    Systematization of functional features of intellectual and innovative determinants of the intensification of the regional economic development

    Within the article, economic essence, scientific approaches and modern interpretations of intellectual and innovative development of economic systems are considered. The conditions and measures of the activation of intellectual-innovative determinants of the intensification of the development of regional economic systems are determined. Distribution of resources in the region between individual territories is implemented according to investment strategies of intellectual and innovative development. Considering functional features and factors of influence of intellectual and innovative determinants, the author identifies the guidelines for their implementation in the intensification of development processes in the regions. This allowed to formulate directions for ensuring the effectiveness of intellectual and innovative determinants, which include intensifying cooperation and strengthening export positions, creating competitive advantages of an innovative nature, increasing and adapting competencies and digital skills in the population, balanced territorial development through the cognitive resource allocation

    The purpose of the article is to study the role of higher education in the development of the digital economy. To achieve the goal, the authors used the methods of analysis and synthesis; content analysis; scientific abstraction and systematization. The authors conclude that promising areas for strengthening the positive impact of higher education on the development of the digital economy are: improving dual education to provide the national economy with personnel capable of innovative thinking and action; introduction of lifelong learning programs, short-term highly specialized training programs; formation of information and innovation cultures in society; generation of innovative ideas and their commercialization in the real sector of the economy; supporting the development of innovation and information infrastructures; support for youth innovation projects; increasing the level of the English language proficiency in order to expand the opportunities for participation of universities in international research and educational projects.O objetivo do artigo é estudar o papel do ensino superior no desenvolvimento da economia digital. Para atingir o objetivo, os autores utilizaram os métodos de análise e síntese; análise de conteúdo; abstração e sistematização científica. Os autores concluem que as áreas promissoras para fortalecer o impacto positivo do ensino superior no desenvolvimento da economia digital são: melhorar a educação dual para dotar a economia nacional de pessoal capaz de pensar e agir inovadores; introdução de programas de aprendizagem ao longo da vida, programas de treinamento altamente especializados de curto prazo; formação de culturas de informação e inovação na sociedade; geração de ideias inovadoras e sua comercialização no setor real da economia; apoiar o desenvolvimento de infraestruturas de inovação e informação; apoio a projetos de inovação juvenil; aumentar o nível de proficiência da língua inglesa, a fim de expandir as oportunidades de participação das universidades em projetos internacionais de pesquisa e educação.El propósito del artículo es estudiar el papel de la educación superior en lengua inglesa en el desarrollo de la economía digital. Para lograr el objetivo, los autores utilizaron los métodos de análisis y síntesis; análisis de contenido; abstracción científica y sistematización. Los autores concluyen que las áreas prometedoras para fortalecer el impacto positivo de la educación superior en el desarrollo de la economía digital son: mejorar la educación dual para proporcionar a la economía nacional personal capaz de pensar y actuar de manera innovadora; introducción de programas de aprendizaje permanente, programas de formación de corta duración altamente especializados; formación de culturas de información e innovación en la sociedad; generación de ideas innovadoras y su comercialización en el sector real de la economía; apoyar el desarrollo de infraestructuras de información e innovación; apoyo a proyectos de innovación juvenil; aumentar el nivel de dominio del idioma inglés para ampliar las oportunidades de participación de las universidades en proyectos internacionales de investigación y educación.  

    Functions of public management of the regional development in the conditions of digital transformation of economy

    In this study, a methodological approach based on the model of the differential equations system to determine the impact of the functions of public administration of the regional development in the context of digital transformation is proposed. As digital transformation involves changes in management models of systems at different levels in order to improve their efficiency, this also applies to public management of the regional development. Based on the system approach, social, reproductive and mobilizing functions of state management of the regional development were singled out. To determine the impact of public administration functions on the regional development, it is proposed to use a model of differential equations. Different weights of the influence of the functions of state management of the regional development in the conditions of digital transformation are characterized by dynamic changes in the amplitude of fluctuations of integral indices of the modules of the functionalities of social, reproductive and mobilization functions. Scientific novelty of this study is the development of a methodological approach based on the model of the differential equations system to determine social, reproductive and mobilizing functions of public administration of the regional development in the context of digital transformation

    The article offers aqualimetric assessment of the innovation in regional economic systems, taking into account digitization. The study was based on the methodology of general scientific methods of cognition and special methods of scientific research in the field of the development of productive forces and regional economy. Namely, we used the dialectical method of scientific cognition to identify contradictions and interrelations of innovative development of the subjects of regional economic systems; analysis and synthesis to identify the mechanism for identifying and implementing priority areas of innovation in the regions; the grouping method for clustering regions according to the calculated values of the integrated index of innovation of the regions of Ukraine and Poland; statistical and economic‑mathematical modeling for calculations and modeling of innovation of regions, and other methods.The calculations and analysis of the values of integrated indices of innovation activity in the regions of Ukraine and Poland are performed. These regions are grouped according to this indicator. The cartographic analysis is presented, and the region leaders, region outsiders, and regions with the average value of the integrated index of innovation are singled out. This study has theoretical and applied significance for the development of productive forces and regional economy as it provides for the development of a methodological approach to assessing the innovation activity of the regions of Ukraine and Poland, taking into account digitalization processes.Artykuł przedstawia kwalimetryczną ocenę innowacyjności regionalnych systemów gospodarczych z uwzględnieniem procesów cyfryzacji. Badania oparto o generalne naukowe metody poznawcze oraz specjalne metody badań naukowych w obszarze rozwoju sił wytwórczych i gospodarki regionalnej. Zastosowano dialektyczną metodę poznania naukowego do identyfikacji sprzeczności i wzajemnych powiązań innowacyjnego rozwoju podmiotów działających w ramach regionalnych systemów gospodarczych; metodę analizy i syntezy w celu określenia mechanizmów identyfikacji i wdrażania priorytetowych obszarów innowacji w regionach; metodę grupowania w celu pogrupowania regionów według obliczonych wartości zintegrowanego wskaźnika innowacyjności regionów Ukrainy i Polski; metodę modelowania statystycznego i ekonomiczno‑matematycznego do obliczenia i modelowania innowacyjności regionów, a także inne metody. Przeprowadzono kalkulację i analizę wartości zintegrowanych wskaźników działalności innowacyjnej w regionach Ukrainy i Polski. Regiony te zostały pogrupowane według wartości tego wskaźnika. Przedstawiono analizę kartograficzną i wyodrębniono regiony będące liderami, regiony zapóźnione oraz regiony o średniej wartości zintegrowanego wskaźnika innowacyjności. Niniejsze opracowanie ma znaczenie teoretyczne i aplikacyjne dla rozwoju sił wytwórczych i gospodarki regionalnej, gdyż prezentuje propozycję podejścia metodologicznego do oceny aktywności innowacyjnej regionów Ukrainy i Polski z uwzględnieniem procesów cyfryzacji
