    The Roots of the Discipline of Public Administration: A Narrative Analysis of Progressive Era Chicago

    In The Administrative State, Dwight Waldo challenges the discipline of Public Administration to remember the purpose of or meaning behind the discipline. In response to Waldo’s question “efficiency for what?”, this dissertation interprets the motivating values of the calls for reform to the process of governance at the turn of the twentieth century in Chicago. The research uses a narrative analysis of archived and published texts of Progressive reformers from the City of Chicago. Philip Selznick’s concept of the process of institutionalization, or to infuse with value, merged with Anthony Giddens’s concept of contextuality guides the interpretation of the actions of the reformers. The concept of institution as a process that infuses a social structure with values at a specific time in a specific place allows for an interpretation of the motivating values of reformers within a physical environment or community. The motivating values of reformers reflect the meaning of the calls for reforms in Chicago

    Memory usage verification using Hip/Sleek.

    Embedded systems often come with constrained memory footprints. It is therefore essential to ensure that software running on such platforms fulfils memory usage specifications at compile-time, to prevent memory-related software failure after deployment. Previous proposals on memory usage verification are not satisfactory as they usually can only handle restricted subsets of programs, especially when shared mutable data structures are involved. In this paper, we propose a simple but novel solution. We instrument programs with explicit memory operations so that memory usage verification can be done along with the verification of other properties, using an automated verification system Hip/Sleek developed recently by Chin et al.[10,19]. The instrumentation can be done automatically and is proven sound with respect to an underlying semantics. One immediate benefit is that we do not need to develop from scratch a specific system for memory usage verification. Another benefit is that we can verify more programs, especially those involving shared mutable data structures, which previous systems failed to handle, as evidenced by our experimental results

    Chandra Studies of the X-ray Point Source Luminosity Functions of M31

    Three different M31 disk fields, spanning a range of stellar populations, were observed by Chandra. We report the X-ray point source luminosity function (LF) of each region, and the LF of M31's globular clusters, and compare these with each other and with the LF of the galaxy's bulge. To interpret the results we also consider tracers of the stellar population, such as OB associations and supernova remnants. We find differences in the LFs among the fields, but cannot definitively relate them to the stellar content of the fields. We find that stellar population information, average and maximum source luminosities, X-ray source densities, and slopes of the LF are useful in combination.Comment: 7 pages, 3 figures, accepted for publication in ApJ.     Parental affect profiles predict child emotion regulation and classroom adjustment in families experiencing homelessness

    Parenting shapes the development of emotion regulation skills in early childhood, laying a key foundation for social-emotional adjustment. Unfortunately, high adversity exposure may disrupt parental emotion socialization practices and children\u27s regulatory development. The current study used variable- and person-centered approaches to evaluate links among parental emotion expressiveness, children\u27s observed emotion regulation, and teacher-reported adjustment among 214 4- to 6-year-old children experiencing homelessness, an indicator of high cumulative risk and acute adversity. Structured parent-child interaction tasks were recorded on site in emergency shelters over the summer and micro-socially coded for parent and child expressions of anger, positive affect, and internalizing distress. We anticipated that parental modeling of predominantly negative emotion expression would be associated with more child dysregulation during parent-child interaction and worse adjustment at school, as reported by teachers the following school year. Preliminary analyses indicated that children\u27s observed difficulty downregulating anger was associated robustly with teacher-reported social-behavioral problems. Latent profile analysis was used to identify three patterns of parental emotion expression characterized by above-average expression of positive affect, internalizing distress, and anger. Parents’ likelihood of membership in the elevated anger profile significantly predicted children\u27s observed difficulty down-regulating anger and higher social-behavioral problems at school. In addition to ongoing efforts to reduce poverty-related risk, supporting adaptive anger regulation in parents and young children may be important for enhancing resilience among families experiencing homelessness and similar conditions of high cumulative risk

    Impacts of Co-Solvent Flushing on Microbial Populations Capable of Degrading Trichloroethylene

    With increased application of co-solvent flushing technologies for removal of nonaqueous phase liquids from groundwater aquifers, concern over the effects of the solvent on native microorganisms and their ability to degrade residual contaminant has also arisen. This study assessed the impact of ethanol flushing on the numbers and activity potentials of trichloroethylene (TCE)-degrading microbial populations present in aquifer soils taken immediately after and 2 years after ethanol flushing of a former dry cleaners site. Polymerase chain reaction analysis revealed soluble methane monooxygenase genes in methanotrophic enrichments, and 16S rRNA analysis identified Methylocystis parvus with 98% similarity, further indicating the presence of a type II methanotroph. Dissimilatory sulfite reductase genes in sulfate-reducing enrichments prepared were also observed. Ethanol flushing was simulated in columns packed with uncontaminated soils from the dry cleaners site that were dosed with TCE at concentrations observed in the field; after flushing, the columns were subjected to a continuous flow of 500 pore volumes of groundwater per week. Total acridine orange direct cell counts of the flushed and nonflushed soils decreased over the 15-week testing period, but after 5 weeks, the flushed soils maintained higher cell counts than the nonflushed soils. Inhibition of methanogenesis by sulfate reduction was observed in all column soils, as was increasing removal of total methane by soils incubated under methanotrophic conditions. These results showed that impacts of ethanol were not as severe as anticipated and imply that ethanol may mitigate the toxicity of TCE to the microorganisms

    FAUSTA: Scaling Dynamic Analysis with Traffic Generation at WhatsApp

    We introduce Fausta, an algorithmic traffic gener-ation platform that enables analysis and testing at scale. Fausta has been deployed at Meta to analyze and test the WhatsApp plat-form infrastructure since September 2020, enabling WhatsApp developers to deploy reliable code changes to a code base of millions of lines of code, supporting over 2 billion users who rely on WhatsApp for their daily communications. Fausta covers expected and unexpected program behaviors in a privacy-safe controlled environment to support multiple use cases such as reliability testing, privacy analysis and performance regression detection. It currently supports three different algorithmic input generation strategies, each of which construct realistic backend server traffic that closely simulates production data, without replaying any real user data. Fausta has been deployed and closely integrated into the WhatsApp continuous integration process, catching bugs in development before they hit production. We report on the development and deployment of Fausta's reliability use case between September 2020 and August 2021. During this period it has found 1,876 unique reliability issues, with a fix rate of 74%, indicating a high degree of true positive fault revelation. We also report on the distribution of fault types revealed by Fausta, and the correlation between coverage and faults found. Overall, we do find evidence that higher coverage is correlated with fault revelation
