    Promoting energy efficiency in the private rented sector

    The English House Condition Survey for 1991 demonstrated that levels of energy efficiency in private rented property are significantly below other sectors, even though energy improvements have tangible benefits for landlords. The low level of energy efficiency provision in the private rented sector indicates that landlords are unaware or unconvinced of these benefits and market barriers may have restricted uptake. Information regarding energy efficiency advice to the private rented HMO sector has focussed on offering good practice design guidance, and information about the level of fitness and overall characteristics of the sector. This research project evaluated the PRESS scheme, which encouraged landlords to introduce energy efficiency measures. A total of 78 private sector rented properties in Sheffield were analysed with retrofit measures to improve levels of energy efficiency. The results demonstrate that whilst market barriers exist, the PRESS scheme went some way to overcoming some barriers to energy efficiency.<br /

    Voluntary waste industry protocol for the handling of early collected carbon charges in the landfill sector

    The landfill industry, through the Australian Landfill Owners Association and the Australian Local Government Association, has developed this voluntary protocol to ensure that the early collected carbon charges are returned for consumer benefit. Individual landfill owners will have the option to accept to be bound by the protocol. Those who accept shall be identified on the Department of the Environment’s website. The protocol will not override contractual arrangements between landfill operators and their customers. The Minister for the Environment has issued a statement supporting the protocol and calling for wide participation by the landfill industry and other groups in the protocol. The Australian Competition and Consumer Commission (ACCC) has also encouraged landfill industry participants to work with the Government to negotiate an appropriate solution for the handling of early collected carbon charges

    Experimental Measurements and Computer Simulation of Fission Product Gamma-Ray Spectra

    Airborne gamma ray spectrometry using high volume scintillation detectors, optionally in conjunction with Ge detectors, has potential for making rapid environmental measurements in response to nuclear accidents. An experimental investigation and computer simulation have been used to characterise the response of such detectors to short lived fission products. Small samples of 235U were irradiated in a research reactor for short periods, to generate fission product sources. Gamma ray spectra were recorded over a period of one year using both high volume scintillation detectors and semiconductor detectors. The main gamma emitting nuclides have been identified, and their associated signals in each detector defined. Simulation work has been used to calculate the corresponding spectra which would have been observed at airborne survey heights, or from fission product sources irradiated for a prolonged period. While Ge detectors can record a fuller range of isotopes, of interest in characterising release terms, the NaI spectra also have potential for providing data on a range of radiologically important isotopes at all stages

    Going to waste? The potential impacts on nature conservation and cultural heritage from resource recovery on former mineral extraction sites in England and Wales

    Scarcity of mineral supplies globally means that there is an international effort to examine the potential to extract resources from mine wastes. Such sites are often perceived as degraded and of little value. However, many sites are protected for their ecological, geological or historical significance. This paper examines the scale of the association between these designations and former mineral extraction sites in England and Wales. Around 69,000 mines (44%) are co-located with some form of designation; ranging from 27% of sand and gravel quarries in Wales to 84% of metal mines in England. Some designations are coincidental to mining and may benefit from resource recovery combined with remediation activities, others exist due to previous mining activities and may be adversely affected. This creates a tension in the long-term management of former mineral extraction, which should be considered when assessing the potential for, and desirability of, resource recovery

    Elected Mayors: Leading Locally?

    The directly elected executive mayor was introduced to England a decade ago. Drawing inspiration from European and American experience, the elected mayor appealed to both New Labour and Conservative commentators in offering a solution to perceived problems of local leadership. There was a shared view that governance of local areas was failing and that elected mayors were the answer. The first local referendums were held in 2001. Most have continued to reject the idea of the elected mayor. During 2012, the coalition government initiated 10 further mayoral referendums in England's largest cities but only one, Bristol, opted for an elected mayor. Overall, there is no evidence of widespread public support, yet the prospect of more mayors - with enhanced powers - remains firmly on the policy agenda. Drawing from a decade of research, this paper considers reasons for the persistence of the mayoral experiment, the importance of local factors in the few areas where mayors hold office and the link to current policy debates. Using the authors' analytical leadership grid, this paper links the governmental, governance and allegiance roles of mayors to the problematic nature of local leadership. It then draws tentative conclusions about the strange case of the elected mayor in England

    Living In Cold Homes After Heating Improvements: Evidence From Warm Front, England's Home Energy Efficiency Scheme.

    Objective: To investigate explanatory factors for persistent cold temperatures in homes which have received heating improvements. Design: Analysis of data from a national survey of dwellings and households (in England occupied by low-income residents) that had received heating improvements or repairs under the Warm Front Scheme. Methods: Over the winters of 2001–02 and 2002–03, householders recorded living room and main bedroom temperatures in a diary. Entries were examined for 888 households, which had received high level heating interventions. Two hundred and twenty-two households were identified as occupying cold homes, with mean bedroom temperature below 16 °C or mean living room temperatures below 18 °C. Binary logistic regression was used to model dwelling and household features and then occupants’ behaviour and attitudes in the ‘cold homes’ sub-set compared with the remainder of the high intervention group. Seventy-nine supplementary, structured telephone interviews explored reasons given for lower temperatures. Using graphical and tabular methods, householders preferring cooler homes were distinguished from those who felt constrained in some way. Results: Cold homes predominate in pre-1930 properties where the householder remains dissatisfied with the heating system despite major improvements funded by Warm Front. Residents of cold homes are less likely to have long-standing illness or disability, but more likely to experience anxiety or depression. A small sample of telephone interviews reveals those preferring lower temperatures for health or other reasons, report less anxiety and depression than those with limited control over their home environment. Their ‘thermal resistance’ to higher temperatures challenges orthodox definitions of comfort and fuel poverty

    Feeling Safe in the Dark : Examining the Effect of Entrapment, Lighting Levels, and Gender on Feelings of Safety and Lighting Policy Acceptability

    This research examined to what extent physical factors, notably lighting and entrapment (blocked escape), and individual factors, notably gender, affect feelings of safety and the acceptability of reduced lighting levels. The authors reasoned that acceptability of reduced street lighting depends on perceived safety, which in turn depends on entrapment, lighting, and gender. Virtual representations of a residential street were used, systematically manipulating entrapment and lighting levels. As expected, people felt less safe in lower lighting and higher entrapment settings, and these settings were evaluated as less acceptable. Although women perceived a situation as less safe compared with men, the authors found no gender differences in acceptability, which extends previous research. Importantly, as hypothesized, perceived safety mediated the effect of lighting on acceptability levels, suggesting that people can accept lower lighting levels when social safety is not threatened

    Understanding the scale and nature of outcome change in area-regeneration programmes: evidence from the New Deal for Communities Programme in England

    The New Deal for Communities (NDC) Programme is one of the most intensive area-based initiatives (ABIs) launched in England. Between 1998 and 2010, 39 NDC Partnerships were charged with improving conditions in relation to six outcomes within deprived neighbourhoods, each accommodating around 9,800 people. Data point to only modest change, much of which reflected improving attitudes towards the area and the environment. There are problems in identifying positive people-based outcomes because relatively few individuals benefit from relevant initiatives. Few positive benefits leak out of NDC areas. Transformational change was always unlikely bearing in mind the limited nature of additional resources, and because only a minority of individuals directly engage with NDC projects. This evidence supports perspectives of ABIs rooted in 'local-managerialism'
