    Neoliberal Reforms, Healthcare and Other Human Development Challenges in Nigeria

    Since the adoption of the neoliberal policy in Nigeria in the 1980s its impact on the human development indices of the citizenry has not been satisfactory as manifested by the unequal income distribution gap between the rich and the poor over the years Besides the health conditions of Nigerians have experienced a decline as revealed by the increasing rate of child infant mortality and maternal mortality which expresses the failure of government reforms in adequately addressing some aspects of the United Nations Millennium Development Goals MDGs Using secondary sources of data this paper investigated how government s implementation of the neoliberal policies had impacted on the healthcare and human development indices of the citizens It was observed that rather than improve the healthcare situation and human development indices of citizens the Bretton Woods-authored reforms have rather narrowed opportunities for healthcare and human development in Nigeria To improve the declining human development indices of citizens the paper recommends the roll out of a politics of paradise to rein in the poverty and deprivation suffered by many Nigerians and the need for a human-faced approach to economic reforms among others The paper concludes that government must revisit the neoliberal reforms package in the country and stamp out the use of ad hoc and discretionary handouts and market-led growth which have failed to engender a trickledown effect on the social realities of Nigerians Citizen welfare and comfort must guide government s actions and intentions and should remain the benchmark for assessing the impact of any form of economic or social reforms that it desires to implement in the countr

    Inhomogeneous non-Gaussianity

    We propose a method to probe higher-order correlators of the primordial density field through the inhomogeneity of local non-Gaussian parameters, such as f_NL, measured within smaller patches of the sky. Correlators between n-point functions measured in one patch of the sky and k-point functions measured in another patch depend upon the (n+k)-point functions over the entire sky. The inhomogeneity of non-Gaussian parameters may be a feasible way to detect or constrain higher-order correlators in local models of non-Gaussianity, as well as to distinguish between single and multiple-source scenarios for generating the primordial density perturbation, and more generally to probe the details of inflationary physics.Comment: 16 pages, 2 figures; v2: Minor changes and references added.     Transport properties of pristine few-layer black phosphorus by van der Waals passivation in an inert atmosphere

    Ultrathin black phosphorus is a two-dimensional semiconductor with a sizeable band gap. Its excellent electronic properties make it attractive for applications in transistor, logic and optoelectronic devices. However, it is also the first widely investigated two-dimensional material to undergo degradation upon exposure to ambient air. Therefore a passivation method is required to study the intrinsic material properties, understand how oxidation affects the physical properties and enable applications of phosphorene. Here we demonstrate that atomically thin graphene and hexagonal boron nitride can be used for passivation of ultrathin black phosphorus.     Curvaton and the inhomogeneous end of inflation

    We study the primordial density perturbations and non-Gaussianities generated from the combined effects of an inhomogeneous end of inflation and curvaton decay in hybrid inflation. This dual role is played by a single isocurvature field which is massless during inflation but acquire a mass at the end of inflation via the waterfall phase transition. We calculate the resulting primordial non-Gaussianity characterized by the non-linearity parameter, fNLf_{NL}, recovering the usual end-of-inflation result when the field decays promptly and the usual curvaton result if the field decays sufficiently late.Comment: 13 pages, 5 figure

    Bone marrow cells play only a very minor role in chronic liver regeneration induced by a choline-deficient, ethionine-supplemented diet

    AbstractLiver progenitor (oval) cells have enormous potential in the treatment of patients with liver disease using a cell therapy approach, but their use is limited by their scarcity and the number of donor livers from which they can be derived. Bone marrow may be a suitable source. Previously the derivation of oval cells from bone marrow was examined in rodents using hepatotoxins and partial hepatectomy to create liver damage. These protocols induce oval cell proliferation; however, they do not produce the disease conditions that occur in humans. In this study we have used the choline-deficient, ethionine-supplemented (CDE) diet (which causes fatty liver) and viral hepatitis as models of chronic injury to evaluate the contribution of bone marrow cells to oval cells under conditions that closely mimic human liver disease pathophysiology. Following transplantation of lacZ-transgenic bone marrow cells into congenic mice, liver injury was induced and the movement of bone marrow cells to the liver monitored. Bone marrow-derived oval cells were observed in response to the CDE diet and viral injury but represented a minor fraction (0–1.6%) of the oval cell compartment, regardless of injury severity. In all situations only rare, individual bone marrow-derived oval cells were observed. We hypothesized that the bone marrow cells may replenish oval cells that are expended by protracted liver injury and regeneration; however, experiments involving a subsequent episode of chronic liver injury failed to induce proliferation of the bone marrow-derived oval cells that appeared as a result of the first episode. Bone marrow-derived hepatocytes were also observed in all injury models and controls at a frequency unrelated to that of oval cells. We conclude that during viral-and steatosis-induced liver disease the contribution of bone marrow cells to hepatocytes, either via oval cells or by independent mechanisms, is minimal and that the majority of oval cells responding to this injury are sourced from the liver

    Evolution of fNL to the adiabatic limit

    We study inflationary perturbations in multiple-field models, for which zeta typically evolves until all isocurvature modes decay--the "adiabatic limit". We use numerical methods to explore the sensitivity of the nonlinear parameter fNL to the process by which this limit is achieved, finding an appreciable dependence on model-specific data such as the time at which slow-roll breaks down or the timescale of reheating. In models with a sum-separable potential where the isocurvature modes decay before the end of the slow-roll phase we give an analytic criterion for the asymptotic value of fNL to be large. Other examples can be constructed using a waterfall field to terminate inflation while fNL is transiently large, caused by descent from a ridge or convergence into a valley.     Local non-Gaussianity from rapidly varying sound speeds

    We study the effect of non-trivial sound speeds on local-type non-Gaussianity during multiple-field inflation. To this end, we consider a model of multiple-field DBI and use the deltaN formalism to track the super-horizon evolution of perturbations. By adopting a sum separable Hubble parameter we derive analytic expressions for the relevant quantities in the two-field case, valid beyond slow variation. We find that non-trivial sound speeds can, in principle, curve the trajectory in such a way that significant local-type non-Gaussianity is produced. Deviations from slow variation, such as rapidly varying sound speeds, enhance this effect. To illustrate our results we consider two-field inflation in the tip regions of two warped throats and find large local-type non-Gaussianity produced towards the end of the inflationary process.Comment: 30 pages, 7 figures; typos corrected, references added, accepted for publication in JCA

    On The Difficulty of Computing Higher-Twist Corrections

    We discuss the evaluation of power corrections to hard scattering and decay processes for which an operator product expansion is applicable. The Wilson coefficient of the leading-twist operator is the difference of two perturbative series, each of which has a renormalon ambiguity of the same order as the power corrections themselves, but which cancel in the difference. We stress the necessity of calculating this coefficient function to sufficiently high orders in perturbation theory so as to make the uncertainty of the same order or smaller than the relevant power corrections. We investigate in some simple examples whether this can be achieved. Our conclusion is that in most of the theoretical calculations which include power corrections, the uncertainties are at least comparable to the power corrections themselves, and that it will be a very difficult task to improve the situation.Comment: 27 pages, uuencoded file containing latex source and axodraw.sty fil

    Undergraduate enrollments were obtained by degree programs in natural resources for a representative sample (n=30) of universities having membership in the National Association of Professional Forestry Schools and Colleges (NAPFSC). Nationally, enrollments dropped to a low point in 1987, increased sharply to a maximum in 1995, and then decreased steadily through the present (2003). This trend differed little among geographic regions
