    Market Access in Western Canadian and Northwestern United States Table Potato Markets

    This report examines market opportunities in British Columbia for Alberta produced table potatoes. The report also seeks (1) to assess the cost competitiveness of the Alberta table potato sector, compared with costs of potato production in British Columbia and the Pacific Northwest (PNW) of the United States (US); (2) to provide a preliminary understanding of potential trade flows and trading volumes based on relative cost competitiveness; and (3) to assess the importance of particular potato attributes to table potato buyers in British Columbia. The study also undertakes a description of the environment in which trade takes place between Alberta and British Columbia. This is done to document conditions under which inter-province trade takes place, and to attempt to assess whether trade regulations affect Alberta shippers differently than shippers located in British Columbia. No overt barriers to trade were found. However, some rules do appear to impose different trade practices on potatoes moving across provincial boundaries compared to potatoes that are grown and sold within British Columbia. The study finds that, based on available cost estimates, Alberta producers are strongly cost-competitive in the British Columbia table potato market. However, potato production in the Pacific Northwest is also cost-competitive in the British Columbia table potato market. While Pacific Northwest production dwarfs that of Alberta, application of similar supply functions in the two regions suggests that there is a market for both Alberta and the Pacific Northwest in the British Columbia table potato market. This estimate is made in the context of new, and in our view better than recent past, estimates of the size of the British Columbia table potato market for 1996. These estimates suggest that British Columbia-based producers face serious cost constraints to expanding potato output and that the table potato market in British Columbia represents an opportunity for 51,500 metric tonne to be supplied by competing regions. Finally, the study reports on an assessment of table potato attributes considered important to potato buyers in the British Columbia market. British Columbia buyers appear willing to pay the highest prices for potatoes that are white, medium size, and of British Columbia origin. Potatoes from Alberta and the Pacific Northwest become equally attractive compared to British Columbia potatoes when prices are slightly below those received by sellers of equivalent British Columbia grown potatoes. Study estimates suggest that table potatoes grown in Alberta are valued equally by British Columbia buyers when potatoes grown in Alberta are priced 7.70pertonnebelowthoseoflocalpotatoes,andPacificNorthwestpotatoesarevaluedequallytothosegrownlocallywhenPacificNorthwestpotatoesarepricedabout7.70 per tonne below those of local potatoes, and Pacific Northwest potatoes are valued equally to those grown locally when Pacific Northwest potatoes are priced about 13.90 per tonne below local prices. These estimates should be viewed with caution since (a) they are "best" ones given the levels of confidence of the study results, and (b) they represent a current perception about the desirability of non British Columbia grown table potatoes.     Southward expansion: The myth of the West in the promotion of Florida, 1876–1900

    This article examines the ways in which promoters and developers of Florida, in the decades after Reconstruction, engaged with a popular myth of the West as a means of recasting and selling their state to prospective settlers in the North and Midwest. The myth envisaged a cherished region to the west where worthy Americans could migrate and achieve social and economic independence away from the crowded confines of the East, or Europe. According to state immigration agents, land-promoters and other booster writers, Florida, although a Southern ex-Confederate state, offered precisely these 'western' opportunities for those hard-working Northerners seeking land and an opening for agrarian prosperity. However, the myth, which posited that, in the west, an individual's labour and thrift were rewarded with social and economic improvement, meshed awkwardly with the contemporary emergence of Florida as a popular winter destination for wealthy tourists and invalids seeking leisure and healthfulness away from the North. Yet it also reflected and reinforced promotional notions of racial improvement which would occur with an influx of enterprising Anglo-Americans, who would effectively displace the state's large African American population.     Genetics of human neural tube defects

    Neural tube defects (NTDs) are common, severe congenital malformations whose causation involves multiple genes and environmental factors. Although more than 200 genes are known to cause NTDs in mice, there has been rather limited progress in delineating the molecular basis underlying most human NTDs. Numerous genetic studies have been carried out to investigate candidate genes in cohorts of patients, with particular reference to those that participate in folate one-carbon metabolism. Although the homocysteine remethylation gene MTHFR has emerged as a risk factor in some human populations, few other consistent findings have resulted from this approach. Similarly, attention focused on the human homologues of mouse NTD genes has contributed only limited positive findings to date, although an emerging association between genes of the non-canonical Wnt (planar cell polarity) pathway and NTDs provides candidates for future studies. Priorities for the next phase of this research include: (i) larger studies that are sufficiently powered to detect significant associations with relatively minor risk factors; (ii) analysis of multiple candidate genes in groups of well-genotyped individuals to detect possible gene–gene interactions; (iii) use of high throughput genomic technology to evaluate the role of copy number variants and to detect ‘private’ and regulatory mutations, neither of which have been studied to date; (iv) detailed analysis of patient samples stratified by phenotype to enable, for example, hypothesis-driven testing of candidates genes in groups of NTDs with specific defects of folate metabolism, or in groups of fetuses with well-defined phenotypes such as craniorachischisis

