Challenges in Open-air Microwave Quantum Communication and Sensing
Quantum communication is a holy grail to achieve secure communication among a
set of partners, since it is provably unbreakable by physical laws. Quantum
sensing employs quantum entanglement as an extra resource to determine
parameters by either using less resources or attaining a precision unachievable
in classical protocols. A paradigmatic example is the quantum radar, which
allows one to detect an object without being detected oneself, by making use of
the additional asset provided by quantum entanglement to reduce the intensity
of the signal. In the optical regime, impressive technological advances have
been reached in the last years, such as the first quantum communication between
ground and satellites, as well as the first proof-of-principle experiments in
quantum sensing. The development of microwave quantum technologies turned out,
nonetheless, to be more challenging. Here, we will discuss the challenges
regarding the use of microwaves for quantum communication and sensing. Based on
this analysis, we propose a roadmap to achieve real-life applications in these

Syftet med denna undersökning är att bidra med kunskap om pedagogers förhållningssätt och arbetssätt gentemot barn av annan etnisk bakgrund än svensk i förskolan. Genom att intervjua 2 pedagoger framgick hur de beskriver sitt arbetssätt för att synliggöra barns etniska bakgrunder och hur de beskriver möjligheter och svårigheter med arbetet i en mångkulturell förskola. Genom att observationer utfördes kunde även pedagogernas arbetssätt exemplifieras. Undersökningen visade på 3 olika återkommande teman hos de båda pedagogerna; ett interkulturellt arbetssätt, svårigheter och olika grad av självsäkerhet i det interkulturella arbetssättet. I dessa kunde ses att pedagogerna synliggör barnens etniska bakgrunder, men utan uppföljning. Slutsatserna som dragits är att pedagoger i mångkulturella barngrupper ofta är osäkrare, bland annat på grund av mängden olika etniska bakgrunder, och därför istället letar efter gemensamma nämnare hos barnen. Detta slutar ofta i uttalanden från pedagoger som framstår dem som okunniga och ointresserade och kan resultera i att barnen tar avstånd från sin bakgrund för att passa in i normen
Neuromorphic Twins for Networked Control and Decision-Making
We consider the problem of remotely tracking the state of and unstable linear
time-invariant plant by means of data transmitted through a noisy communication
channel from an algorithmic point of view. Assuming the dynamics of the plant
are known, does there exist an algorithm that accepts a description of the
channel's characteristics as input, and returns 'Yes' if the transmission
capabilities permit the remote tracking of the plant's state, 'No' otherwise?
Does there exist an algorithm that, in case of a positive answer, computes a
suitable encoder/decoder-pair for the channel? Questions of this kind are
becoming increasingly important with regards to future communication
technologies that aim to solve control engineering tasks in a distributed
manner. In particular, they play an essential role in digital twinning, an
emerging information processing approach originally considered in the context
of Industry 4.0. Yet, the abovementioned questions have been answered in the
negative with respect to algorithms that can be implemented on idealized
digital hardware, i.e., Turing machines. In this article, we investigate the
remote state estimation problem in view of the Blum-Shub-Smale computability
framework. In the broadest sense, the latter can be interpreted as a model for
idealized analog computation. Especially in the context of neuromorphic
computing, analog hardware has experienced a revival in the past view years.
Hence, the contribution of this work may serve as a motivation for a theory of
neuromorphic twins as a counterpart to digital twins for analog hardware
Wettbewerbskorporatismus und soziale Politik. Zur Transformation wohlfahrtsstaatlicher Politikfelder am Beispiel der Gesundheitspolitik
Die vorliegende Dissertation beschäftigt sich mit
Gesundheitspolitik in Europa. In Europa gelten die
Sozialpolitik und insbesondere die Gesundheitspolitik als
Felder, in denen die Nationalstaaten weitgehend den Ton
angeben. Fragen der Krankenversorgung und etwaiger
institutioneller Reformen werden in der Regel als nationale
Angelegenheiten behandelt. Seit geraumer Zeit sind jedoch
deutliche Anzeichen erkennbar, dass das Politikfeld Gesundheit
vor einem dynamischen Prozess der Europäisierung steht. Die
vorliegende Untersuchung analysiert die unterschiedlichen Wege,
auf denen sich dieser Prozess vollzieht. Während bisher die
Verflechtungen zwischen dem europäischen Markt- und dem
deutschen Sozialrecht den wichtigsten Wirkungskanal
darstellten, über den die europäische Integration Einfluss auf
das deutsche Gesundheitssystem gewinnt, so dürften von der
wettbewerbspolitischen Neuausrichtung des Integrationsprozesse
(?Lissabonner Strategie?) und den Vorgaben der
Europäischen Wirtschafts- und Währungsunion neue Impulse in
Richtung einer Europäisierung der Gesundheitspolitik ausgehen.
Dabei kommt der Offenen Methode der Koordinierung als einem
neuen Regulierungsmodus im europäischen Mehrebenensystem, der
zunehmend auch in der Gesundheitspolitik Anwendung findet,
besondere Bedeutung zu. Im ersten Teil der Studie wird gezeigt,
dass auf europäischer Ebene neue politischen Arenen entstehen,
in denen insbesondere der Europäische Gerichtshof, die
Europäische Kommission sowie der Europäische Rat aktiver und
entschiedener als bisher Gesundheitspolitik betreiben.
