EMPREGO PĂšBLICO E CLIENTELISMO
"Clientelism" is here examined not as a vestige of the pastin extinction, but as a characteristic of our modern present, withseveral functions, such as a response to market disfunction ("social regulation") and political adjustment. Thus, in modern"clientelism" there is a passage from a situation of personalsubordination, born of economic dependency, to a situation ofmediation in the access to State resources. Les effets des équipements hydroélectriques en Amazonie
Cet article s’intéresse aux effets à moyen et long terme des barrages et usines hydroélectriques implantés en Amazonie brésilienne depuis les années 1980 sur la réorganisation des territoires environnants. Les équipements hydroélectriques constituent un aspect du front pionnier amazonien. Suite aux perturbations importantes provoquées par leur installation, un processus de résilience territoriale s’engage dans un contexte de post-front pionnier. L’analyse du cas du barrage de Tucurui (État du Pará) peut-elle, avec trente ans de recul, apporter des éléments de réflexion sur la situation actuelle dans la région de Porto Velho (État du Rondonia) où deux grandes usines hydroélectriques (Santo Antônio et Jirau) ont été installées à la fin des années 2000 ?This paper deals with the medium- and long-term effects of dams and hydroelectric plants installed since the 1980s in the Brazilian Amazon on the reorganization of the surrounding territories. Hydroelectric installations are an aspect of the Amazonian pioneer frontier. Due to the major disruptions caused by their installation, a process of territorial resilience takes place in a post-frontier context. Modelos alimentares em transição na Amazônia brasileira
International audienceAs abordagens de estudo da alimentação sĂŁo variadas, da Sociologia Ă Antropologia, passando tambĂ©m pelo domĂnio da Geografia. A abordagem geográfica dessa questĂŁo permite uma cartografia do consumo de alimentos no mundo, com objetivo de compreender sua dinâmica espacial (SCHOR et al., 2015). A sociologia da alimentação permite uma leitura do espaço social, com a finalidade de discutir as dimensões identitárias e as marcas sociais (REGNIER et al., 2006). Por sua vez, Poulin (2003) opta pela "socioantropologia da alimentação cujo objeto Ă© a atualização da complexidade das decisões alimentares". A partir dos dados coletados pelo projeto DURAMAZ 2 por meio de questionários, o presente estudo, baseando-se numa abordagem antropolĂłgica sobre as escolhas alimentares, buscará "estudar as interações entre os homens e seus alimentos para alĂ©m dos aspectos estritamente nutricionais (HUBERT; ESTAGER, 1999). A alimentação Ă© muito mais que o ato de nutrir-se, Ă© um ato construĂdo socialmente, um sistema de tamanha complexidade que materializa diversos hábitos, ritos e costumes, alĂ©m de ser um delimitador de diferentes poderes, como por exemplo, o econĂ´mico, o estĂ©tico, o religioso e o de gĂŞnero (GIELDA, 2009). Stratégies caféières du Brésil sur le marché mondial
RésuméFace à l'évolution paradoxale du marché mondial du café depuis les annés 1990  « boom » dans les pays consommateurs et « crise » dans les pays producteurs  le Brésil répond en se repositionnant rapidement en tant que pays consommateur, en adoptant diverses stratégies de valorisation de la qualité, adaptées à chaque région, et en proposant une réforme de la gouvernance de la filière. Pour la caféiculture brésilienne, l'enjeu actuel est de se faire une place dans le secteur du café soluble et de s'imposer sur de nouveaux marchés, comme le marché asiatique. Stratégies agro-industrielles autour de la filière des biocarburants au Brésil et en Argentine
Cet article propose une rĂ©flexion sur la façon dont, au BrĂ©sil et en Argentine, les acteurs et les territoires rĂ©pondent au dĂ©fi des Ă©nergies renouvelables pour produire des carburants d’origine vĂ©gĂ©tale qui diminuent l’émission des gaz Ă effet de serre et la dĂ©pendance aux Ă©nergies fossiles. Les secteurs agro-industriels innovent dans la production des biocarburants grâce Ă des politiques publiques qui soutiennent les dispositifs et les rĂ©seaux de recherche. Avec des processus de transformations de canne Ă sucre et de soja très compĂ©titifs, le BrĂ©sil (avec l’éthanol) et l'Argentine (avec le biodiesel) se positionnent parmi les leaders internationaux de ces marchĂ©s, tout en choisissant des stratĂ©gies diffĂ©rentes. Sur le plan gĂ©ographique, de nouvelles organisations territoriales se font jour: des districts industriels dans