    Censorship or democratization? The media regulation in Brazil

    This article aims to reflect on the project model of media regulation, mostly what is under discussion in Brazil, and especially how it is affected by the distribution of broadcasting concessions. The media regulation project proposes, among other topics, the economic regulation that attempts to control the formation of monopolies and oligopolies of communication groups in the country. The link between electronic media and political and economic groups mischaracterizes the pluralism of media and information that are the pillars of democratic societies. In this paper, we will discuss the concept of cross-ownership, which has no limitations in Brazil, and how a possible economic regulation will not constitute a type of programming or content censorship, but inspired by examples of regulation of other countries, would seek to fulfill its basic role as social interlocutor, with greater democratization of content and a greater plurality of information

    The Effectiveness of Public Investment in Basic Education in Brazil

    The analysis of educational systems involves four central dimensions: economic, pedagogical, political and cultural. This paper focuses on the economic perspective, which has gained strength with the creation of the Basic Education Development Index (Ideb), and facilitates comparative analyzes of the performance of Brazilian educational systems. This research uses a linear least squares regression in which the dependent variables were the Ideb scores of Brazilian states and the independent variables were the corresponding investments in the maintenance and development of education (MDE), in the period 2005-2015. The results allow a comparative picture to be drawn of the effectiveness of the use of state resources invested by the states. It is verified that the investments in basic education in the states only partially explain the improved learning rates measured by the Ideb. Three distinct situations were observed. In 23 states there was an increase in investment in education accompanied by improvement in the Ideb. In 18 states, the increase in investments accompanied the improvement in the Ideb over a certain period, although this effect was not sustained throughout the historical series. In only 05 states, the relationship between investment and improvement in the Ideb remained positive throughout the analyzed period

    One-year timeline kinetics of cytokine-mediated cellular immunity in dogs vaccinated against visceral leishmaniasis

    BACKGROUND: The main control strategy for visceral leishmaniasis in Brazil has been based on the elimination of seropositive dogs, although this is not widely accepted. In this context, the use of a long-lasting protective vaccine against canine visceral leishmaniasis (CVL) has been highly expected. The aim of this work was to determine the timeline kinetics of the cytokine microenvironment derived from circulating leukocytes as supportive immunological biomarkers triggered by Leishmune® vaccine. Cross-sectional kinetic analysis of cellular immunity cytokines was carried out at three times (1, 6 and 12 months) after primovaccination with Leishmune®. In vitro short-term whole blood cultures were stimulated with Leishmania infantum soluble antigen (SLAg). The secreted cytokine signatures and their major sources were determined. RESULTS: At six months after vaccination, Leishmune® induced an increase in IL-8, IFN-γ, IL-17a and TNF-α levels and a decrease in IL-10. Cytokine signature analysis revealed a shift in the microenvironment towards a pro-inflammatory profile mediated by IL-8 and IFN-γ. Both, CD4(+) (↑TNF-α(+) and ↑IFN-γ (+)) and CD8(+) (↑IL-17a and ↓IL-4) T-cells contributed to the acquired immune responses observed after stimulation with SLAg. CONCLUSIONS: The changes observed in the cytokine profile suggested that Leishmune® was able to induce an effective response at six months after primovaccination. After one year, it returned to baseline suggesting the need of additional boosting

    Elephant grass (Pennisetum purpureum Schum.) is one of the most widely used forages in Brazil, due to its high potential productivity, forage quality, palatability, vigour and persistence. Dwarf types of elephant grass are the object of selection programs for their higher leaf/stem ratio and lower grazing height, resulting in more efficient pasture management. They have high potential for ruminant production (Almeida et al. 2000), but have markedly different morphological and productive characteristics (Cunha et al. 2011) to tall varieties of the same species. Adaptability and stability analyses are selection tools which allow identification of plant responses to different environments (Cruz and Regazzi 2001) and can identify stable productive clones across a range of environments.     Addressing robustness in time-critical, distributed, task allocation algorithms.

    The aim of this work is to produce and test a robustness module (ROB-M) that can be generally applied to distributed, multi-agent task allocation algorithms, as robust versions of these are scarce and not well-documented in the literature. ROB-M is developed using the Performance Impact (PI) algorithm, as this has previously shown good results in deterministic trials. Different candidate versions of the module are thus bolted on to the PI algorithm and tested using two different task allocation problems under simulated uncertain conditions, and results are compared with baseline PI. It is shown that the baseline does not handle uncertainty well; the task-allocation success rate tends to decrease linearly as degree of uncertainty increases. However, when PI is run with one of the candidate robustness modules, the failure rate becomes very low for both problems, even under high simulated uncertainty, and so its architecture is adopted for ROB-M and also applied to MIT’s baseline Consensus Based Bundle Algorithm (CBBA) to demonstrate its flexibility. Strong evidence is provided to show that ROB-M can work effectively with CBBA to improve performance under simulated uncertain conditions, as long as the deterministic versions of the problems can be solved with baseline CBBA. Furthermore, the use of ROB-M does not appear to increase mean task completion time in either algorithm, and only 100 Monte Carlo samples are required compared to 10,000 in MIT’s robust version of the CBBA algorithm. PI with ROB-M is also tested directly against MIT’s robust algorithm and demonstrates clear superiority in terms of mean numbers of solved tasks.N/