Gleichzeitig bilden sich neue Formen wechselseitiger
Abhängigkeit zwischen nationaler Gesundheitspolitik und
europäischen Entscheidungen heraus. Im Rahmen dieses Prozesses
schränken einerseits Vorgaben aus Europa die nationalstaatlich
zur Verfügung stehenden Politikoptionen ein; andererseits
nutzen aber auch Schlüsselakteure der nationalen
Gesundheitssysteme die europäischen Entscheidungsprozesse, um
eigenen Interessenlagen zum Durchbruch zu verhelfen und eigene
Strategieoptionen zu realisieren. Die Anwendung der Offenen
Methode der Koordinierung auf das Gesundheitswesen geht zum
einen mit einer strategischen Aufwertung, zum anderen aber auch
mit einer wettbewerbspolitischen Indienstnahme der
Gesundheitspolitik einher. Es ist davon auszugehen, dass die
enge Einbindung der europäischen Gesundheitspolitik in die
finanzpolitischen Vorgaben des EU-Finanzregimes und die Ziele
der neuen europäischen Wettbewerbspolitik den Druck in Richtung
auf die Stärkung einer kostendämpfungs- und
wettbewerbsorientierten Gesundheitspolitik in den
Mitgliedsstaaten erhöhen wird. Allerdings kann die Einbeziehung
der Erfahrungen aus anderen Ländern auch einen Beitrag dazu
leisten, Defizite des deutschen Gesundheitssystems, vor allem
ineffiziente Versorgungsstrukturen, zu überwinden. Der zweite
Teil der Studie befasst sich mit Funktion und Bedeutung eines
Gremiums des deutschen Gesundheitssystems für die Verteilung
von Gesundheitsleistungen. Dabei handelt es sich um den
Bundesausschuss der Ärzte und Krankenkassen. Der
Bundesausschuss hat sich vor allem in der zweiten Hälfte der
90er Jahre und von der Öffentlichkeit weitgehend unbemerkt, zu
einer einflussreichen Instanz entwickelt, die weitreichende
Entscheidungen im Hinblick auf das Leistungsrecht der GKV
fällt. Der Staat hat ihm diesbezüglich schrittweise
entsprechende Kompetenzen übertragen ? vor allem um sich
von den Legitimationsrisiken zu entlasten, die mit einer
restriktiven Gewährung von Leistungen in der GKV verbunden
sind. Insofern fungiert der Bundesausschuss auch als Agentur
jenes gesundheitspolitischen Paradigmenwechselns, der vielfach
als Übergang von einer expansiven zu einer wettbewerbs- und
beitragssatzorientierten Gesundheitspolitik beschrieben worden
ist. Neben der Rekonstruktion dieses Prozesses der sukzessiven
?wetbewerbskorporatistischen Beauftragung? des
Bundesausschusses durch den Staat analysiert die Studie
zugleich, wie die beteiligten Akteure durch gezielte staatliche
Interventionen in die gesundheitspolitischen Kontextbedingungen
ein Eigeninteresse an der restriktiven Interpretation des
Leistungskatalogs entwickeln und auf diese Weise staatlichen
Steuerungszielen Rechnung tragen ? wobei sich der Staat
selbst über ein System von Genehmigungsvorbehalten und
Ersatzvornahmen ein Letztentscheidungsrecht für den Fall
missliebiger oder nicht fristgerechter Entscheidungen
vorbehält. Abschließend werden die inneren Widersprüche der
staatlichen Delegation von Steuerungskompetenzen und ? in
einem kurzen Ausblick ? die wachsende Bedeutung der
EU-Rechtsprechung für die nationalstaatliche Ausgestaltung des
Gesundheitssystems thematisiert
Two-resonator circuit QED: Dissipative Theory
We present a theoretical treatment for the dissipative two-resonator circuit
quantum electrodynamics setup referred to as quantum switch. There, switchable
coupling between two superconducting resonators is mediated by a
superconducting qubit operating in the dispersive regime, where the qubit
transition frequency is far detuned from those of the resonators. We derive an
effective Hamiltonian for the quantum switch beyond the rotating wave
approximation and study the dissipative dynamics within a Bloch-Redfield
quantum master equation approach. We derive analytically how the qubit affects
the quantum switch even if the qubit has no dynamics, and we estimate the
strength of this influence. The analytical results are corroborated by
numerical calculations, where coherent oscillations between the resonators, the
decay of coherent and Fock states, and the decay of resonator-resonator
entanglement are studied. Finally, we suggest an experimental protocol for
extracting the damping constants of qubit and resonators by measuring the
quadratures of the resonator fields.Comment: 17 pages, 9 figure
Tunable coupling engineering between superconducting resonators: from sidebands to effective gauge fields
In this work we show that a tunable coupling between microwave resonators can
be engineered by means of simple Josephson junctions circuits, such as dc- and
rf-SQUIDs. We show that by controlling the time dependence of the coupling it
is possible to switch on and off and modulate the cross-talk, boost the
interaction towards the ultrastrong regime, as well as to engineer red and blue
sideband couplings, nonlinear photon hopping and classical gauge fields. We
discuss how these dynamically tunable superconducting circuits enable key
applications in the fields of all optical quantum computing, continuous
variable quantum information and quantum simulation - all within the reach of
state of the art in circuit-QED experiments.Comment: 11 pages, 4 figure
Mechanical frequency control in inductively coupled electromechanical systems
Nano-electromechanical systems implement the opto-mechanical interaction
combining electromagnetic circuits and mechanical elements. We investigate an
inductively coupled nano-electromechanical system, where a superconducting
quantum interference device (SQUID) realizes the coupling. We show that the
resonance frequency of the mechanically compliant string embedded into the
SQUID loop can be controlled in two different ways: (i) the bias magnetic flux
applied perpendicular to the SQUID loop, (ii) the magnitude of the in-plane
bias magnetic field contributing to the nano-electromechanical coupling. These
findings are quantitatively explained by the inductive interaction contributing
to the effective spring constant of the mechanical resonator. In addition, we
observe a residual field dependent shift of the mechanical resonance frequency,
which we attribute to the finite flux pinning of vortices trapped in the
