The Qualified Legal Compliance Committee: Using the Attorney Conduct Rules to Restructure the Board of Directors
The Securities and Exchange Commission introduced a new corporate governance structure, the qualified legal compliance committee, as part of the professional standards of conduct for attorneys mandated by the Sarbanes-Oxley Act of 2002. QLCCs are consistent with the Commission\u27s general approach to improving corporate governance through specialized committees of independent directors. This Article suggests, however, that assessing the benefits and costs of creating QLCCs may be more complex than is initially apparent. Importantly, QLCCs are unlikely to be effective in the absence of incentives for active director monitoring. This Article concludes by considering three ways of increasing these incentives
Self-Excitation and Feedback Cooling of an Isolated Proton
The first one-proton self-excited oscillator (SEO) and one-proton feedback
cooling are demonstrated. In a Penning trap with a large magnetic gradient, the
SEO frequency is resolved to the high precision needed to detect a one-proton
spin flip. This is after undamped magnetron motion is sideband-cooled to a 14
mK theoretical limit, and despite random frequency shifts (larger than those
from a spin flip) that take place every time sideband cooling is applied in the
gradient. The observations open a possible path towards a million-fold improved
comparison of the antiproton and proton magnetic moments
Shell-model description of monopole shift in neutron-rich Cu
Variations in the nuclear mean-field, in neutron-rich nuclei, are
investigated within the framework of the nuclear shell model. The change is
identified to originate mainly from the monopole part of the effective two-body
proton-neutron interaction. Applications for the low-lying states in odd- Cu
nuclei are presented. We compare the results using both schematic and realistic
forces. We also compare the monopole shifts with the results obtained from
large-scale shell-model calculations, using the same realistic interaction, in
order to study two-body correlations beyond the proton mean-field variations.Comment: Phys. Rev. C (in press

A procedure is developed to quantify and improve the signal-to-noise ratio (SNR) of Magnetic Resonance images. The image SNR is quanti ed using the correlation function of two independent acquisitions of an image. To test the performance of the quantification, SNR measurement data are fitted to theoretically expected curves. The proposed correlation technique is also used to improve the SNR by estimating the amplitude of the signal spectrum. The technique is applied to a set of MR images and its performance, in terms of gain in SNR, contrast-to-noise ratio (CNR) and resolution loss, is compared to that of classical noise filters. The SNR as well as the CNR is found to be improved signi cantly with minor loss of resolution. Finally, it is shown that the correlation technique can be implemented in a highly efficient way in almost any acquisition procedure of
Modelling CO emission from Mira's wind
We have modelled the circumstellar envelope of {\it o} Ceti (Mira) using new
observational constraints. These are obtained from photospheric light scattered
in near-IR vibrational-rotational lines of circumstellar CO molecules at 4.6
micron: absolute fluxes, the radial dependence of the scattered intensity, and
two line ratios. Further observational constraints are provided by ISO
observations of far-IR emission lines from highly excited rotational states of
the ground vibrational state of CO, and radio observations of lines from
rotational levels of low excitation of CO. A code based on the Monte-Carlo
technique is used to model the circumstellar line emission.
We find that it is possible to model the radio and ISO fluxes, as well as the
highly asymmetric radio-line profiles, reasonably well with a spherically
symmetric and smooth stellar wind model. However, it is not possible to
reproduce the observed NIR line fluxes consistently with a `standard model' of
the stellar wind. This is probably due to incorrectly specified conditions of
the inner regions of the wind model, since the stellar flux needs to be larger
than what is obtained from the standard model at the point of scattering, i.e.,
the intermediate regions at approximately 100-400 stellar radii (2"-7") away
from the star. Thus, the optical depth in the vibrational-rotational lines from
the star to the point of scattering has to be decreased. This can be
accomplished in several ways. For instance, the gas close to the star (within
approximately 2") could be in such a form that light is able to pass through,
either due to the medium being clumpy or by the matter being in radial
structures (which, further out, developes into more smooth or shell-like

Breaking CPT by mixed non-commutativity
The mixed component of the non-commutative parameter \theta_{\mu M}, where
\mu = 0,1,2,3 and M is an extra dimensional index may violate four-dimensional
CPT invariance. We calculate one and two-loop induced couplings of \theta_{\mu
5} with the four-dimensional axial vector current and with the CPT odd dim=6
operators starting from five-dimensional Yukawa and U(1) theories. The
resulting bounds from clock comparison experiments place a stringent constraint
on \theta_{\mu 5}, |\theta_{\mu 5}|^{-1/2} > 5\times 10^{11} GeV. The orbifold
projection and/or localization of fermions on a 3-brane lead to CPT-conserving
physics, in which case the constraints on \theta{\mu 5} are softened.Comment: 4 pages, latex, 1 figur