l’Etat de SĂŁo Paulo, des initiatives dispersĂ©es dans la Pampa argentine et un pĂ´le de production sur le fleuve Parana.This article refers to how, in Brazil and Argentina, both stakeholders and territories address the challenge of renewable energy by producing fuels from plants, to reduce the emissions of greenhouse gases and the dependence on fossil fuels. The agro-industrial sectors work on biofuels innovations with public policies that support devices and research networks. Taking advantage of their competitiveness in sugarcane and soybean processes, Brazil (with ethanol) and Argentina (with biodiesel) have been quickly positioned among the leaders in the international markets, chosing different strategies. On geographical point of view, new territorial organizations take place: industrial districts in SĂŁo Paulo State, dispersed initiatives in the Argentinean Pampa and pole production over Parana river.Dieser Artikel bietet eine Ăśberlegung ĂĽber die Art und Weise, mit welcher in Brasilien und Argentinien die Akteure und die Territorien zu der Herausforderung der erneuerbaren Energien sich vorbereiten, um Biokraftstoffe zu herstellen, die Treibhausgasausstoβe und Energieabhängigkeit begrenzen. Die Lebensmittelindustrie entwickelt Innovation in der Herstellung Biosprite dank öffentlichen Politiken, die Untersuchungsnetze fördern. Mit sehr wettbewerbsfähigen Verwandlungsprozessen von Zuckerrohr und Sojabohnen setzen sich Brasilien (Bioethanol) und Argentinien (Biodiesel) unter den internationalen MarktfĂĽhrern durch, indem sie untersciedliche Startegien gewählt haben. Vom Leitbild zur Partnerschaft: eine Analyse der französisch-brasilianischen Asymmetrie
1. Obwohl die Beziehungen zwischen Brasilien und Frankreich seit ihren Anfängen von einem regen universitären, kulturellen und politischen Austausch geprägt sind, erlahmte die Zusammenarbeit im Laufe der letzten Jahrzehnte. 2. Die Unterzeichnung einer strategischen Partnerschaft zwischen Brasilien und Frankreich im Jahr 2005 stellt den Beginn einer erneuerten und verstärkten Zusammenarbeit zwischen den Staaten dar. 3. Diese politische Partnerschaft stützt sich gleichzeitig auf eine zunehmend strukturierte wissenschaftliche Zusammenarbeit, auf dezentrale und grenzüberschreitende Projekte sowie auf neue Impulse für eine trilaterale Kooperation mit Afrika. 4. Der Austausch zwischen beiden Ländern kann nur intensiviert werden, wenn Frankreich weiter politischen Willen zeigt sowie mit flexiblen Strukturen und ausreichenden Mitteln den veränderten Prioritäten eines Schwellenlandes wie Brasilien begegnet.1. Although the relationship between France and Brazil has been based on multiple academic, cultural and political exchanges since its beginning, cooperation has decreased during the last decade. 2. The signing in 2005 of a strategic partnership between Brazil and France indicates the beginning of a renewed and strengthened cooperation between the two states. 3. This political partnership is based on a rising structured scientific cooperation, on decentralized and cross-border projects, as well as on a new desire for a three-sided cooperation on Africa. 4. Exchange between the two countries can only grow, if France keeps showing its political will as well as flexible structures and if sufficient means are used to face the changing priorities of an emerging country like Brazil
Evolution of Territorial Organization in Brazil and France
Territorial organization was a central theme in much of the work of ProfessorBertha K. Becker and stimulated debate concerning change in the contemporary world. This text is based on numerous conversations with her about regionalization, decentralization and the territorial role of the State which permitted a better understanding of Stateregional dynamics. Here we are concerned with the relationship which Brazilian and French societies maintain with their respective territories and comparative perspective is used to trace the evolution of territorial organizations and types of governance in each of these two countries. The objective is to show how democratization and decentralization accompany the accommodation of territories and societies to their current phase of development as well as how the specific culture of each country influences the way that regionalization occurs and/or encounters obstacles.A organização do territĂłrio foi um tema central da obra da professora BerthaK. Becker, que alimentou nossos diálogos para o entendimento das mudanças no mundo contemporâneo.
