    Pelaksanaan Perlindungan Hak Atas Pendidikan Bagi Penyandang Disabilitas (People With Disability) di Universitas Negeri Gorontalo

    Education is one of the rights that are owned by persons with disabilities who are required to be protected and implemented by the government. Government programs to integrate persons with disabilities into the regular education known as inclusive education. The program issued by the government in this regard is required all universities in Indonesia to organize inclusive education for persons with disabilities through the Minister of Education and Culture No. 46 Year 2014 on Special Education in College one of them is the State University of Gorontalo (UNG). As it is the purpose of this research is to analyze the implementation of the protection of the right to education for persons with disabilities, analyze obstacles in the implementation of protection, as well as analyzing the efforts made by the university in overcoming the obstacles that exist.To answer the problem under study, researchers used a type of research is empirical juridical and approach is juridical sociological research. Based on the research results it can be concluded (1). implementation of the protection of the right to education for persons with disabilities in UNG is not optimal, (2). Barriers experienced by UNG, among others: the unavailability of teaching materials that fit the needs of students with disabilities, the lack of lecturers who have the ability to communicate, the campus that has not been friendly to the disabled, lack of facilities and infrastructure, as well as the lack of funding, (3). Efforts made by UNG, among others: to disseminate relevant campus inclusive of all existing courses, providing infrastructure facilities accessible, organized a friendly learning disabilities, as well as providing lecturers who have skills in communicating with students with disabilities. Key words: Implementation, protection, inclusive education, persons with disabilities Abstrak Pendidikan merupakan salah satu dari sekian hak yang dimiliki oleh penyandang disabilitas yang wajib untuk dilindungi dan dilaksanakan oleh pemerintah. Program pemerintah untuk menyatukan penyandang disabilitas ke dalam pendidikan reguler dikenal dengan Pendidikan inklusif. Program yang dikeluarkan oleh pemerintah terkait hal ini adalah mewajibkan seluruh universitas yang ada di Indonesia untuk menyelenggarakan pendidikan inklusif bagi penyandang disabilitas melalui Peraturan Menteri Pendidikan dan Kebudayaan Nomor 46 Tahun 2014 tentang Pendidikan Khusus di Perguruan Tinggi salah satunya adalah Universitas Negeri Gorontalo (UNG). Adapun hal yang menjadi tujuan penelitian dalam penelitian ini adalah menganalisis pelaksanaan perlindungan hak atas pendidikan bagi penyandang disabilitas, menganalisis hambatan di dalam pelaksanaan perlindungan, serta menganalisis upaya yang dilakukan oleh pihak universitas dalam mengatasi kendala yang ada. Adapun metode penelitian yang digunakan adalah jenis penelitian yuridis empiris dengan pendekatan penelitian adalah yuridis sosiologis. Berdasarkan hasil penelitian maka dapat disimpulkan (1). pelaksanaan perlindungan hak atas pendidikan bagi penyandang disabilitas di UNG adalah belum optimal, (2). Hambatan yang dialami oleh UNG antara lain: belum tersedianya bahan ajar yang sesuai dengan kebutuhan mahasiswa difabel, ketiadaan dosen pengajar yang memiliki kemampuan dalam berkomunikasi, lingkungan kampus yang belum ramah terhadap difabel, ketiadaan sarana dan prasarana, serta ketiadaan dana, (3). Upaya yang dilakukan oleh UNG antara lain: melakukan sosialisasi terkait kampus inklusif bagi semua program studi yang ada, menyediakan sarana prasarana yang aksesibel, menyelenggarakan proses pembelajaran yang ramah difabel, serta menyediakan dosen yang memiliki keterampilan dalam berkomunikasi dengan mahasiswa difabel.     Neural Network Burst Pressure Prediction in Composite Overwrapped Pressure Vessels from Acoustic Emission Data

    Composites have grown in importance in the aerospace industry where high specific strength is a priority. Weight reduction in space vehicles is critical because of the exorbitant cost associated with placing objects into space. Major weight savings have been obtained by switching from all metal pressure vessels to composite overwrapped pressure vessels (COPVs). Due to the nature of composites, current nondestructive analysis procedures for COPVs are not adequate for assessing structural integrity. As such, new methods must be developed. Presented herein is one such method. A method for burst pressure prediction using parametric filtering of acoustic emission (AE) data along with the specification of a categorical variable defining damage type has yielded accurate results for COPVs. The process, while accurate - 5.85 % worst case prediction error — required that the inflicted damage type of the bottle be known in order to make accurate predictions. The newly developed method relied heavily upon filtering of the parametric data recorded by an acoustic emission detection system. This edited data set was then used to make burst pressure predictions using a three layer backpropagation neural network given the AE amplitude distributions as input

    Relationship between fish size and otolith length for 63 species of fishes from the Eastern North Pacific Ocean

    Otoliths commonly are used to determine the taxon, age, and size of fishes. This information is useful for population management, predator-prey studies, and archaeological research. The relationship between the length of a fish and the length of its otoliths remains unknown for many species of marine fishes in the Pacific Ocean. Therefore, the relationships between fish length and fish weight, and between otolith length and fish length, were developed for 63 species of fishes caught in the eastern North Pacific Ocean. We also summarized similar relationships for 46 eastern North Pacific fish species reported in the literature. The relationship between fish length and otolith length was linear, and most of the variability was explained by a simple least-squares regression (r 2 > 0.700 for 45 of 63 species). The relationship between otolith length and fish length was not significantly different between left and right otoliths for all but one fish species. Images of otoliths from 77 taxa are included to assist in the identification of species. (PDF file contains 38 pages.

