determined by the United States’ security interests. The U.S. national security interests have in turn been defined in response to the U.S. interests as a global power and the balance of forces established at a given time. The Latin American countries’ margins of autonomy have been inversely proportional to [perceived U.S. power in the world. We focus our analysis in the post Cold War period. In the first section we situate the Western Hemisphere in the global context of unipolarity following the collapse of the Berlin Wall. In a second section we analyze the recent changes in Latin American foreign policies as a consequence of recent changes in the global balance of power. Thirdly we discuss the evolving content of the concept of security and finally we go over the old and new threats faced by the Latin America countries.Nuestro punto de partida es que la geopolítica en el hemisferio occidental ha estado sobredeterminada por los intereses de seguridad estadounidenses, los cuales a su vez han respondido a sus intereses globales de gran potencia. A mayor grado de impugnación del poderío de Estados Unidos en el plano global, mayores los márgenes de autonomía de los países Latinoamericanos. Enfocamos nuestra reflexión en el período posterior a la guerra fría. Empezamos por dar una visión panorámica del contexto interamericano dentro del marco más general del sistema internacional en clave unipolar. Seguidamente analizamos los cambios en la geopolítica latinoamericana como consecuencia de la difusión del poder y de la multipolaridad que se insinúa en el horizonte temporal del sistema. En una tercera sección darnos cuenta de la evolución del concepto de seguridad y terminamos con una cuarta sección en la que pasamos revista a las amenazas --viejas y nuevas--

Este Trabajo de Fin de Grado trata sobre las características y evolución que hacen de la industria de defensa española un sector especial, incluyendo la dificultad que incorpora el término para dar una definición clara del mismo. Además se analiza la evolución de este sector industrial y su perspectiva internacional en la actualidad. También se estudian los aspectos más significativos de esta industria, como los grandes programas de armamento, su implicación y su financiación.<br /

Characterization of the Epigenetic Changes During Human Gonadal Primordial Germ Cells Reprogramming

Epigenetic reprogramming is a central process during mammalian germline development. Genome-wide DNA demethylation in primordial germ cells (PGCs) is a prerequisite for the erasure of epigenetic memory, preventing the transmission of epimutations to the next generation. Apart from DNA demethylation, germline reprogramming has been shown to entail reprogramming of histone marks and chromatin remodelling. Contrary to other animal models, there is limited information about the epigenetic dynamics during early germ cell development in humans. Here, we provide further characterization of the epigenetic configuration of the early human gonadal PGCs. We show that early gonadal human PGCs are DNA hypomethylated and their chromatin is characterized by low H3K9me2 and high H3K27me3 marks. Similarly to previous observations in mice, human gonadal PGCs undergo dynamic chromatin changes concomitant with the erasure of genomic imprints. Interestingly, and contrary to mouse early germ cells, expression of BLIMP1/PRDM1 persists in through all gestational stages in human gonadal PGCs and is associated with nuclear lysine-specific demethylase-1. Our work provides important additional information regarding the chromatin changes associated with human PGCs development between 6 and 13 weeks of gestation in male and female gonads

Evaluation of the Spanish population coverage of a prospective HLA haplobank of induced pluripotent stem cells

Background: iPSC (induced pluripotent stem cells) banks of iPSC lines with homozygous HLA (human leukocyte antigen) haplotypes (haplobanks) are proposed as an affordable and off-the-shelf approach to allogeneic transplantation of iPSC derived cell therapies. Cord blood banks offer an extensive source of HLA-typed cells suitable for reprogramming to iPSC. Several initiatives worldwide have been undertaken to create national and international iPSC haplobanks that match a significant part of a population. Methods: To create an iPSC haplobank that serves the Spanish population (IPS-PANIA), we have searched the Spanish Bone Marrow Donor Registry (REDMO) to identify the most frequently estimated haplotypes. From the top ten donors identified, we estimated the population coverage using the criteria of zero mismatches in HLA-A, HLA-B, and HLA-DRB1 with different stringencies: high resolution, low resolution, and beneficial mismatch. Results: We have calculated that ten cord blood units from homozygous donors stored at the Spanish cord blood banks can provide HLA-A, HLA-B, and HLA-DRB1 matching for 28.23% of the population. Conclusion: We confirm the feasibility of using banked cord blood units to create an iPSC haplobank that will cover a significant percentage of the Spanish and international population for future advanced therapy replacement strategies
