Impeachment of the Paraguayan President: Discursive Event and Cartoons

al evento político “impeachment paraguayo”, que sucedió en
el año 2012 en Paraguay. Varias noticias fueron transmitidas
en diferentes blogs y sitios de internet, pero nos detuvimos a
analizar tan solo las caricaturas humorísticas. Estas fueron seleccionadas
por presentar características peculiares al género y,
principalmente, por expresar dichos acerca del acontecimiento
político. Para los análisis fueron utilizados conocimientos
teóricos del Análisis del Discurso de línea francesa y fundamentación
teórica de los estudios semióticos. Tenemos por
objetivo presentar una forma de lectura que logre deconstruir
los discursos estereotipados y artificiales que fueron naturalizados
a lo largo del tiempo en la sociedad.This paper is concerned with analyzing political cartoons
about the “Paraguayan impeachment” event, which took
place in Paraguay in 2012. Many different news were diffused
on blogs and websites, but we limited ourselves here to analyze
only the humoristic cartoons. These ones were chosen because
they have specific characteristics of this genre and they
express specific sayings about that political event. For that, we
searched theoretical knowledge for the analysis at the French
Discourse theory of semiotics. We aim to present a way of
reading which may deconstruct stereotypes and artificial discourses

A RELAÇÃO ENTRE A ICONICIDADE E OS CLASSIFICADORES NA LÍNGUA BRASILEIRA DE SINAIS
Este artigo discorre sobre aspectos relacionados aos fenômenos da iconicidade e dos classificadores em Língua Brasileira de Sinais – Libras. A princípio faz-se uma abordagem sobre esses fenômenos de um modo geral e, a seguir trata-se desses na Libras. Para melhor entendimento, especialmente para aqueles que desconhecem essa língua, apresentamos imagens e os sinais correspondentes. Pesquisadores da área das línguas de sinais como Quadros e Karnopp (2004); Pizzio (2009); Ferreira (2010); Nunes (2013); Albres (2017) entre outros são referências nesse estudo, cujo objeto é investigar a relação entre esses fenômenos na Libras. Nessa perspectiva, fazemos uma comparação dos mesmos com as línguas de sinais americana e francesa
Discurso de professores indígenas: uma análise semiótica
Este artigo objetiva apresentar alguns aspectos relativos ao processo de construção de significado no discurso de professores indígenas a respeito da Educação Formal. Tomamos como corpus os depoimentos de dois professores da Reserva Indígena de Dourados, Mato Grosso do Sul. Os depoimentos estão publicados no livro intitulado Canto de Morte Kaiowá: história oral de vida, de Carlos Sebe Bom Meihy, editado em 1991. Para a análise, nos valemos da teoria semiótica de linha francesa, conforme postulada pelo teórico da linguagem Algirdas Julien Greimas e seus seguidores
Fulfillment of the Brazilian Agenda of Priorities in Health Research
This commentary describes how the Brazilian Ministry of Health's (MoH) research support policy fulfilled the National Agenda of Priorities in Health Research (NAPHR). In 2003, the MoH started a democratic process in order to establish a priority agenda in health research involving investigators, health managers and community leaders. The Agenda was launched in 2004 and is guiding budget allocations in an attempt to reduce the gap between scientific knowledge and health practice and activities, aiming to contribute to improving Brazilian quality of life. Many strategies were developed, for instance: Cooperation Agreements between the Ministry of Health and the Ministry of Science and Technology; the decentralization of research support at state levels with the participation of local Health Secretariats and Science and Technology Institutions; Health Technology Assessment; innovation in neglected diseases; research networks and multicenter studies in adult, women's and children's health; cardiovascular risk in adolescents; clinical research and stem cell therapy. The budget allocated by the Ministry of Health and partners was expressive: US$419 million to support almost 3,600 projects. The three sub-agenda with the higher proportion of resources were "industrial health complex", "clinical research" and "communicable diseases", which are considered strategic for innovation and national development. The Southeast region conducted 40.5% of all projects and detained 59.7% of the resources, attributable to the concentration of the most traditional health research institutes and universities in the states of São Paulo and Rio de Janeiro. The second most granted region was the Northeast, which reflects the result of a governmental policy to integrate and modernize this densely populated area and the poorest region in the country. Although Brazil began the design and implementation of the NAPHR in 2003, it has done so in accordance with the 'good practice principles' recently published: inclusive process, information gathering, careful planning and funding policy, transparency and internal evaluation (an external independent evaluation is underway). The effort in guiding the health research policy has achieved and legitimated an unprecedented developmental spurt to support strategic health research. We believe this experience is valuable and applicable to other countries, but different settings and local political circumstances will determine the best course of action to follow
Concentração de hemoglobina em crianças do nascimento até um ano de vida Hemoglobin concentration in children from birth to one year of age
Este estudo foi desenvolvido com o objetivo de descrever a evolução da concentração de hemoglobina [Hb], considerando os fatores: peso ao nascer; velocidade relativa de crescimento e alimentação. É um estudo transversal realizado com crianças no primeiro ano de vida, atendidas para acompanhamento do crescimento e do desenvolvimento em serviços públicos de saúde, em cidades localizadas nas cinco regiões geográficas brasileiras. Verificou-se que 51,7% das crianças entre 6 e 12 meses de idade eram anêmicas. A estimativa da Hb, por meio de uma equação teórica, sugeriu que o ferro endógeno permite manter os níveis normais de Hb no primeiro trimestre de vida. A prevalência de baixa Hb foi maior entre as crianças com baixo peso ao nascer. A velocidade relativa de crescimento, avaliada pela diferença do peso atual e peso ao nascer, em unidades de Z escore, não foi fator de relevância para a Hb. A importância do aleitamento materno foi evidente nos primeiros meses de vida. Verificou-se, entretanto, que os alimentos complementares não influenciaram a Hb. A elevada prevalência de níveis baixos de hemoglobina indica a necessidade de enfatizar programas de intervenção para o controle da anemia ferropriva.<br>This study aimed to describe the evolution of hemoglobin concentration considering the following factors: birth weight, growth rate, and food intake. The cross-sectional study focused on infants (< 1 year of age) whose growth and development were monitored by public health services in cities located in the five geographic regions of Brazil. Some 51.7% of the children aged 6 to 12 months presented anemia. Estimation of [Hb] concentration by a theoretical equation suggested that endogenous iron is able to maintain normal Hb levels in the first three months of life. Prevalence of reduced Hb was higher in low birth weight infants. Growth rate, verified by the difference between present weight and birth weight in Z scores, was not the relevant factor for hemoglobin concentration. The relevance of breastfeeding was evident in the initial months of life. However, complementary foods did not influence infant Hb concentration. The high prevalence of low Hb levels calls attention to the need for programs to control anemia