    SETDB2 and RIOX2 are differentially expressed among renal cell tumor subtypes, associating with prognosis and metastization

    Increasing detection of small renal masses by imaging techniques entails the need for accurate discrimination between benign and malignant renal cell tumors (RCTs) as well as among malignant RCTs, owing to differential risk of progression through metastization. Although histone methylation has been implicated in renal tumorigenesis, its potential as biomarker for renal cell carcinoma (RCC) progression remains largely unexplored. Thus, we aimed to characterize the differential expression of histone methyltransferases (HMTs) and histone demethylases (HDMs) in RCTs to assess their potential as metastasis biomarkers. We found that SETDB2 and RIOX2 (encoding for an HMT and an HDM, respectively) expression levels was significantly altered in RCTs; these genes were further selected for validation by quantitative RT-PCR in 160 RCTs. Moreover, SETDB2, RIOX2, and three genes encoding for enzymes involved in histone methylation (NO66, SETD3, and SMYD2), previously reported by our group, were quantified (RT-PCR) in an independent series of 62 clear cell renal cell carcinoma (ccRCC) to assess its potential role in ccRCC metastasis development. Additional validation was performed using TCGA dataset. SETDB2 and RIOX2 transcripts were overexpressed in RCTs compared to renal normal tissues (RNTs) and in oncocytomas vs. RCCs, with ccRCC and papillary renal cell carcinoma (pRCC) displaying the lowest levels. Low SETDB2 expression levels and higher stage independently predicted shorter disease-free survival. In our 62 ccRCC cohort, significantly higher RIOX2, but not SETDB2, expression levels were depicted in cases that developed metastasis during follow-up. These findings were not apparent in TCGA dataset. We concluded that SETDB2 and RIOX2 might be involved in renal tumorigenesis and RCC progression, especially in metastatic spread. Moreover, SETDB2 expression levels might independently discriminate among RCC subgroups with distinct outcome, whereas higher RIOX2 transcript levels might identify ccRCC cases with more propensity to endure metastatic dissemination.This study was funded by research grants from Research Center of Portuguese Oncology Institute - Porto (CI-IPOP 4-2012 and CI-IPOP 27) and from Associacao Portuguesa de Urologia (APU-2010).     Gaia-IGRINS synergy: Orbits of Newly Identified Milky Way Star Clusters

    The recent exquisite Gaia astrometric, photometric, and radial velocity (RV) measurements resulted in a substantial advancement for the determination of the orbits for old star clusters, including the oldest Milky Way globular clusters (MW GCs). The main goal of this paper is to use the Gaia DR3 and the VVVX measurements to obtain the orbits for nearly a dozen new Galactic GC candidates that have been poorly studied or previously unexplored. We use the Gaia DR3 and VVVX databases to identify bonafide members of the Galactic GC candidates: VVV-CL160, Patchick122, Patchick125, Patchick126, Kronberger99, Kronberger119, Kronberger143, ESO92-18, ESO93-08, Gaia2, and Ferrero54. The relevant mean cluster physical parameters are derived (distances, Galactic coordinates, proper motions, RVs). We measure accurate mean RVs for the GCs VVV-CL160 and Patchick126, using observations acquired at the Gemini-South telescope with the IGRINS high-resolution spectrograph. Orbits for each cluster are then computed using the GravPot16 model, assuming typical Galactic bar pattern speeds. We reconstruct the orbits for these clusters for the first time. These include star clusters with retrograde and prograde orbital motions, both in the Galactic bulge and disk. Orbital properties, such as the mean time-variations of perigalactic and apogalactic distances, eccentricities, vertical excursions from the Galactic plane, and Z-components of the angular momentum are obtained for our sample. Our main conclusion is that, based on the orbital parameters, Patchick125 and Patchick126 are genuine MW bulge/halo GCs; Ferrero54, Gaia2 and Patchick122 are MW disk GCs. The orbits of Kronberger99, Kronberger119, Kronberger143, ESO92-18, and ESO93-08 are more consistent with old MW disk open clusters. VVV-CL160 falls very close to the Galactic centre, but reaches larger distances beyond the Sun, thus its origin is still unclear.Comment: 21 pages, 8 figures. Accepted for publication in A&
