Two snap-stabilizing point-to-point communication protocols in message-switched networks

A snap-stabilizing protocol, starting from any configuration, always behaves according to its specification. In this paper, we present a snap-stabilizing protocol to solve the message forwarding problem in a message-switched network. In this problem, we must manage resources of the system to deliver messages to any processor of the network. In this purpose, we use information given by a routing algorithm. By the context of stabilization (in particular, the system starts in an arbitrary configuration), this information can be corrupted. So, the existence of a snap-stabilizing protocol for the message forwarding problem implies that we can ask the system to begin forwarding messages even if routing information are initially corrupted. In this paper, we propose two snap-stabilizing algorithms (in the state model) for the following specification of the problem: - Any message can be generated in a finite time. - Any emitted message is delivered to its destination once and only once in a finite time. This implies that our protocol can deliver any emitted message regardless of the state of routing tables in the initial configuration. These two algorithms are based on the previous work of [MS78]. Each algorithm needs a particular method to be transform into a snap-stabilizing one but both of them do not introduce a significant overcost in memory or in time with respect to algorithms of [MS78]

Sonar and radar SAR processing for parking lot detection

In this paper, SAR processing algorithms for automotive applications are presented and illustrated on data from non-trivial test scenes. The chosen application is parking lot detection. Laboratory results obtained with a teaching sonar experiment emphasize the resolution improvement introduced with range-Doppler SAR processing. A similar improvement is then confirmed through full scale measurements performed with an automotive radar prototype operating at 77GHz in very close range conditions, typical of parking lot detection. The collected data allows a performance comparison between different SAR processing algorithms for realistic targets

L'action publique

On peut définir l'action publique comme l'ensemble des relations, des pratiques et des représentations qui concourent à la production politiquement légitimée de modes de régulation des rapports sociaux. Sur cette base, la sociologie de l'action publique ne peut cependant être détachée de la réflexion générale des sciences sociales sur le fonctionnement des sociétés — détachement dont l'hyperspécialisation de l'analyse des politiques publiques présente parfois le risque. Cette analyse doit au contraire se concevoir comme une contribution à la connaissance des modes d'organisation sociale et de leurs transformations. Elle est plus précisément partie intégrante de la sociologie politique, dans la mesure où elle a pour but d'analyser les modes d'exercice du pouvoir et de la domination dans leur dimension politique. Ce chapitre illustre ces propositions, en revenant sur la formation et les limites d'un savoir spécialisé dans le domaine des politiques publiques, puis en étudiant la structuration des relations constitutives des politiques et les pratiques par lesquelles elles se réalisent

Les politiques de démocratisation culturelle bénéficient d'une légitimité qui fait s'imposer l'évidence de leur nécessité mais semblent structurellement vouées au flou. Leur genèse permet d'éclairer ce paradoxe. Le débat sur « l'art et le peuple » au tournant du siècle obéit à des logiques propres aux « intellectuels ». Il prend la forme bouillonnante d'une controverse aux visées universelles, tout en mettant en jeu les positions de ses protagonistes. « L'art et le peuple » devient ainsi une « question de société » que les représentants politiques se doivent de prendre en compte, mais porte en elle les traces des lutes qui l'ont fait apparaître. This paper advocates the use of a Weberian framework in the analysis of the processes of Europeanization of public policies. It focuses on employment policies to explore the "elective affinities" between the European Employment Strategy launched in 1997 and the subsequent elaboration of national reforms reorganizing and strengthening monitoring, surveillance, and sanctions of the unemployed. From this perspective, Europeanization is defined as mutual reinforcement between European policy frames and national reforms than a top-down unilateral relationship of influence.Niniejszy artykuł wykorzystuje ramy teoretyczne Maxa Webera do badania procesów europeizacji polityk publicznych. Characterization of Zero-Bias Microwave Diode Power Detectors at Cryogenic Temperature

We present the characterization of commercial tunnel diode low-level microwave power detectors at room and cryogenic temperatures. The sensitivity as well as the output voltage noise of the tunnel diodes are measured as functions of the applied microwave power, the signal frequency being 10 GHz. We highlight strong variations of the diode characteristics when the applied microwave power is higher than few microwatt. For a diode operating at ${4}$ K, the differential gain increases from ${1,000}$ V/W to about ${4,500}$ V/W when the power passes from ${-30}$ dBm to ${-20}$ dBm. The diode present a white noise floor equivalent to a NEP of ${0.8}$ pW/ ${\sqrt{\mathrm{Hz}}}$ and ${8}$ pW/${ \sqrt{\mathrm{Hz}}}$ at 4 K and 300 K respectively. Its flicker noise is equivalent to a relative amplitude noise power spectral density ${S_{\alpha}(1~\mathrm{Hz})=-120}$~dB/Hz at ${4}$ K. Flicker noise is 10 dB higher at room temperature.Comment: 8 pages and 16 figure

Tests of Sapphire Crystals Produced with Different Growth Processes for Ultra-stable Microwave Oscillators

We present the characterization of 8-12 GHz whispering gallery mode resonators machined in high-quality sapphire crystals elaborated with different growth techniques. These microwave resonators are intended to constitute the reference frequency of ultra-stable Cryogenic Sapphire Oscillators. We conducted systematic tests near 4 K on these crystals to determine the unloaded Q-factor and the turnover temperature for whispering gallery modes in the 8-12 GHz frequency range. These characterizations show that high quality sapphire crystals elaborated with the Heat Exchange or the Kyropoulos growth technique are both suitable to meet a fractional frequency stability better than 1x10-15 for 1 s to 10.000 s integration times.Comment: 7 figure