O estudo sobre novos movimentos eclesiais na Igreja Católica, desenvolvido na Amazônia Oriental brasileira, permite uma reflexão sobre a influência dessa Igreja em duas áreas rurais do estado do Pará: a Transamazônica e a microrregião de Tomé Açu. Em ambas, sua atuação, através das chamadas Comunidades Eclesiais de Base (CEBs), muito ativas, desempenha papel relevante entre as populações dessas áreas. O artigo se propõe a analisar a condição social dessas populações que, em função de suas vivências e práticas, incorporando criticamente a influência de agentes de pastoral, assumem novas identidades e novas práticas de natureza política e religiosa, antes não existentes em seu meio
NEOTROPICAL ALIEN MAMMALS: a data set of occurrence and abundance of alien mammals in the Neotropics
Biological invasion is one of the main threats to native biodiversity. For a species to become invasive, it must be voluntarily or involuntarily introduced by humans into a nonnative habitat. Mammals were among first taxa to be introduced worldwide for game, meat, and labor, yet the number of species introduced in the Neotropics remains unknown. In this data set, we make available occurrence and abundance data on mammal species that (1) transposed a geographical barrier and (2) were voluntarily or involuntarily introduced by humans into the Neotropics. Our data set is composed of 73,738 historical and current georeferenced records on alien mammal species of which around 96% correspond to occurrence data on 77 species belonging to eight orders and 26 families. Data cover 26 continental countries in the Neotropics, ranging from Mexico and its frontier regions (southern Florida and coastal-central Florida in the southeast United States) to Argentina, Paraguay, Chile, and Uruguay, and the 13 countries of Caribbean islands. Our data set also includes neotropical species (e.g., Callithrix sp., Myocastor coypus, Nasua nasua) considered alien in particular areas of Neotropics. The most numerous species in terms of records are from Bos sp. (n = 37,782), Sus scrofa (n = 6,730), and Canis familiaris (n = 10,084); 17 species were represented by only one record (e.g., Syncerus caffer, Cervus timorensis, Cervus unicolor, Canis latrans). Primates have the highest number of species in the data set (n = 20 species), partly because of uncertainties regarding taxonomic identification of the genera Callithrix, which includes the species Callithrix aurita, Callithrix flaviceps, Callithrix geoffroyi, Callithrix jacchus, Callithrix kuhlii, Callithrix penicillata, and their hybrids. This unique data set will be a valuable source of information on invasion risk assessments, biodiversity redistribution and conservation-related research. There are no copyright restrictions.