    Explicit approximate controllability of the Schr\"odinger equation with a polarizability term

    We consider a controlled Schr\"odinger equation with a dipolar and a polarizability term, used when the dipolar approximation is not valid. The control is the amplitude of the external electric field, it acts non linearly on the state. We extend in this infinite dimensional framework previous techniques used by Coron, Grigoriu, Lefter and Turinici for stabilization in finite dimension. We consider a highly oscillating control and prove the semi-global weak H2H^2 stabilization of the averaged system using a Lyapunov function introduced by Nersesyan. Then it is proved that the solutions of the Schr\"odinger equation and of the averaged equation stay close on every finite time horizon provided that the control is oscillating enough. Combining these two results, we get approximate controllability to the ground state for the polarizability system

    W-Band Free Space Permittivity Measurement Setup for Candidate Radome Materials

    This paper presents a measurement system used for w-band complex permittivity measurements performed in NASA Langley Research Center's Electromagnetics Research Branch. The system was used to characterize candidate radome materials for the passive millimeter wave (PMMW) camera experiment. The PMMW camera is a new technology sensor, with goals of all-weather landings of civilian and military aircraft. The sensor is being developed under a NASA Technology Reinvestment program with TRW, McDonnell- Douglas, Honeywell, and Composite Optics, Inc. as participants. The experiment is scheduled to be flight tested on the Air Force's 'Speckled Trout' aircraft in late 1997. The camera operates at W-band, in a radiometric capacity and generates an image of the viewable field. Because the camera is a radiometer, the system is very sensitive to losses. Minimal transmission loss through the radome at the operating frequency, 89 GHz, was critical to the success of the experiment.     International Students’ Expectations and Perceptions of Service Quality: The Case of a Higher Education Institution in South Africa

    South Africa has recently seen a significant increase in international student enrolments in recent years. In order to be competitive, attention needs to be given to service quality with a view to being the institution of preference. This paper therefore seeks to assess international students’ expectations and perceptions of service quality. A census was conducted among the 215 international students, using the SERVQUAL model as the measuring instrument. The results indicate that there are gaps between international students’ expectations and perceptions on the five service quality dimensions. An analysis of variance was conducted to test for significant differences between three biographical variables viz. faculty of study, qualification enrolled for and region of residence versus the five dimensions of service quality, on both expectations and perceptions. Recommendations are presented on how the institution can enhance service quality among its international students

    Two decades of pulsar timing of Vela

    Pulsar timing at the Mt Pleasant observatory has focused on Vela, which can be tracked for 18 hours of the day. These nearly continuous timing records extend over 24 years allowing a greater insight into details of timing noise, micro glitches and other more exotic effects. In particular we report the glitch parameters of the 2004 event, along with the reconfirmation that the spin up for the Vela pulsar occurs instantaneously to the accuracy of the data. This places a lower limit of about 30 seconds for the acceleration of the pulsar to the new rotational frequency. We also confirm of the low braking index for Vela, and the continued fall in the DM for this pulsar.Comment: Isolated Neutron Stars conference, London, April 24-28 200

    Compression of klockmannite, CuSe

    Copper selenide (CuSe) was compressed in a diamond anvil cell at room temperature up to a pressure of 52 GPa and studied using energy dispersive x-ray diffraction and Raman spectroscopy. CuSe is nearly isostructural with copper sulfide (CuS), and a previous study indicates that copper sulfide undergoes reversible pressure-induced amorphization at 18 GPa. The intensity of the x-ray diffraction peaks for CuSe decrease slowly, however, they never completely disappear up to a pressure of 52 GPa. The third-order Birch–Murnaghan equation of state fit to the data yields K0 = 96.9±5.3 GPaK0=96.9±5.3GPa and K0′ = 4.1±0.5.K0′=4.1±0.5. Vinet’s universal equation of state yields essentially identical parameters. Raman spectroscopy demonstrates that upon compression, the S–S bond in CuS compresses differently than the Se–Se bond in CuSe, possibly accounting for the different high pressure behavior of these two very similar compounds. © 1998 American Institute of Physics.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/70875/2/JCPSA6-109-2-634-1.pd

    Radar cross-section measurements and simulation of a tethered satellite. The small expendable deployer system end-mass payload

    The first Small Expendable Deployer System (SEDS-1), a tethered satellite system, was developed by NASA and launched March 29, 1993 as a secondary payload on a United State Air Force (USAF) Delta-2 launch vehicle. The SEDS-1 successfully deployed an instrumented end-mass payload (EMP) on a 20-km nonconducting tether from the second stage of the Delta 2. This paper describes the effort of NASA Langley Research Center's Antenna and Microwave Research Branch to provide assistance to the SEDS Investigators Working Group (IWG) in determining EMP dynamics by analyzing the mission radar skin track data. The radar cross section measurements taken and simulations done for this study are described and comparisons of the measured data with the simulated data for the EMP at 6 GHz are presented
