External communications, traditionally in the purview of public affairs, may have multiple purposes including influencing public beliefs, opinions, and judgments about the incident. There are many approaches toward risk communications. Some of them focus on improving the way external communications about risks are conducted, e.g., developing better messages, and some focus on the content of risk communications, that is, sharing technical information to support the assessment of the potential for risks

    Cell type ontologies of the Human Cell Atlas

    Massive single-cell profiling efforts have accelerated our discovery of the cellular composition of the human body while at the same time raising the need to formalize this new knowledge. Here, we discuss current efforts to harmonize and integrate different sources of annotations of cell types and states into a reference cell ontology. We illustrate with examples how a unified ontology can consolidate and advance our understanding of cell types across scientific communities and biological domains

    The Burst Alert Telescope (BAT) on the Swift MIDEX Mission

    The Burst Alert Telescope (BAT) is one of 3 instruments on the Swift MIDEX spacecraft to study gamma-ray bursts (GRBs). The BAT first detects the GRB and localizes the burst direction to an accuracy of 1-4 arcmin within 20 sec after the start of the event. The GRB trigger initiates an autonomous spacecraft slew to point the two narrow field-of-view (FOV) instruments at the burst location within 20-70 sec so to make follow-up x-ray and optical observations. The BAT is a wide-FOV, coded-aperture instrument with a CdZnTe detector plane. The detector plane is composed of 32,768 pieces of CdZnTe (4x4x2mm), and the coded-aperture mask is composed of approximately 52,000 pieces of lead (5x5x1mm) with a 1-m separation between mask and detector plane. The BAT operates over the 15-150 keV energy range with approximately 7 keV resolution, a sensitivity of approximately 10E-8 erg*cm^-2*s^-1, and a 1.4 sr (half-coded) FOV. We expect to detect >100 GRBs/yr for a 2-year mission. The BAT also performs an all-sky hard x-ray survey with a sensitivity of approximately 2 mCrab (systematic limit) and it serves as a hard x-ray transient monitor.Comment: 18 Pages, 12 Figures, To be published in Space Science Review

    Loss of strength in Ni3Al at elevated temperatures

    Stress decrease above the stress peak temperature (750 K) is studied in h123i single crystals of Ni3(Al, 3 at.% Hf ). Two thermally activated deformation mechanisms are evidenced on the basis of stress relaxation and strain rate change experiments. From 500 to 1070 K, the continuity of the activation volume/temperature curves reveals a single mechanism of activation enthalpy 3.8 eV/atom and volume 90 b3 at 810K with an athermal stress of 330 MPa. Over the very same temperature interval, impurity or solute diffusion towards dislocation cores is evidenced through serrated yielding, peculiar shapes of stress–strain curves while changing the rate of straining and stress relaxation experiments. This complicates the identification of the deformation mechanism, which is likely connected with cube glide. From 1070 to 1270 K, the high-temperature mechanism has an activation enthalpy and volume of 4.8 eV/atom and 20 b3, respectively, at 1250 K

    A survey of owners' perceptions of fear of fireworks in a sample of dogs and cats in New Zealand

    AIMS: To establish reliable information regarding the behavioural responses of dogs and cats to fireworks in New Zealand; record interventions used by owners, and their perceived efficacies; and establish the prevalence of firework-related injury, and quantify owners' attitudes towards fireworks. METHODS: A questionnaire targeting dog and cat owners was distributed via the Auckland Society for the Prevention of Cruelty to Animals (SPCA) Animals Voice magazine and 25 veterinary clinics. The questionnaire covered demographics of animals, fear of fireworks, severity of the fear, and behaviours exhibited. Also included were treatments tried, source and perceived efficacy, prevalence of injury, and owners' attitudes towards the sale of fireworks for private use. RESULTS: From a total of 8,966 questionnaires distributed, 1,007 valid questionnaires were returned, representing 3,527 animals. Of these 1,635 (46%) animals displayed a level of fear of fireworks recognisable to their owners. Owners of dogs identified a significantly higher fear response than owners of cats but the duration of these fear responses did not differ between species. Fear of fireworks frequently resulted in dogs exhibiting active fear behaviours, whereas cats were more likely to exhibit hiding and cowering behaviours. A significantly increased severity and duration of fear response over time in dogs and cats was associated with owners who comforted them when they displayed a fearful response. Only 141/890 (15.8%) of owners sought professional treatment from a veterinarian, animal behaviourist or animal trainer for their animals, with variable efficacy. Six percent (51/923) of animals had received physical injuries from fireworks. The majority (837/1,007; 83%) of respondents, regardless of whether they owned a fearful animal or not, supported a ban on the sale of fireworks for private use. CONCLUSIONS: The results provide valuable information that is, as yet, unsubstantiated in New Zealand, although potential biases exist due to the non-random selection of respondents. Differences between dogs and cats were likely due to differing responses to fear-provoking stimuli between the species. Owner-reported increase in fearful response over time for comforted animals may indicate a negative impact on the longer-term psychological welfare of their animal. CLINICAL RELEVANCE: The greater the awareness of effective treatment plans for animals that suffer from a fear of fireworks, the greater the possibility that this fear can be reduced. Wider dissemination of effective owner behaviour and treatment programmes for firework fears is needed to improve levels of professional treatment for dogs and cats

    WAVOS: a MATLAB toolkit for wavelet analysis and visualization of oscillatory systems

    <p>Abstract</p> <p>Background</p> <p>Wavelets have proven to be a powerful technique for the analysis of periodic data, such as those that arise in the analysis of circadian oscillators. While many implementations of both continuous and discrete wavelet transforms are available, we are aware of no software that has been designed with the nontechnical end-user in mind. By developing a toolkit that makes these analyses accessible to end users without significant programming experience, we hope to promote the more widespread use of wavelet analysis.</p> <p>Findings</p> <p>We have developed the WAVOS toolkit for wavelet analysis and visualization of oscillatory systems. WAVOS features both the continuous (Morlet) and discrete (Daubechies) wavelet transforms, with a simple, user-friendly graphical user interface within MATLAB. The interface allows for data to be imported from a number of standard file formats, visualized, processed and analyzed, and exported without use of the command line. Our work has been motivated by the challenges of circadian data, thus default settings appropriate to the analysis of such data have been pre-selected in order to minimize the need for fine-tuning. The toolkit is flexible enough to deal with a wide range of oscillatory signals, however, and may be used in more general contexts.</p> <p>Conclusions</p> <p>We have presented WAVOS: a comprehensive wavelet-based MATLAB toolkit that allows for easy visualization, exploration, and analysis of oscillatory data. WAVOS includes both the Morlet continuous wavelet transform and the Daubechies discrete wavelet transform. We have illustrated the use of WAVOS, and demonstrated its utility for the analysis of circadian data on both bioluminesence and wheel-running data.