    Health Systems and Sustainability: Doctors and Consumers Differ on Threats and Solutions

    Background: Healthcare systems face the problem of insufficient resources to meet the needs of ageing populations and increasing demands for access to new treatments. It is unclear whether doctors and consumers agree on the main challenges to health system sustainability. Methodology: We conducted a mail survey of Australian doctors (specialists and general practitioners) and a computer assisted telephone interview (CATI) of consumers to determine their views on contributors to increasing health care costs, rationing of services and involvement in health resource allocation decisions. Differences in responses are reported as odds ratios (OR) and 99% confidence intervals (CI). Results: Of 2948 doctors, 1139 (38.6%) responded; 533 of 826 consumers responded (64.5% response). Doctors were more concerned than consumers with the effects of an ageing population (OR 3.0; 99% CI 1.7, 5.4), and costs of new drugs and technologies (OR 5.1; CI 3.3, 8.0), but less likely to consider pharmaceutical promotional activities as a cost driver (OR 0.29, CI 0.22, 0.39). Doctors were more likely than consumers to view ‘community demand’ for new technologies as a major cost driver, (OR 1.6; 1.2, 2.2), but less likely to attribute increased costs to patients failing to take responsibility for their own health (OR 0.35; 0.24, 0.49). Like doctors, the majority of consumers saw a need for public consultation in decisions about funding for new treatments. Conclusions: Australian doctors and consumers hold different views on the sustainability of the healthcare system, and a number of key issues relating to costs, cost drivers, roles and responsibilities. Doctors recognise their dual responsibility to patients and society, see an important role for physicians in influencing resource allocation, and acknowledge their lack of skills in assessing treatments of marginal value. Consumers recognise cost pressures on the health system, but express willingness to be involved in health care decision making

    Over-expression of Grhl2 causes spina bifida in the Axial defects mutant mouse

    Cranial neural tube defects (NTDs) occur in mice carrying mutant alleles of many different genes, whereas isolated spinal NTDs (spina bifida) occur in fewer models, despite being common human birth defects. Spina bifida occurs at high frequency in the Axial defects (Axd) mouse mutant but the causative gene is not known. In the current study, the Axd mutation was mapped by linkage analysis. Within the critical genomic region, sequencing did not reveal a coding mutation whereas expression analysis demonstrated significant up-regulation of grainyhead-like 2 (Grhl2) in Axd mutant embryos. Expression of other candidate genes did not differ between genotypes. In order to test the hypothesis that over-expression of Grhl2 causes Axd NTDs, we performed a genetic cross to reduce Grhl2 function in Axd heterozygotes. Grhl2 loss of function mutant mice were generated and displayed both cranial and spinal NTDs. Compound heterozygotes carrying both loss (Grhl2 null) and putative gain of function (Axd) alleles exhibited normalization of spinal neural tube closure compared with Axd/+ littermates, which exhibit delayed closure. Grhl2 is expressed in the surface ectoderm and hindgut endoderm in the spinal region, overlapping with grainyhead-like 3 (Grhl3). Axd mutants display delayed eyelid closure, as reported in Grhl3 null embryos. Moreover, Axd mutant embryos exhibited increased ventral curvature of the spinal region and reduced proliferation in the hindgut, reminiscent of curly tail embryos, which carry a hypomorphic allele of Grhl3. Overall, our data suggest that defects in Axd mutant embryos result from over-expression of Grhl2

    Over-Expression of DSCAM and COL6A2 Cooperatively Generates Congenital Heart Defects

    A significant current challenge in human genetics is the identification of interacting genetic loci mediating complex polygenic disorders. One of the best characterized polygenic diseases is Down syndrome (DS), which results from an extra copy of part or all of chromosome 21. A short interval near the distal tip of chromosome 21 contributes to congenital heart defects (CHD), and a variety of indirect genetic evidence suggests that multiple candidate genes in this region may contribute to this phenotype. We devised a tiered genetic approach to identify interacting CHD candidate genes. We first used the well vetted Drosophila heart as an assay to identify interacting CHD candidate genes by expressing them alone and in all possible pairwise combinations and testing for effects on rhythmicity or heart failure following stress. This comprehensive analysis identified DSCAM and COL6A2 as the most strongly interacting pair of genes. We then over-expressed these two genes alone or in combination in the mouse heart. While over-expression of either gene alone did not affect viability and had little or no effect on heart physiology or morphology, co-expression of the two genes resulted in ≈50% mortality and severe physiological and morphological defects, including atrial septal defects and cardiac hypertrophy. Cooperative interactions between DSCAM and COL6A2 were also observed in the H9C2 cardiac cell line and transcriptional analysis of this interaction points to genes involved in adhesion and cardiac hypertrophy. Our success in defining a cooperative interaction between DSCAM and COL6A2 suggests that the multi-tiered genetic approach we have taken involving human mapping data, comprehensive combinatorial screening in Drosophila, and validation in vivo in mice and in mammalian cells lines should be applicable to identifying specific loci mediating a broad variety of other polygenic disorders
